When I contacted with the IT head of the Bureau of Manpower, he excused that since electricity in the server room was not ok such problem might have occurred. Under the specific domain, different content can not be appeared unless otherwise handled. If server was malfunctioned ' page can not be found' such message should be appeared. The web of BAIRA should not be appeared and it is impossible. After half an hour when I again clicked I found the actual content. So far I discovered the concerned officer quickly fixed up the problem. Barring the information of the GOB, the association cyndicate tries to make their interest secured. Aided by the IT official of the Bureau, such information barricade was carried out which I personally faced. Regarding www.gobfinance.org, I am to say that such a trick might have been applied so that the public may not compare to the data of the present GOB which may help to realize the fact.

In addition, when I went to obtain the list of registered IT institutions in Bangladesh from the Technical Education Board at Agargaon in Dhaka I had to encounter the same difficulty. The concerned IT officer and other research officer refused to give me the list .Whearas the list should be obtainable and the website has made a menu for that; however, the link as been removed. Investigation revealed that the illegal IT institutes those do not offer proper IT education pay bribe to an association which is closely associated with the Board to hide the information so that public may not get the information which IT institutions are genuine; consequently peoples are cheated.Through such ambguity the service is poorly offered and the standard of eductaion is down ward. Later when I met with the Secretary and Chairman of the board , they could not but gave me the printed copy from the IT division.

In fact, disruption of the service by dashing out information obtainable by the citizen through the website is the conseuence of corruption, mismanagement of the government employees. This type of indifference and ambiguity shows that public administration is not properly functioning aiming to build Digital Bangladesh. If such irregularity is gone on for months then cann't it be said that such offence is offended by the consent of the apex authority of the state. Such trick is conflicting to the service rules indeed.

Bangladeshmoves, as an independent reviewer, will not abstain from, inshallah, tracing such ambiguity once found. Noted that if we can not present the review regularly it will mean that we are in different job since 100% concentration to the site work, we can not maintain our livelihood. So I request to any patriotic responsible citizen to visit: www.bangladesh.gov.bd and highlight the ambiguity once he/she finds. Through balanced and constructive interactions between the state and the citizen may lift the arrogant irresponsible state mechanism in to right track.

That domain name (www.gobfinance.org) is printed on back of ‘Bangladesh Economic Survey 2005' a printed copy which is kept on my possession. The printed report which is for distribution free of cost is sold by 200 taka at Press Club, New Market Book shop and various law book shops just now. In that circumstance, while website should be an easy source is also dismantled. In addition, why does this popular domain name is ready to be sold? Who is responsible for this?

      5. To maintain peace and public order .

In realizing the concept of Digital Bangladesh and in reality of the binding to be transparent in accordance with the mission of the vision aiming to the citizen, it is the declaration of the top decision making body of the GOB to provide data and information so that the overall performance of the public administration may be available, but I have been shaken when website of Police and Dhaka Metropolitan Police, www.police.gov.bd and www.dmp.gov.bd respectively been browsed. When I was looking for the statistics of crime of last two months, I have been frustrated that in www.police.gov.bd , the statistics of October-2009 is available and statistics of the subsequent months up to this October-2010 completely omitted.

On the other hand, when I visited www.dmp.gov.bd for procuring the crime statistics of the month of September-2010 and October-2010, I found no data given, that means to set aside the controversy of the poor performance of the department, such abstinence has been mounted.

In fact, different sources provide that law and order is repeatedly deteriorating in Bangladesh and in that situation for the Good Governance when GOB ought to provide alert observation and update of information accordingly, it is however, seen absent. Is Ministry of Home Affairs in particular and GOB at large is really justifying the mission and vision of this Department.
