Alliance Françoise: a new neighbor of ‘Uttara' resident

Dhaka- fascinating, crowded, muddy, sunny, foggy, rainy, dynamic – whatsoever it is called it is expanding! At least the Ambassador of France in Bangladesh , His Excellency Mr. Charley Causeret summoned the truth! When?

It's another event. It is the event at Uttara, a new town of Dhaka: touched the tail of Turag River near Tongi. A new branch of Alliance Françoise was just to open at Uttara. Sky was cloudy, road was muddy, but the complex was stunning – a duplex building – very calm and nice furnished hall room was just to occupy by the guests. Lastly on 6-30 PM, 11 June, 2008 Honorable Ambassador of France -Mr. Charley Causeret inaugurated the new branch by his short introductory speech. He reminded us that Dhaka was really expanding .It was 1959 when Alliance Françoise was just steeped to the then East Pakistan, Now Bangladesh , huge water has been flowed over the river of Buriganga . Many events have been staged. But the institution had calmly crippled in the heart of the French devotee in Bangladeshi. Mr. Ambassador talked about the traffic jam that hampers the Uttaran to attend to the class at Science Lab campus in Dhaka . Directed by the fund of French Government with the local management it organizes different cultural programs occupied by either French or the Bangladeshi artists and most attractive service is their French Language course. Since French Language is a prerequisite to enroll for the study in France – the institutes provide the exam which may facilitate to have the access to France . Since living expanses have to bear the students in France it is a dream of the Bangladeshi rich which may only be enjoyed.

Mr. Ambassador assured to adorn the centre by providing complete library facilities and other amenities as the other campuses have. With the astounding annexure of Alliance Françoise at Baridhara in 2006, Uttaran had to miss the opportunity sine then. 11 June, 2008 has foiled their sigh and agony.

After 6-7 minutes' speak of His Excellency the break was done for campus tour and lastly at about 6-47 PM the refreshment in the hall room ended with the delightful inauguration with kind presence of the local eminent such as Dr. Moniruzzaman Mia, former VC of Dhaka University and columnist Mr. Sadek Khan etc . It was really an unforgettable day!!

C'est un autre événement. C'est l'événement à Uttara, une nouvelle ville de Dhaka,: touché la queue de Rivière Turag Tongi proche. Une nouvelle branche d'Alliance Françoise était juste ouvrir à Uttara. Le ciel était nuageux, la route était boueuse, mais le complexe étourdissait-un bâtiment double-très le calme et pièce de couloir meublé agréable étaient juste occuper par les invités. Pour finir sur 6-30 PM, 11 juin, 2008 Ambassadeur Honorable de France - M. Charley Causeret a inauguré la nouvelle branche par sa parole d'introduction courte. Il nous a rappelés que Dhaka étendait vraiment. C'était 1959 quand Alliance que Françoise a été macéré juste au Pakistan De l'est d'alors, Maintenant Bangladesh, que l'eau énorme a été coulée sur la rivière de Buriganga. Beaucoup d'événements ont été organisés. Mais l'institution avait estropié tranquillement dans le coeur de l'adepte français dans Bangladais. M. Ambassador a parlé de l'embouteillage qui gêne l'Uttaran pour s'occuper de la classe à campus du Laboratoire de la Science dans Dhaka. Dirigé par le fonds de Gouvernement français avec la gestion locale il organise des programmes culturels différents occupés ou par français ou les artistes bangladais et la plupart du service attirant est leur cours de langue français. Depuis que la Langue française est une condition préalable pour enrôler pour l'étude en France-les instituts fournissent l'examen qui peut faciliter pour avoir l'accès à France. Depuis que les étendues vivantes doivent porter les étudiants en France c'est un rêve du Bangladais riche lequel peut être aimé seulement.

M. Ambassador a assuré pour orner le centre en fournissant des installations de bibliothèque complètes et d'autres aménagements comme les autres campus ont. Avec l'annexure renversant d'Alliance Françoise à Baridhara en 2006, Uttaran devait manquer le sinus de l'occasion alors. 11 juin, 2008 ont fait échouer leur soupir et agonie.

Après 6-7 minutes parlez de Son Excellence la cassure a été faite pour visite de campus et pour finir à approximativement 6-47 PM le rafraîchissement dans la pièce de couloir terminée avec l'inauguration charmante avec présence gentille du local éminent tel que Dr. Moniruzzaman Mia, VC précédent d'Université Dhaka et chroniqueur M. Sadek Khan etc. C'était vraiment un jour inoubliable!!

DB's Syndicate blocks the Syllabus!! Where's the control mechanism?

The Syllabuses distributed for the SSC and HSC by the Dhaka board has become the tools for harassment and exploitation to the institutions as well as the general students. A syndicate led by the Bepari Abdur Rob, Assistant Evaluation Officer, Planning Division, Secondary and Higher Secondary Officer. Since the division deals with the planning, it is obviously his duty to make available the syllabus of the examination. A source confirmed that out of 37 thousand pcs of syllabus, only 25 thousands are printed to sell out. Unfortunately these 25 thousand are sold by charging two times applying a crooked methodology. In order to obtain the cash receipt worth of 39 taka, the public requires paying extra Tk 34.50 under naming COMMISSION and VAT beneficiary by Secretary /B.I.S.E, Dhaka . Another source confirmed that by the name of COMMISSION and VAT 34.50 is unrecorded and the board receipt compiled only 39 taka. Is the amount (Taka 34.50) really dropping in the pockets of the syndicate? If 25 thousand copies of Syllabuses are sold then the amount recovered by the Bank by (25000X 34.5) = 8362500.00 which is completely illegal and systematically sucking from the consumers. In addition, the two officers in the planning division at second floor (Names have yet to recover) harass many consumers .On the other hand they are free to practice since the monitoring is porous which indicates that total process is practiced with the consent of the syndicate .Another source of the board informed that there is a strong connection between the syndicate and the book publishers of Banglabazar .If the syllabus are made to hard to get , the students may automatically inclined to the expensive guides published by them has a hidden commission basis contact with the Board syndicate and a group of teachers of the schools and colleges .Recently while to investigate the incident of excessive charges for HSC examination by the State College at Mohammadpur in Dhaka - the bomb bursting stories are disclosed .

A source further confirmed that while the requirements of the syllabus are thirty seven thousand, the actual publication of the syllabus is twenty five thousand only when there is no alternative like availability in the internet, this constant harassing mechanism obtaining the syllabus is nothing but the sabotage in destroying the ground of educational system of Dhaka board, even it may be the same of other board which requires to have the similar investigation. The investigation conducted in Dhaka board upon the tip off on 23 rd January 2008 .

One MANIK, fake student & student- teacher politics in University

A.

It was 1994. I along with my other friends were coming by a bus from Savar bus stand; after a while, I was hearing a woman's voice which indicated me that she was very intimate to a boy friend. This was continuing and I was annoyed with it .I looked back at the last five seats where a group of male and female students were closely seated. I asked that female student to be quit as it seemed not good in the sense of our social value. But all my efforts in vein and when the bus was close to Gabtoli bus stoppage I requested that group not to behave like that. That request become boomerang to me and the ring leader stood up and ordered me to catch, some how I was escaped from the bus. But the situation was becoming worsening, one of friend informed the following day. The following day we had vacancy since there was no exam and I was staying at home at Pallabi. After one day, I was prepared for Jahangirnagar University and I reached at the uni. As soon as I reached at the university the friends from hall threatened me that I had done a great mistake and insulted ‘ boro bhai' and I had to meet at his room after the exam . The exam was finished and the friends cordoned me as the ‘Boro bhai' ordered them to fetch me. When I was at his room looked a guy with furnished room with carpet at Shaheed Salam Borkot hall, instead of two seat he lived single in that room. The trail started .He asked, “What happened that day?”. I replied that I was annoyed with the conduct of that girl. Then he asked where I was living .I replied that I was living at Pallabi. He was just halted because later I was informed that he had relatives and land property at Mirpur -13. But seemed to be very angry and threatened me that if the same thing happened in future there would be punished. Some of the friends advocated that I was mentally ill and appealed to be forgiven. Noted I used to live at Pallabi resident instead of hall. I came at home and did not say any thing. But man posses but God dispossess . It was the guy who was insulted and kicked out from the University by the same female students I told one of them to be calm in the bus. He was Manik, famous for hundred times rape in the university. He was so shamefully kicked out from the university that storyshocked hundreds of guardians and still now the outsiders are frightened while they hear the name of the female students for marry. I am still unaware about it how he manged a single room while it should be single .Was not the hall provost and teachers were involved? This was Manik , a relative of a uni-teacher , earned a lot of money and no in America ( so far I know) .

B.

In politics there are two terms ‘pressure group', ‘interest group'. These groups skill fully enjoy the facilities from the state by creating tricks. But a welfare state is for that that is hungry but not coming outside as feel shame. Unfortunately, the students and teachers of the public universities are so reckless that they themselves set up villages of dacoits as poet Al Mahmud embalmed Dhaka University . Recently when the riot broke out by the students some advocated that students are the soul of the nation. But he forgot to mention those who burn a car, shop or market of a poor family is not the soul a dacoit, a criminal. Students were used as the stairs to reach the bench of power and so they have become worse than a dacoit. Different source said that many DU uni-students are involved in narcotics trade, conduct syndicate of criminals. If these are the soul of the nation why does not the burglar, dacoit not the souls. Teachers are the patroniser of these criminals, since they supply question paper before the exam, they use them s the tool for their position in the teacher election. This is students who always oppose to expand the seats as lot of seats can be opened for the students since lot of the students have no opportunity to get higher study. Few months back, journalism department opened night shift for the different levels of students, but a group of the students of the same faculty opposed and stopped the opportunity. It is the students for those lots of private universities are opened and the teachers of the public universities do job there in lieu of money. Higher cost of education lots of students are spending lots of money, and to secure these money their parents are bound to dip into corruption. Just think about 550 acres of land of Jahangir nagar University where I lacs even more students can be taught even a single day. But a syndicate engaged in fake enrolment, many fold corruptions are always making barrier. Since the doors for higher students are closed the students are bound to go to out side and the consequence of it is known who went. These are syndicate ultimately purchased by the agents of the foreign contraries. It is the duty of a government to make free these scoundrels from the field of education. I was shocked when the arrested uni-teachers were not roped around their waists, because it is rule of the police to tight the waist of the accused. Because I was supposed to tight the waist of mine when I was falsely charged by Sb in 2003 while to depart for Sydney . A state can not differently teat the uni teachers. Our constitution does not permit. The beaurocrats and other groups who are pointed for corruption and other mismanagement are the products of the universities; two paper cutting is the proof about their purity (!). And since their products are impure the teachers are impure –generally be assessed .Yet all are not guilt –it is also mentionable

Expensive education headed the guardian corrupt

There is a proverb : education is the backbone of a nation. Education is the nourishment of the primitive form of human nature . Through the education humankind is molded according to the need and suitability of the society and state in large extent and so the state arranges education for her citizens for greater out come. By technical and scientific knowledge, a nation can use her wealth for her own welfare and prosperity. In present scientifically developed countries, education is provided by the state and with this subsidy the nation gets fittest manpower. As a Bangladeshi Nation we have the motto, a prosperous nation should have and so educational facilities for the nation has gotten the priority . Unfortunately the slogan can not comply with the reality . Instead of expanding the seats and arrangements for the existed public universities the state policy makers have allowed private universities those are much expansive and ultimately heading the general people in to a path needs a lot of money .However , it is said that education is the five basic needs of the peopled. A private university student requires nearly 2.5 lacs taka to complete a course like BBA. On the other hand, the students of the public universities need to pay a marginal amount. The academic buildings of Dhaka, Rajshahi, Chittagong ,Jahangir Nagar Universities are so plentiful that these can be used for more students allowing two or three shifts ,even the immovable properties ,for instance, Jahnagirnagar universitiy, nearly 550 acres of land . The foods and a part of the expanse can be earned from there .Whereas the students and teachers' leaders are busy enough to demand for cash money that can be utilized in different sectors . Few months back, the journalism and mass communication department of Dhaka University arranged two shifts .But a group of students forcibly clogged the opportunity. In the canteen, students get very low quality food .But merging the students and teachers, they can be employed in different agri project in the hall adjacent are which can be helpful for their disciplined life .With their efforts high quality food like , milk, fish, rice , vegetables can be grown and those can be fed to the students . In this way their skill in agriculture and management knowledge would be enhanced would be suitable when they are administrator or any other field. In different countries of the world, diffent industries give the assignment to the universities and with the approval of the research they get the royalty. In this way many students can earn while he or she is universities. The arrangement is conducted with the agreement between universities and industries. But our private universities are totally the burden to the nation, in sense that, unless direct subsidy, it is totally paralyzed .And since the expanse is much more the respective the Education Ministry is reluctant to expand the students of the public universities. For the private universities, the expansion of the public universities is halted since the teachers of the public universities are part-time high paid teachers of these private universities. A source said that in the last era the education Ministers and others respective officials received money from these private universities .Even some VCs of these universities are just work for the foreign intelligence agency since the plan is submitted through their research paper. Although the research papers are named by the VCs, ultimately produced from the international agency. Student business in collaboration with the universities of Australia , India and UK is one of the causes for the opportunities of the higher studies are clogged. To meet this big amount of money, high profile corruption is crippled among the Officers, business men, even the general people.

Can't we be saved from this evil plan to make our country impaired? Top level firm determination can change this situation.

Idol aggression in EDUCATIONAL INSTITUTION

Since education is the backbone of a nation, the place where education is provided is more than a backbone -it is a skeleton indeed. Through education, nation builders are shaped to combat the challenges before the nation and state and so the government subsidizes the public universities by the money of the taxpayers .Bangladesh is no longer exception to that. Here government pay huge amount of money to boost up energetic, patriotic and fittest manpower so that they might serve the nation. In order to attain the goals Dhaka University , Jahangirnagar University and other public universities were built .When Dhaka University was built in 20s last century many Hindu intellectuals from West Bengal opposed, as it was unnecessary for the 'agriculturists' in this area . Since most of the families used to work agricultural jobs, they ignored us. However, the then Nowab Abdul Latif, Sir Salimullah etc. realized the dream of a university and in such a shaky path, they successfully established Dhaka University . Taking the same motto, Jahangirnagr University was built. Since the majority of the students belonged to Muslim families, all those universities carried the identity of the Muslim at the time of very inception . Unfortunately, after the liberation war in 1971, the identities of these universities were changed and the culture of the minority invaded the culture of the majority very pathetically. They, under the patronization of the then Government, the Quaranic ayat from the monogram of Dhaka University was replaced, the name of the halls after the Muslim scholars were removed and the Muslim (for instance, Jahangirnagar Muslim University) name was shaved. In addition, what was replaced by this identity: the big -big idol? Do you know why? Because to invigorate the spirit of secularism and de-islamization from toe to the peak of hair of those students shall serve the nation. What have we got by this generation: a generation educated but corrupt - who can sell their identity in lieu of any scholarship, any donation, any sort of budget, or any sort of money and provocation, in a word a reckless generation ! Unfortunately by their contributions the educational institutions have directly suffered from chronic session jam, vandalism, chandabai, fake student enrollment, sex scandal, drug abuse and all sort of negative activities practiced those are rare in other countries – even in neighboring India. The idolaters are the chief invigorator of these spirits: because they are trained agents from other countries assigned to spoil the Muslim students in Bangladesh . If Bangladesh can lead to the accurate track, they may not be dragged in to the slave of the idolaters who were over-enjoyed after the liberation war in 1971.They had dreamt for eating Hilsha fish in soil of Bangladesh, but the Unseen did not favor their wishes! Majority cannot impose the culture over minority forcibly, but how minorities under leftist banners invade the culture of the majority in the arena of education-Bangladeshi universities are the sole example of the claim. In the history, after the death of Hazrat Adam (AS) and before the birth of Hazrat Noah (AS) there were 126 years. By this time, the peoples of the Babylonia became the idolaters. They built the statues of the good men among them after their death and started to worship them by the whisper of Saitan or Iblis. They believed that these gods would bring them good and protect them from evil and they gave different names like: Waddan, Suwa'an,Yagutha,Yauga, Nasran . When the idol culture was persisted Noah (As) called on all in the path of Allah and conveyed the message among them people for last nine hundred and fifty years. A few poor, general people followed the path of him and rest of them was drowned by the devastating flood for the cause of idol. After him all the prophets tried to save humankind from the path of idolatry. Hazrat Ibrahim (AS) directly destroyed the idols and our last Prophets Hazrat Muhammad (SM) destroyed 360 idols in the kaba at Mecca after the win of kabba, he did not take revenge and no idolaters were killed but only these 360 idols were destroyed since these degraded the value of humankind. When Sultan Mahmud of Gazni attacked the Somnath temple in India -history is the witness that from that time Indians turned back in to the path of prosperity. Because the priests hypnotized peoples that those idols would save them from any sort of troubles and so they gathered gold in their temples. Then Sultan Mahmud decided to make them psychological slavery it is imperative to make them understand that those idols could no longer save .When Sultan Mahmud destroyed, then the truth was revealed and peoples understood that they are nothing but Allah is the greatest. It is pathetic after the liberation war , although majority peoples did not build idol in Bangladesh , lots of so called ‘progressive banner holder' started to make the idols of the celebrated so that the so called ‘setona'/ ‘consciousness' may prevail. Even the same group has successfully installed a flame in the Cantonment so that our Military can even be the idolaters of the fire. None of this ‘ setona ' could save us from the path of injustice. In the north Bengal the peoples came from fajr prayer fought for the dignity of a Woman:Yesmin, who was raped and killed by the Police, the same peoples went for Fajar prayer fought for the corruption of DESA's electricity distribution in Pallabi last year. So Idol culture must be stopped for the safety of Iman and to ensure the prosperity of Bangladesh .

Are you preparing to GO OVERSEAS for job or study?

What is the tragedy of the civilization? Many would argue in different points. But I will point two points: One: The uneven value of the currency.

Second: Barriers to the people for the movement around the world.

Using so called visa system only few countries have reserved the right to move anywhere. In order to remain the value of their money they have put nets over the global monetary system through different agencies like IMF. For instance, an American works an hour and earns 6-10 dollars, which is equivalent to 416 to 690 Bangladeshi taka whereas a Bangladeshi needs to earn that money three to four working days . By working one hour an American ceases the works of three to four days of Bangladeshi living in Bangladesh .If the public flow is naturally maintained exploitation in such a way can never be done. Years back an Afghani could come and we could go any where now it is restricted through VISA system, which is the exploitive tool of the immigration authority, ultimately the state. After the Second World War who imposed such a restriction might never be misjudged, they must have to be accountable for their policy when Allah's orders for his creation mankind to seek the blessings from every corner of the world and visit and spread all over the world. But freedom of movement is reserved for American, British, German, Australian, Singaporeans, Malaysian, UAE, Japanese etc while many countries they are chanied .It is one form of apartheid in the present time.

The man in the picture is standing in front of few high raise building is only possible when he and his family had spent a big amount of savings in the whole life. •  When a file would be lodged there the lawyers would be set to take your money to proof that your life was really risky in Bangladesh .You then be the source of income of the lawyers.

•  If you are failed to proof your claim there are many ways like proving your position as GAY- may destroy your foundation of faith.

In this way the foreign journey may be finished unless your parents send the money grabbed by means of corruption or the savings of whole life. What do you think?

Cheat with Sweden student visa

For Sweden student visa it is known to all that it is free , however , free only is the tuition fee. For this temptation, many apply to Sweden for a semester. When Asked to Embassy it is said that there would be no need of IELTS score. However, the reality is different when the application is dropped the applicant knows that IELTS score is required. Other felt different cheat: as per the official website of the Swedish Government, it is allowed to provide the documents notarized by the Notary public of Bangladesh . When the ‘notification of the admission status is known , then revealed that it was not granted , rather it ought to be sent from direct institution .Many genuine students from recognized Bangladeshi university had been notified the same as to spoil his wait. Other suggested that, it is the tempt to collect the admission fees from the globe, some local agent dealing Sweden Visa – is only hungry for the service charge. Many students counseling firms at Pantopath, Manhattan tower at Malibagh, Farm gate and other parts of Dhaka are cheating the students in this way. No leagal action had yet been taken for this cheat, at least to the local agent involved in cheat.

No way to get UK confirm visa through appeal,whearas

There are different Bangladeshi businessmen/ common peoples and students want to visit either for trip or study in the UK . In order to visit they try to obtain visa from the local UK embassy. It is often seen they are refused showing different causes in the refusal letter. In that letter the authority provide a form which offers the details about how to appeal to the AIT in the UK . Many firms are seen in the newspapers who assure to arrange visa through appeal. To prepare that they receive 5 to 50 thousand taka from the party. After getting the money they prepare the context by English knowledgeable persons and often ignore the party whatever the out come of the appeal .After one year the UK embassy may call and suggest that the party was not suggested to reapply and did not ask to appeal. Then the appellant becomes frustrated and his waste of money might make the broker wealthy. In addition, there is no arrangement for the participation in the hearing in the UK they used to provoke the party. In this way a corruptive broker classes are breeding who are hurting our economy than stronger. In order to get rid of the cheat the appellant are warned to use their intellect first.

 

IFB library in Dhaka closes 1 hour earlier!!!!

BM Investigation :

Islamic Foundation Library located at Baitul Mukarram Complex is the 2 nd largest library in Bangladesh .A large quantity of Books are available in the library which can fulfill the appetite of different readers ,including the Madras student. Besides the students and every walks of peoples regularly visit the library .But the whim and irresponsibility of some officials and employees made the library blunt .The problmes are found in the library are as follows:

1. Closes one hour earlier:

As per the instruction, from the source, the library is to be closed when the Isa azan starts, in that sense the library is to be closed 8 o'clock. But to leave the library the employees close the library when the magrib and in some cases 5 o'clock. When some one protests against their whims the staffs threatened the readers.

2. Irregular duty of the official:

There is a computer and a chair table at the corner of the gate for the clerk .The clerk Mr.Taiub is rarely seen in the table .For last three months observation he was found one or two times out of 20 visits.

3. Internet project freeze:

To cope the international standard service in the library there are ten Dell brand PCs including net connection should have been available(as per the supply, a source added) in the library, unfortunately, there are two PCs are available and the service is not available. When permission is sought to use the internet the Reference Assistant Abdul Mobin Mia informed that the internet policy had not yet been formulated .Later he informed the officer in charge of the project was not available.

Irresponsibility is the main cause of this behavior. Most interesting thing is that there is no check and balance with the activities of the library.

If this is the picture of the Islamic Foundation library then what can we expect to others .We want to see a rapid action to save this prospective project and oblige thereby.

MASSIVE MISMANAGEMENT IN THE PUBLIC LIBRARY MAINTENANCE (FY 2006-2007)

In our holy book Al Quaran, Allah inspired to think about his creation and in different places He clearly honored the knowledgeable persons. Our prophet Hazrat Muhammd (SM) arranged different techniques to literate his fellows. While Halaku khan invaded Baghdad , the flow of the river Forat jammed due to the heaps of books thrown away in to the river. To attain the objective the public library was formed. There is an another department of public library .For 1 croe thirty lacs of Dhaka dwellers there is a public library in Shahbagh .The Director (Joint secretary) of the Public library of Dhaka Mr.Shafi Alam Mehedi hoisted a bill board in front of the entrance of the library premise where the breakdown of the proposed expenditure for the maintenance of the Dhaka library is showing. The idea is nice and the transparency of the administration is evident. Further more, it is expected to the comment of the visitors.

We also inspired the call and rushed to the spot. But we were frustrated with the break down of 58 lac taka's maintenance carishma (Financial year 2006-2007)!

The breaks down are as follow:

•  Estimated cost for tiles fixing in the corridor at entrance 1st and 2 nd floor reading room and the walls of the east and west wall of the library is TK. 8, 00,000/= , Shall be Implemented by Dhaka Gono purto Bivag.4, Abdul Ghani Road, Dhaka.

•  Estimated cost for the water reserve tank for the staff of the Library is Tk.13,00,000. Implementation : DO

•  Estimated cost for the replacement of the overhead water tank is TK.200000/= . Implementation : DO

•  Estimated cost for the permanent arrangement of pure drinking water is TK.300000/= Implementation : DO

•  Estimated cost for the cover up the surface drainage with slub in the library premise and to replace the broken cover of manhole is TK 200000/= Implementation : DO

•  Estimated cost for the renovation of the Cafeteria is TK8,00,000/= Implementation : DO

•  Estimated cost for the renovation of the Director's room is TK300000/= Implementation : DO

•  Estimated cost for the tightening for air and to kill termite is TK200000/= Implementation : DO

•  Estimated cost for the killing of termite in the seminar hall is TK157000/= Implementation : DO

•  Estimated cost for the extension of the cyber café located at the 2 nd floor is TK160000/= Implementation : DO

•  Estimated cost for the maintenance of the lighting sound system is TK2,99,000/= Implementation : Jonopurto E/S department -5,Segun Bagicha, Dhaka .

•  Estimated cost for the 200KVA generator maintenance, fuel supply and for the maintenance the air-conditioning system is TK. 6,84,000/= Implementation : Jonopurto E/S department -5,Segun Bagicha, Dhaka .

•  Estimated cost for the supply of necessary electrical goods is TK.100000/= Implementation : Jonopurto E/S department -5,Segun Bagicha, Dhaka

•  Estimated cost for the maintenance of the existing chairs and others in the reading room is TK. 300000/=

Implementation: Gonopurto wood factory, Sher-e –Bangla Nagar, Dhaka .

In this way 58 lac taka has been estimated .It is easily assumed that

The main objective of the library is totally overlooked. Neither the budget was estimated for the books nor any modern facilities in the library. In the library there is no more latest books, the university students donot get any foreign books as they require for their syllabus .Even the library has no latest government gazette, reports from the Bangladesh bureau of statistics. Furthermore, the library does not arrange the news paper scientifically as it has the great demand in the library. Since the modern age demands to have a cyber café, allotment to the purpose is only TK.160000/= from the source, it was know that only eight computers would be available with the budget. On the other hand since the library can be covered with transparent sheet or make more windows suitable for light accessibility, the authority is costing Tk.100000/ and generator maintenance 6,84,000/=. The air conditioning system could be centrally, however, the rooftop single unit air-conditioning system is always switched off. There is a water filtration system at the library entrance with UV / rivers osmosis system, but no body could say that they were able to use the system for last years. However, the cost in the drinking water system added extra 300000/ = for nothing. The toilet of the public library is always full of water in the floor and the leakage is always seen ,however , the authority is arranging for overhead reserve tank is TK.200000/=. The chairs are bought last years and it is unimaginable to think about the replacement or maintenance of the said as this estimation is absurd. Since library is not a restaurant it is unnecessary to extend the cafeteria by costing TK 800000/. If the cafeteria is extended than the visitors other than the readers would be available and would make chaos. The existing cafeteria is running commercially and the cost of the food is higher than any other restaurant.

Unfortunately there is no room where the readers can eat and drink which they bring from their home. Even the estimated cost for the eradication of termite is unwise since the old aged book can be replaced with the new version.

In the modern library the following facilities are viable:

•  Latest book,

  Modern catalogue system

•  Group study room

•  Archive or micro film system.

•  Take home system.

•  Bar coding in the book.

•  Information sales division

However, the cost showed massive mismanagement to attain the highest goals. While we visit the staffs are very poor in number, in that case how much staffs are there that they need an overhead tank, replacement of slab (make concealed tude) estimated cost of (1300000+20000) taka. We can not think why the director's room needs TK 300000 for the renovation.

Upon considering the estimation it is the misuse of the public fund and the whole matter should be investigated through Durnite Daman Commission (DUDAK) .

MAPS' office at Sheraton Complex shut down: Public Liabilities 2 million taka: BSL silent

A student counseling firm ‘MAPS' located at Sheraton hotel complex left bag and baggage leaving 2 million taka liable to its clients.

The sources said the authority of MAPS cheated with the students for a time being .However, the management authority of Sheraton Hotel complex Bangladesh Services Limited (BSL) made safe passage to the MAPS .While the reporter visited to BSL office at Sheration hotel complex and asked about MAPS, the Promotion Officer Mr. Naim did not produce satisfactory answer .Even he did not provide the details of the ring leader Mr. Saim. Not only he the Secretary Mr.Aminul Bor Chowdhury refused to talk with the reporter made more suspicious regards to their involvement to make safe passage to do this heinous financial scandal . The law enforcing agency's role has not yet been seen, since it is related to the national economic security.

6. Detention Centers in the Czech Republic :
The Czech Republic has 8 detention centers: Balkova, Cerveny Ujezd, Fry'dek-Mistek, Poötorná/B?eclav, Praha-Ruzyné, Velké P?ílepy/Praha I and II and Vysni 6. There are three types of "asylum establishments" for asylum-seekers in the Czech Republic . First, people who arrive at the Czech borders are detained in the "reception centre" of Vysni Lhoty. There they undergo a medical examination and have their first asylum interview for their asylum application. Then, after the quarantine period, most asylum-seekers are transferred to one of the "residence/accommodation centres" where they stay pending the examination of their asylum applications. If asylum is granted, they are transferred to an "integration centre".
In "residence/accommodation centers", asylum-seekers are freer than in the reception centre and may leave the centre temporarily after authorization. In addition, applicants may live outside the centre, if they can bring evidence that they have accommodation in the Czech territory. Asylum-seekers stay in “residence/accommodation centres” until the Czech authorities decides if they are eligible for the status of refugee.

 A Directive of the Ministry of Home Affairs (Direttiva generale in materia di Centri di Permanenza Temporanea e di Assistenza ai sensi dellíArticle 22. comma i) del DPR 31 agosto 1999, n. 394 of 30 August 2000) regulates the administration of CPTA. Detention centres in Italy are always run by not for profit organizations, such as the Italian Red Cross or Misericordie or Fiamme DíArgento (which draw together retired Carabinieri, Italian policemen).

The Refugee Act of 1996 [as amended by the Immigration Act 1999 and the Illegal Immigrants (Trafficking) Act 2000] speaks about "place of detention" (Section 9(8)). In practice, asylum-seekers are first housed in reception centers for two weeks and then dispersed throughout the country to former hotels, hostels and custom-built accommodation centers.

In Luxemburg, there is only the detention centre of Schrassig.

15. Detention Centers in Malta
In Malta, there are 3 detention centers: Ta'Kandja, Floriana, and Safi Barracks. Article 34 of the Immigration Act describes a "place of detention" as follows: "A person detained in custody under this Act, other than under Article 10 or 22, but not serving a sentence of imprisonment, may be detained either in prison or in any place appointed for the purpose by the Minister by notice in the Gazette, but if detained in prison he shall be treated as a person awaiting trial."
16. Detention Centers in the Netherlands
In the Netherlands foreigners are detained in at least 8(eight) facilities: inter alia in Amsterdam , Tilburg and two international airports ( Amsterdam and Rotterdam ).
17. Detention Centers in Poland
In Poland there are 24 detention centres: Bia a Podlaska, Bielsko ñ Biaa, Che m, Elblàg, Gdaƒsk, Jelenia Góra, Jaworzno, Katowice, Konin, Krosno Odrzaƒskie, Lesznowola Wrocaw, Lublin, Limanowa, Opole, Ostro´ka, Pia, Piotrków Trybunalski, Tychy, Suwaki, Szczecin, Toruƒ, Wabrzych and Warszawa ñ Raginis Street.
In Poland there are two types of detention centers for aliens: "guarded centers for aliens" and "deportation arrest" in border guard or police premises. The locations of deportation centers change very often.
Foreigners who apply for asylum at the Polish frontier are automatically detained in "closed centers". Similarly, asylum applicants against whom a decision of deportation has been taken may be placed in a "guarded centre". In-country asylum applicants, i.e. those who do not apply for asylum at the border, are in most cases accommodated in "refugee centers".

17. Detention Centers in Romania
In Romania there are 2 detention centers: Bucharest and Arad .

 18. Detention Centers in Russian Federation
According to Radio Free Europe, in October 2003, Anatolii Batrukin, head of the Moscow Interior Ministry's directorate for migrant issues, told city legislators that six "detention centres" are being set up in the city. According to Anatolii Batrukin, there are already three such centres.84 In March 2004 the St. Petersburg Times reported that St. Petersburg , the second largest city in Russia , announced a "Detention centre for migrants is being planned". Alexander Babikov, head of the St. Petersburg city Migration Service, was quoted to have said that the first centre in St. Petersburg 'will not be a jail, but people will be locked in and provided with food and places to sleep and wash", and that the new centre would be capable of holding up to 270 people and would have food and security services.85

19. Detention Centers in Spain
In Spain , there are numerous (13) detention centres: Algeciras , Barcelona , Fuerteventura, Lanzarote , Madrid , Málaga , Murcia , Tarifa ("Isla de las Palomas" of the Civil Guard), Tenerife , Valencia , Ceuta - Calamocarro , Melilla and at the airport of Madrid .
20. Detention Centers in Slovakia
In Slovakia ; there are two (police) detention centers for aliens, called "Útvar policajného zaistenia pre cudzincov". They are under the responsibility of the Border and Alien Police and situated in Seãovce and Medveìov. As a rule, families are placed in the police detention centre in Seãovce.

24. Detention Centers in Ukraine
 In Ukraine, there is at least one detention centre, in Pavshino (Mukachevo). In March 2004, Mr. Nicholas Hellen from the Sunday Times wrote about "Detention camps to halt asylum-seekers in east", being funded by Brussels - The new network of centers, - is intended to catch migrants on routes westward from China, Afghanistan and the Indian sub-continent. - The first two centers, housing about 1,600 illegal migrants at a time, are to be set up in Ukraine, which is on a key transit route from Asia to Britain - Jeffrey Labovitz, head of the International Organisation for Migration (IOM) in Ukraine, said about 40,000 people annually made it into the EU from Ukraine - There were 4,280 detainees in the first nine months of 2003. At present, migrants caught trying to cross illegally from Ukraine into Poland , Hungary and Slovakia are housed at border posts in squalid conditions. The concrete buildings are unheated and officials have only 20p a day to feed each detainee. After six months they are released and little is done to prevent them from making fresh attempts to cross into the EU - The Ukrainian embassy in London confirmed that the preferred locations were on the sites of former barracks at Chernigov , north of Kiev , and Lutsk , on the Polish border. An embassy spokesman said: We hope this will reduce the number of migrants heading for the EU.

25. Detention Centers in the United Kingdom
In the United Kingdom there are 12 detention centres: Campsfield House (Oxfordshire), Colnbrook (West London, near Heathrow airport), Dover (Kent near ferry port), Dover Harbour (short term holding facility), Dungavel (Renfrewshire, Scotland), Harmondsworth (West London, near Heathrow airport), Haslar (Portsmouth, near ferry port), Lindholme (near Doncaster), Manchester airport (short term holding facility), Oakington Reception Centre (Cambridgeshire), Tinsley House (South London, near Gatwick airport) and Yarlís Wood (Bedfordshire, not too far from Luton airport).
There are different types of centers in which asylum-seekers and migrants are detained in the United Kingdom , namely: "removal centers" (called "detention centers", before the 2002 Nationality, Immigration and Asylum Act ), "immigration detention centers" managed on behalf of the Immigration Service, and "holding centers" for people who apply for asylum at borders. Some foreigners are also detained under Immigration Rules in prisons and in police cells.

UK VISA APPEAL: DO YOU HAVE PATIENCE?

W hile the application for the student visa for the UK is refused, there is an opportunity to appeal against the decision of the ECO (Entry Clearance Officer). The AIT (Asylum and Immigration Tribunal) deals with the matter. In that case, the applicant is termed as ‘appellant' and ECO is termed as ‘defendant'.

The AIT verifies the appellant's appeal in which ground the ECO did not comply with the immigration rules to conclude the decision. If the appellant's argument is proven right and ECO's decision is proven unlawful, then the AIT's determination forwarded to the High Commission to alow the visa. The judge of the AIT determines on a prefixed date which is sent through letter both to the appellant and his/her representative.

The visa application in Bangladesh is refused basically on the absence of complying with the paragraph 320(21) or 57 of the immigration rules. 320(21) describes that the applicant's paper provided was forge and in the paragraph 57(ii),for instance, describes whether the applicant shall be able and intend to follow such a course or 57(vi) whether the applicant shall be able to meet the costs of the course and maintain and accommodate himself/herself without recourse to employment or public funds.

In this situation, applicant's duty is to appeal to the AIT (Asylum and Immigration Tribunal) being prepared the context of the appeal, on the ground, provided the paper by the VFS centre within twenty eight days after the refusal of the application.

There are two options to lodge the file. Either you can send it to the British High Commission or you can send it to the AIT directly . If it is dropped the appeal to the British High Commission, then, by observation, evident that, sometimes the appeals shall not forward to the AIT. So it is better to send the papers either by fax or direct mail to AIT.

After sending the paper, AIT sends a letter contained the date within the time they collect the paper from the British High Commission. It takes around 4-6 months, then after 2 to 2 and half months later the date for hearing is fixed .On that hearing date the judge conducts the trial without the presence of appellant, unless, he has no representative there. If the AIT allows the appeal, forward the determination to the appellant and then the appellant can contact to the High Commission for the visa. So it takes almost one year.

Hassles for the appeal:

Many appellant does not know how to appeal, so they move different agency or lawyer in Dhaka . But what these agents and so called lawyers are doing is to pick the penny from the pocket. Some so called lawyers in Dhaka take TK. 10,000/- initially and after winning they receive Tk. 50,000/- . On the other hand, some, does not take money initially, however, they take money after the visa. It might be one lac taka. These lawyers and agent do not say whether the students have IELTS score or not. As a result those who have no IELTS score, pay money and becomes upset when they get refused again from the AIT. Advocate Kazi Raquibl Islam's client Sharmin Islam Munia, Shadat and many other applicnts' appeals were disallowed since they had no IELTS score whereas they had to pay money. Before taking the case, the lack of IELTS score is not discussed at all. On the other hand, for the case, Apurba Sikder (AIT reference #OA/26058/2005) had IELTS score and was allowed his appeal, but the High Commission hooked the case for around three months. Again, the case Robiul Hakim (AIT post reference # 340945) was requested to present at the British High Commission on 25 th June 2005, and for that he had to sign for the withdrawal of the case, did not get visa. In addition, the case for Fafiq Uddin /Subrina Akhter (3131/361682/3) submitted the appeal to the British High Commission for the AIT . However, BHC did not deliver to the AIT , on the contrary , returned back to the applicant's address for nothing.Even his appointed Quazi Raquibul Islam any how avoided him, although took Taka 10,000/-.

So these are the real picture.And you need to have clear vision for the move forward to attain the visa not loosing your father's valuable earning.

                 Overseas studies: is it viable for the nation?

 Once upon a time it was hard to convince to Bangladeshis to have formal education. Now it is good news that almost every middle class family, more or less, has been convinced with the call. The members of wealthy families had been practicing their education -journey for a long time. Since the rate to intake educations among the people grew proportionately, the extent of higher educations to these generations emerged into narrowness day by day .The demand and support lost their controls and created a huge gap that headed the private entrepreneur to create a lucrative business. Over practice of politics of the teachers and students in public universities and colleges, gradual arrangements to intake more students, on the other hand, excess fees to the private universities and colleges few  families were convinced  to send their sons and daughters to overseas so that they can earn and learn. Incidentally the foreign ‘Education Businessmen’ singled out this demand in their favors and the phenomenon commenced huge inspirations among these education and job hungry young groups. However, the wave of this event directed towards America became slower after eleven September 2001. Consequently this trend directed towards Australia, the country was often taken in to consideration to our students and guardians.

Although this report will not highlight the balance sheet of the students, this report will focus the policy of the Australian Government that was not too positive for us that was expected.

1. Expensive Australian Educational Institutions and the agent’s interests:

The Australian educational institutions employed different education agents all over Bangladesh with 20% commission basis that made them active to enroll the students in expansive universities or institutions. The more they will enroll the students in expansive institutions the more they will achieve. In Australia there is an organization, help to recover the debts of the victims, whereas they are reluctant to recover any one sent tuition fees in Australia from Bangladesh. If any Bangladeshi suppose to face any problem sending tuition fees  to certain institutions, the Australian High Commission does not play any role, even they do not have any branch can handle. As a result those do not have any relatives, have maximum chance to loose, is bound to go agents at least they psychologically feel safe so that they can get offer letter without being faced any trouble.

2. Education business with the help of administration:

While students arrange to depart Bangladesh, there is a possible chance of harassment produced from the undercover relation with some corrupted Bangladeshi Immigration Police, information achieved from these agents. Since some foreigners are working at these agents’s office without having work permit they make please the administration in different ways .The harassment happened at Zia International Airport while I tried to depart first time. »The same thing happen when the students work more than twenty hours in Australia, some officials of the institutions inform whereabouts the students and he/she get certain amount of money from the Department of Immigration. By this time the students future is thrown in to uncertainty-like they are taken in to the Immigration detention centre .To regain the student visa, students have to either stay for a long time behind the bars or to pay bond money to be freed and if some one wants to employ the lawyers, the expanses would be double folded. Both of these mechanisms restore the interest of the institutions and everything inclined to money. The agents or educational institutions even do not feel to inform that his initial visa contains ‘NO WORK’ that means if the student starts work prior to getting new visa –his student visa will be cancelled and would be sent to Immigration detention centre. The Australian High Commission in Dhaka can give students work permit during the time of issuing visa. In the case of Bangladesh, so far I know, stopped issuing work permit in 1998.Since the students arrive in Sydney first time and they are in stress, consequently harder to discover, a death traps wait for them. Australian Department of Immigration again earns A$50 for issuing work permit in Australia and if the students are any how unaware about that and are caught, lead their education life in ruin.
In addition, if any student thinks that it is better to change the first institution in terms of quality and management and tuition fee –he/she is not entitled to change the provider within one year. Since the confusing number imprinted over the visa and the trick is not discussed by the agents and High Commission, the freedom of choice is seized and he/she has to devour whatever is delivered by that institution. For instance, while any one enroll at Insearch, UTS-he has to pay A$6000.00 (A$1200.00 x 5subjects) and the course duration three and half months .On average a student gets twenty one day for each subject ,if any one has no previous practice to the subject then it is hard to finish the subjects properly. If someone fails, the institution has less accountability. I found in the department of Information technology most of the students did good result finished B.Sc. in the same country and just went there for ‘Education honeymoon’ for diploma. But who feel to change another institution, so that he can study in a relaxed mood, can not do it. For instance, if he wants to move TAFE, Canterbury Business College, Alpha Beta Business College, Premier College, etc. those who met after arrival. If any student of Insearch, UTS try to move TAFE –there are some monetary benefit active .As the agent that sent him to Insearch, UTS will not be able to get 20% commission from every semester .So he has to wait one year to move TAFE. By this time the student has to pay A$ 18000.00, where the student’s choice of freedom and monetary interest was overlooked .But if he could move to TAFE after one semester, he could finish one year by A$10000.00 and could get three months summer vacation. In that vacation he could earn and relax. The Immigration looks after the interest of the colleges only. In that situation if any student of Insearch, UTS asks for one semester break, he can not do; rather he might loose his student visa and thrown in to detention centre. Insearch, UTS is just an example.

3. Twenty hours work permit and the exploitation to the international students.

When students apply for work permit they have been given twenty hours permission per week. To ensure this Immigration police of Australia is very active to catch the students otherwise the students do. Some guardians might be provoked that it is a very responsible policy towards students. But the reality is far beyond that .In different restaurants, cleaning companies, weekend nights customer services in different petrol pumps and shops –students are seen to work. As the Australians feel risky and at weekend night they enjoy –so these students are their main hands for business. For instance, I used to work at Fountain News Agency at Kings Cross in Sydney. At weekend, I used to work as a customer service and was paid $10/hour .I had to manage every thing at that shop having risk of dealing in different drunkard customers as two night clubs were close to that shop. According to Australian law someone works at night shift is to pay more than day shift. So I should be paid $20.And if I could pay$20-$30 /hour I could earn more within 20 hours .Whereas I had to work more hours for more money.
Interestingly, the Immigration police do not care about the recruiter whatever they are doing with the students. In this way the students are being used as modern slaves in Australian labor market. I am sure if the students do not get work permit they will not go there except the corrupted money makers of the third world countries. I followed that in the colleges and universities most of the students are from Indonesia, Vietnam, Thailand, Bangladesh, and India. Most of the countries in the list are leading in corruption. They target the rich class and they know that their source of earnings is not beyond suspicion. In that sense expansive education selling is nothing but to patronize to make corruptive society in those countries. Since the students of those countries have no way to visit in Australia they are bound to pick up the option of student visa. On the other hand, students of Korea, Japan and Europeans random visit to that country and are staying and getting practical experience and going back to their home country .They come to Australia with working- holiday visas. The fact I told it earlier, for the 20% commission, the local agents are often involved in making ‘Bangladesh –Australia relation’ and the lack of efforts of our Foreign Ministry ‘Working holiday’ visas are not easily achievable. Since the students fail to achieve the Permanent Residency Visa, they feel scared for their future and think to stay in that country by hook or by crook. Unless getting any permit for residence the students have no guarantee to go back in Australia, although they feel homesickness, try to stay in Australia to secure their financial status- that is called ‘overstay’. If the students get confirmation to return back in Australia, the tendency of overstaying must be reduced. 

4. The quality of the education and the uncertainty of the students:

There is no preventive measures taken by the Immigration of Australia or any other organizations to ensure the quality and transparency of Australian educational institutions, quality of the teachers, adequate technical arrangements for the education, adequate arrangement to  maintain sound psychological condition of the students,    preventive  measures to uproot mal-practicing  in  the educational institutions- like selling assignment by money, managing presence by means of money (Manu, an Indian official in Canterbury Business College is involved in this act).In this situation there is a little chance to seek justice and fairness from Immigration Department.  There are some organizations named ‘Commonwealth Ombudsman’, ‘Amnesty International’, ‘Red Cross’-virtually are independent bodies, but on my observation these institutions are not impartial; they act in favor of the Government. Even the DIMIA can bring the question of quality (usually that is determined in respect of the tuition fees) of the educations and reject the Permanent residency applicationafter spending a lot of money and losing energy and stamina. Student’s expectation is thrown in-to dust bin and if the students return back to their home countries the authority is impressed in saying that they have exported education. They are making hue and cry that they need skilled labors, but they are not thinking that these students can be a potential source for their countries if they are allowed to stay in an easier conditions.

5. Stories of Skilled Migrants.

There was a hunger strike arranged by the detainees at the stage three in February-2005 at the Villa wood Immigration Detention centre. The source said that hunger strike conception was presented by an Indian Sikh Chima and was welcomed by the different communities, even the larger Chinese community .However the strike was primarily lead by Motahar Hossain of Bangladesh, Mouid Khan of Pakistan and different community representatives joined the movement. However they demand for amnesty as the life inside the detention centre seemed to be the treatment prevailed in other correction centers arranged for Australian citizen-criminals. Although the Immigration department denies declaring that the detainees kept inside different Immigration Detention Centers were not criminals, yet the detainees involved in strike told that ‘They are not criminals ,they do not deserve the treatment’. In protest to the treatment and demand for amnesty they successfully continued the strike up to fifteen days, a source from detainees told this reporter. While they arranged to cite the attention of media and wanted to talk with Parliamentarian, the Department of Immigration and the GSL officers prevented media to cover this inhumane mediaeval treatment, however, the media played almost silent role and later made joke with their ‘Disposable Labors’ the source added. A cartoonist of the Daily Australian criticized the detainees pointing that since the Australia needed skilled labors, these ‘baker’, ‘butcher’ and ‘Candle maker’ detainees were making hue and cry for the amnesty. This is a pitiful judgment of the media and so that I want to write some thing about the story of ‘skilled migration’. A report published in The Daily Australian on 3rd March 2005 regards to the Immigration issue while the strikes stopped and the reports contained a quote of Treasurer Of Australia Mr. Costello. He said “We should refashion our immigration program to skilled immigration .I think we have got places for people .I would like to encourage that.” The ‘places’ he mentioned was mentioned by the reporter in the same report. The places included: doctors, mechanics, boil makers, hairdressers, Pharmacists and accountants. Now I will discuss the exact position of so called skilled migrants. While I lived in Kings Cross I met one Lebanese dentist, he worked in Kings Cross Main Mart, a convenience store, and he expressed his grief that he was not allowed to practice although he had international degree. Even the Australian Immigration does not recognize some immigrant doctor although they are practicing in Sydney having taken the ABN number, even getting the degree from Australian University. One student submitted the medical certificate of one famous dentist at Banks town, Mr.Tareq Remanesi, graduated from some university in Adelaide .Whilst the student submitted the medical certificate of the doctor the immigration department refused the application on the ground of that the medical certificate produced from the doctor was not recognized. So who will believe Australian Authority’s skilled migration game? In the case of hair dresser, lots of Lebanese hairdressers are cutting hair by 10 dollar, Boil makers and mechanics are available there. Even still there is a circulation that car mechanics are not able to get migration. To sale new cars, this mechanics are being stopped to bring. So it is clear this information is not right .So what is the real situation. Real situation tells that in weekend in the hospitality industry, cleaning industry, fruit pickers from farm house, night shift taxi drivers and construction laborers are needed and the name of the  sectors were declared earlier .Immigration department of Australia is a factory of hypocrisy. Students and refugee seekers are the main laborers in these sectors and as those sections of laborer are working in a very stressful legal binding, the authority is reluctant to confess their excellent role for Australian economy since they have to arrange proper facilities. On the one hand, the Australians are earning tuition fees of the students and the legal fees of the Immigration lawyers and huge amount of application fees; on the other hand, throwing them under pressure they are taking our labor by with minimal price -that is clearly a technique of burglary. I know about the history of skilled migrants in Minto region. There are 500 families, came as skilled migrants from New Zealand- now working as taxi drivers, sign board makers, labourers in factories. If this is the situation what are the mistakes of these detainees? Are they not valuable to the Australian society? I had a chat with one Takbirul Haq at Villa wood, he was a Bangladeshi and his home district was Camilla. He told me after entering in Australia with visit visa; he lodged a migration visa as chef. However his application was rejected and worked for a long time and showed his performance as a chef at different restaurants in Sydney. After eight years he had not been recognized as Chef although he pleased lots of famous personalities and incidentally he had to lodge the file that he converted Christianity to secure his permission to stay. Question is: with his skilled hand if a single revenue or foreign currency is achieved, for what, Australian is tough on him?

5. Immigration Detention Centre: Human zoo

Generally people knows that Australia is famous for Opera house, Harbor bridge, Blue Mountains etc; but a few people knows that there are some ‘Human Zoos’ in Australia that made her famous for. Once upon a time, Hobart in Tasmania, an Island of Australia was famous for exile and torture hub for the great people of the Colonies those architectures still glorify the history of Australia. History plays a key role to set up human zoos at BAXTAR in Adelaide, VILLAWOOD in Sydney etc. Migrated peoples are kept in those places although they reserve the right to apply for stay. The amazing thing is that if any body is taken there for charges of violating Immigration act and become ‘unlawful’ citizen he can be ‘lawful’ if he pays bond money. Only money can favor him and guarantee his freedom, otherwise, he has to stay inside the iron fences no matter he has kids, wife or not. In detention centers, the people are living like the criminals living in jails of Australia. If the students are thrown  in to the Immigration Detention Centre for any sort of breaking the condition the educational institutions of Australia do not play any role to save them from this mediaeval ages torturing centre. I heard the news of Motahar Hossain of Chittagong,Shah Mahmud of Sylhet, Imtiaz Hossain of Dhaka Cantonment, Biplob Hussein of Savar, Bhasani of Moghbazar, Bari of Chittagong at Villa wood Immigration Detention centre .I discussed with them and discovered that nobody from institutions but the Church leaders came forward in the name of assistance and act as agents of Australian Immigration Department and provoke to manage huge amount of security money to be freed. During that time, if the students feel shy to come back to country or are not able to manage money they are being motivated to convert Christianity or to marry with same sex. They motivate with the consent of Immigration Office, because the top most officials even the head of the Ministry is gay. In the case of detention cost, the cost per day of the detention centre is A$131. 90. Although it is not payable unless any body wants to return back to Australia. The observation shows that at Kings Cross in Sydney, a six bed dormitory (Back Packers’ hostel) chargesA$18 including meal A $30 in the detention cost is supposed to be justified (But it is torture indeed). The crime of the management is visible while I talked with one detainee. The management pays the detainee cum worker by Telstra phone card, not by money and the amount is very poor. While I talked with one detainee Biplob Hussain at stage three in Villa wood he recounted his experience with the dialogue of a GSL officer that what used to be allocated for detainees was not used for the detainees and rest of the money poured in to the pocket of the High Officials. On the other hand, to save the security money many long term detainees are provoked to pick pocket the new detainees. To make surveillance over the new detainees GSL officer, pick up some middle man informer and use them accordingly. One detainee told me that at stage three Manzurul Haque Chowdhury was being used by the authority as informer and consequently he was getting opportunities to sale different narcotics. He married one Fijian Indian woman Ram Pati Jewan, as this lady was getting DOLE money so she could not sponsor that man. They had been maintaining their conjugal life for around five years, but with the cruel laws of Australian ‘Gay Immigration policy’ he had to stay behind the bars and had been using as their tools. In addition, Immigration Department asked Mr.Haq A$24000.00 as bond money makes him more distressed so that he was bound to do that. Another incident enflamed Australia while one German-Australian Qantas flight attendant Cornelia Rau, 39, was sent to Baxter detention centre, South Australia, was put inside the solitary confinement up to ten months and was abused by the Security added question mark to the fairness of the Immigration Department and the practice of human rights in Australia.

6.Australian Immigration lawyers, Solicitors and Immigration Department:

The role of Australian Immigration lawyers and Immigration Department are very suspicious .They play double game with immigrants. Although there is an option to apply by oneself, the Department of Immigration prompts to go through the agents. These agents’ roles are nothing but to grab the fees from the clients only. A person informed me that since the Australian immigration department receive five thousand Australian dollars from the agents, they insist on to go through the agents, another person told me that the agents assure the clients that they will help to win over the case, but the immigration police receive money from the agents to hide out the corruption and if the clients do otherwise they are caught, if all the refugee seekers are entitled to enjoy mandatory detention ,then why a lot of people are allowed to move freely. Although it is full of mystery, but not difficult to understand. As the criminal cases are not too many, the Government tries to employ these lawyers to immigration related cases. On observation the result is the same if anyone goes through solicitors or himself. The amount of fee of the European origin lawyers is higher than those of Bangladeshi origin lawyers .For silly causes if any one is thrown in to detention centre  is prompted to go to lawyers. In Bangladeshi community, David Bitel and Andrew jewel are prominent and Zahiruddin Molla, Siraz, Boni Amin, Kazi from Bangladeshi origin, included too. But their roles are very suspicious. Once it was propagated that Boni Amin himself brought the wives of refugees in the name of his own wife and abused one woman .Since then the refugees lost their faiths on him. Now some lawyers have lost their licenses yet they are practicing illegally sharing the money with the authority. Although some body expects something special from David Bitel, the story of one client of David Bitel at Villa wood Immigration Detention Centre, Mr.Manzurul Haque Chudhury, disagreed with that. For his case he paid a lot of money for his fees and passing thirteen months in Villa wood Immigration detention centre he achieved zero. I discussed with one Alam from Bangladesh that David Bitel provokes his clients to be converted guys and make them hopeful that in this way there is a chance to win over the protection visa application. Since this gentleman is Jew in religion and homosexual in his life he likes to make the Muslims throw in to ditch. It was revealed from the secret source that there was a common understanding with the department to this ‘homosexual issue’.   In Sydney near Oxford Street there are few Bangladeshis got Permanent residency being converted to homosexuality. I talked with one of the clients of Molla, Mr. Takbirul Haq, although he was a prominent Chef for almost eight years in Sydney and should be given permission to stay .But the Immigration policy helped him a little for his legal status .As a result his lawyer Zahirul Haq Mollah was proceeding his case and I discovered that he was converted to Christianity. I talked with another guy who used to work at an Indian restaurant ‘Indian curry point’ at Kings Cross, Sydney, Rayhan Mia from Sylhet told me that his lawyer took A$15000.00 from him ,but his future was shattered while he was inside the Villawood detention Centre and his lawyer Molla was reluctant to give him back the money. In this situation if he was to go back to his country, his money would be hijacked .One the one hand peoples can apply for protection visas, on the other hand, they are not permitted to works .In this situation they act as the paid slaves to the Australian bosses and if they are caught it is hard to get the dues and have to loose all their belongings, kept at their respective homes. But in this situation the bosses are not charged for that because those are voters, to ensure their votes the ruling party arrange to please the boss overlooking the rights of the hard working people. However, there is no scope of hope of the labors who worked for the boss. I talked with another young guy of Bangladesh, he used to work at a formwork firm at Auburn, the name of the boss was Amar Adam Ali (Name of the firm Adam form work) and that Bangladeshi guy was unpaid A$300.00 .While that guy was caught that boss refused to pay his dews. I asked one detainee about the history of his arrest. Mr.Takbirul Haque replied that he was caught while he approached to his Indian origin boss of “Indian down under” at Victoria Street, Potts point in Sydney, the boss ignored to pay his salaries .When he protested immigration police had been called .In this way the students and refugees ar
