Is Chittagong Hill Tracts region going to be East Timor ?

Lastly our anticipation has come to true. Bangladesh Government lead by Awamil League has declared to pull out Military force from Hill tracts area that may be defined as the cowardly return without any vacillation. Foreign aided and nourished terrorist organization ‘Santibahini' that had killed hundreds of Bangaale and Military personnel is awarded by pulling out the Military from the region leaving unsecured hundreds of banglaees and other tribal groups being bowed before the terrorist leader Santu Larma that has once again pointed out the porous commitment to refurbish the security of Bangladesh.

The constitution of Bangladesh , article 36: “ Subject to any reasonable restrictions imposed by law in the public interest, every citizen shall have the right to move freely through out Bangladesh , to reside and settle in any place therein and to leave and re-enter Bangladesh.” lines the guarantee of the rights of the rest of the countrymen to reside and settle in Hill tracts and the tribal peoples belonged there may reside in the rest of the country. If this right is belabored and consequently the rights of the settlement are gagged, this waywardness of Terrorist leader like Santu Larma is tendered, then the indispensable consequence remains in separation and the force conducive to it is undeniably committing treason.

The most interestingly and pathetically a leftist- leader like Hasanul Haque Inu has wrung his hands in such a project that may be called suicidal inventiveness. We know recently new cabinet has been formed. Many hoped that leftists might secure at least a Ministry, but gone in vain. In such a critical political juncture, it was the same leaders who have stepped down to such a snake den that may fade their political careers as happened in the fate of the post 1971 leftists leaders. The personal hostility with the military, leftists have been chosen to use as the spear head to append such a project that might ensure make the Military blunt in the question to the security of Bangladesh

Different sources added that Banglaee and most other tribal groups are always been threatened by the allies of Santu Larma and since he is not the representative of the most of the tribal groups, it is assumable that a peace is far reaching. In the case of Kashmir in India , LTTE in Sri Lanka and Taliban in Pakistan are to be battered by the military, then to minimize the voice of terrorist Santu Larma what should have been done?

As it has been otherwise provided in Bangladesh case, then can we draw such a conclusion that Hill Tracts Region is going to be a new East Timor and Awami League lead Government is helping to that realization?

 

 

BDR Revolt: A deadly strategic game plan

India has its own agenda to diminish our defense capability because it needs a subservient military in Bangladesh to easily establish total domination on 4096 km Indo-Bangla border and use our defense and intelligence resources to its advantage to quell ongoing insurgencies in its North East region. India's abortive misadventure inside Bangladesh territory in 2001 forced them to reorganize their security policy vis a vis Bangladesh and emphasize the need to search for new avenues to play larger role in the matters related to defense of Bangladesh and neutralize Chinese influence on our defense forces.

Since the independence, Bangladesh Rifles, the first line of defense, have been combating smuggling, human trafficking, drug trafficking and other illegal activities along the border and have made supreme sacrifices to protect the lives and properties of the people from enemy invasion with great courage and valor. Bangladesh Rifles have earned worldwide recognition for its determination, patriotism, and professionalism when they successfully repelled a large invasion by Indian border security force at Roumari point in 2001.

Despite its performance and patriotism, the members of Bangladesh Rifles got little attention from successive governments to alleviate the problem of poor pay and benefit structures allowed for them. Nevertheless, they continued to discharge their duties with utmost sincerity and took part in all nation building activities maintaining professionalism and discipline.

On 25th Feb, 2009, the nation was shocked at the news that some BDR members had revolted and killed many officers who were on deputation from Bangladesh army to protest against poor pay and benefit structures and alleged corruption by the late Director General.

The mutineers asked the government to implement a set of demands on a priority basis to address the problems of the members of Bangladesh Rifles. Some of these demands are as follows:

1.withdrawing army officers from all command posts of BDR and recruiting new officers from BCS cadres

2.allowing full rationing for BDR members

3.sending BDR personnel to U.N. peacekeeping missions

4.revamping salary structures and promotion procedures

5.allowing defense allowances for BDR members

6.procuring more transportation vehicles to guard the long porous border with India and Myanmar

7.increasing the quality of food and

8.improving educational and medical facilities for the family members of soldiers

Because of defense strategy and lack of manpower, it will not be possible to withdraw army officers from the command posts of BDR, but the rest of the demands deserve due consideration because these are logical and should have been given to the BDR members a long time ago for they put their lives in danger to safeguard the frontiers of the country. It is, therefore, hoped that the government will take appropriate measures to remove the grievances of BDR members to stop the occurrences of similar incidents in the future.

Now, let us examine whether there are any political motivations behind this unfortunate incident that shocked the entire nation.

The revolt: actors involved, motivations and methods employed

The relationship between Awami League and the defense forces of the country has never been cordial because of latter's security outlook that anticipates no security threat from India and considers defense expenditures needless. A few clauses of the 25 year friendship treaty that virtually eliminated Bangladesh 's sovereign right to seek assistance from other friendly nations to expand and modernize its armed forces and the subsequent step motherly attitude of the government and the formation of Rakkhi Bahini had created widespread resentment among the army officers. Instead of taking appropriate measures to remove the legitimate grievances of the army officers, the then government continued with their suppressive and discriminatory policies to neglect, humiliate and alienate the armed forces, which ultimately led to the assassination of Bangabandhu Sheikh Mujibur Rahman along with most of his family members at the hands of a few young army officers. Awami League has never forgotten the incident nor forgiven the armed forces for the assassination of Bangabandhu Sheikh Mujibur Rahman and left no stone unturned to avenge the incident in 1975 by creating divisions in the armed forces through various political machinations.

The comments of LGRD minister after the BDR mutiny is a testament to the fact that his party still holds grudges against the army for the death of Sheikh Mujibur Rahman and other four prominent leaders of Awami League in 1975 at the hands of a section of army officers. He said, "If the trial of Bangabandhu and four national leaders killing cases were held in time and the offender were brought into justice, the Pilkhana tragedy was not take place" (Feb, 28, 2009, The Daily Star). Does it not show the deep resentment of the current government against the army for the incidents in 1975?

After the political change in 1/11, the military backed government had thrown many Awami League leaders into jail for their alleged involvement in financial scandal and abuse of power, which, many believe, has caused further deterioration in the relationship between the armed forces and Awami League. After the elections, Awami League's virulent verbal attack on the army for its role in 1/11 is a testament to the fact that they wanted to weaken the army so that the latter could never repeat a 1/11 like situation to bring about political changes in the country.

But this could only be accomplished through active cooperation from a friendly government in Bangladesh to create tension within our defense forces to break their morale and make it imperative for Bangladesh to seek Indian help in reorganizing the defense system.

So, the BDR mutiny may be the case of teamwork between a foreign external intelligence agency and some political elements within the country to set the stage for the departure of the army officers from Bangladesh Rifles to weaken it and to tarnish the image of the army before the whole nation to break their morale.

The assertion that some local political elements and India are working together to weaken the security systems of Bangladesh may be true because the government's quick decision to grant general amnesty to all rebellious members of Bangladesh Rifles without assessing the ground reality and to not allow any military action to quell the rebellion, which gave the mutineers enough time to put forth a set of demands and flee in groups from the BDR headquarters seems to be a preplanned strategy to instigate a rebellion, break the chain of command, kill large number of officers, and to ensure safe exit for the mutineers.

If the local and foreign conspirators who planned, directed, and implemented the rebellion are not identified and the rebellious members of BDR who broke the chain command are not brought to justice such occurrences of rebellion may be repeated in other security forces to destabilize the entire nation and create a situation for external powers to intervene in the name of peacekeeping.

Findings of the army report

The army formed its own 20 member probe committee on 2nd March, led by Lt. General Jahangir Alam Chowdhury, to investigate into the gruesome murder of army officers by the rebels at BDR headquarters on 25th Feb, 2009 and this probe committee acted separately from the committee formed by the government to investigate into the same matter. After investigating for more than two months, the committee has made the summary of their report public for the sake of transparency of their work. The army report published in various newspapers identified the following reasons for the BDR mutiny:

1. Wrong impression about the facilities of the army

2. Lack of transparency in establishing and running BDR shops

3. Delay in payment of duty allowances for the 2008 national elections

4. Misunderstanding about lease and contracts of different works in the BDR headquarters

5. Wrong impression about the BDR's director general Shakil Ahmed, and his wife Nazneen Shakil and Dhaka sector commander Mujibul Haque's alleged in irregularities

6. Delay made by the Home and Finance ministries in resolving BDR problems

The army report on BDR mutiny did not find any convincing evidence of any direct or indirect militant links simply because of the fact that the extremists did not have the elaborate network and manpower to plan and execute a mission deep inside the military establishment of Bangladesh with a pinpoint accuracy to kill almost 15% officers of Bangladesh army within the space of 24 hours as the previous democratically elected government had already dismantled the countrywide terror network of JMB, the most powerful extremist group in the country and executed its top masterminds as part of continuous effort to fight terrorists for which Bangladesh has partnered with international community and received high praise from across the world.

Criticism of the army report

In investigating such a complex and dangerous incident that paralyzed the entire defense system of the country, the investigators should have proper authority to contact, interrogate, and collect information from people who had direct or indirect contacts with the rebels before and after the mutiny to explore local and external linkages. They also should have followed a similar structured method described below to accomplish the investigation process:

1.. Identifying and defining the scope of the problem

2. Setting and determining the scope of the investigation objectives

3. Assembling adequate manpower with appropriate skills and experience to form a committee

4. Identifying target population for interrogation/ questioning

5. Verifying and confirming collected information for accuracy

6. Submitting the findings and recommendations to the government

But the military investigators had to narrow down their scope of investigation to exclude exploring the possibility of political and external connections because of lack of proper government authorizations to contact and interrogate certain people. Many believe, the restrictions on the investigators may have been imposed to protect the local and external conspirators who had teamed up to play havoc with the defense system of the country.

Even though the army report did not find any convincing links of politicians and external powers to this sad episode that shook the entire defense system of the country, the involvement of some elements within the government and some foreign intelligence agencies should not be ruled out because, as per the report, the government imposed restrictions on investigators to limit their power to collect necessary evidence, verify obtained information, and confirm information sources to identify, investigate, establish and confirm involvement of political and foreign elements in the mindless killing of the officers at the BDR headquarters.

The events in the BDR headquarters were meticulously planned by some powerful quarters to use BDR against army to kill as many officers as possible to leave no able hands to lead this force in order to achieve the goals of destroying the border defense system of the country, avenging the incident in Roumari in 2001, proving BDR as an indisciplined force to create a situation to make it imperative to reorganize it with the help of a certain neighbor and creating a permanent mistrust and suspicion between the two forces entrusted with the responsibilities of protecting national security..

The political connections to the incident are visible from a series of events, including a section of politicians and media launched a vituperative attack on the army for its role in the events on and after 1/11 to instigate anti army sentiment across the country; the government did not order 350 RAB personnel, who reached the gate of BDR headquarters at 10:10 am, for an action against the mutineers, who were yet to be organized and set up heavy arms at the gates of the headquarters; the government ordered the 46th brigade of Bangladesh army, who reached the gates of the BDR headquarters at 10:50 am, to go out of sight from the headquarters which gave the rebels enough time to organize themselves to kill and torture more people in the BDR complex; the mutineers were given a chance to contact the media to propagate unfounded accusations against Bangladesh army; and a list was prepared in advance to torture and kill the wives of the army officers.

Even though the army report attributed the failure of Juba League's president Jahangir Kabir Nanak and general secretary Mirza Azam in the negotiation with the rebels to surrender arms and release the hostages to lack of professionalism, the thing that is still bugging a lot of people is the reason why the prime minister chose these two fellows who had no prior experience in crisis management and had a criminal record of killing 11 Innocent civilians by setting fire to a double decker bus near Sheraton hotel in 2004. Let me quote the passage from the report published in a newspaper( The New Nation, Jun, 3, 2007), where one of the top Awami League leaders, Mr. Sheikh Selim, disclosed the cold blooded murder of innocent civilians by Nanak and Azam:

“He also disclosed that AL's front organisation Juba League's president Jahangir Kabir Nanak and general secretary Mirza Azam were involved in killing 11 people by setting fire to a double-decker BRTC bus near Dhaka Sheraton Hotel in 2004. Both Nanak and Azam held a meeting at Juba League office in the evening on that day and made a plan to commit the arson. "I protested the incident to our party chief and told her the politics cannot be done in such a way," the investigators said quoted Selim as saying.”

Although the investigators were able to confirm the involvement of a local Awami League leader, Torab Ali, in the mutiny, they, however, were unable to establish a link between him and his partners in the political circle due to absence of government authorizations to contact and question the top ruling party leaders. This, many believe, may have been done to conceal the political connections to the mutiny and the subsequent murder of scores of brilliant army officers.

It is astounding that the military investigators did not even try to explore external connections to the mutiny because such an impeccable operation to carryout large scale killings of army officers was not the work of a bunch of youngsters, but rather the work of a professional organization who had inside information to plan and execute such a flawless military mission at the heart of the nation's defense establishment to take out all the intended targets and ensure safe exit for all those who took part in it.

There is a growing fear of Indian involvement in the BDR revolt and the mass killing of the army officers at the BDR headquarters because of the comments of Mr. Pranab Mukharjee who said, "I had to go out of my way to issue a stern warning to those trying to destabilize the Sheikh Hasina government in Bangladesh that if they continued with their attempts, then India would not sit idle." (OUTLOOK india.com, Mar, 16, 2009 ) , which is another way of saying that India would have approved a direct military intervention if developments in Bangladesh had gone against their strategic interest.



The same report also said, “ New Delhi had conveyed it was willing to take counter-measures in Dhaka , direct intervention included.” Now the question is why did the Indian minister issue such a warning to Bangladesh ? Did he not believe the people and the security forces of Bangladesh are capable enough to protect their own prime minister? Or did he want to conceal India 's own involvement in the mutiny through intimidation? Whatever the case may be, India 's over enthusiasm in our internal affairs has raised some serious suspicions about its intentions with regard to our national security.



The order to put Indian air force on a stand by mode (Samachar.com, mar, 2, 2009) and deploy para commandos from Agra to West Bengal (The Times of India, Mar, 4, 2009) to deal with emergency situations can also be construed as Indian attempts to interfere in our internal affairs using the tensions created after the mutiny, and if we combine this with the comments of Mr. Pranab Mukharjee then a strategic scenario emerges where Bangladesh is being destabilized with the intent to force herself into a long term bilateral security arrangements to pave the way for India to play greater roles in the matters of Bangladesh's security and defense. And the proof of it can be found in a report in The Telegraph, a Calcutta based newspaper, where India offered to send a peace mission to give security to the Calcutta -Dhaka- Calcutta Moitree express and termed it as the first international bilateral peace mission by India after its peace mission in Sri-Lanka (The Telegraph, Feb, 27, 2009 ). Another report from the same newspaper that said “Details of the talks were not immediately available but the US has been keen that India plays a stabilising role in the South Asian region. It is in this context that the Indian effort to send a peace mission, not only for the security of the train service between Dhaka and Calcutta, but also in a larger context, preferably on an appeal from Dhaka, will be internationally acceptable to Washington.”(The Telegraph, Feb, 28, 2009) is detrimental to our national security because it proves, in light of recently concluded Indo-U.S. Strategic agreement, there is ample international support for India to play larger role in South Asia , in general, and Bangladesh , in particular. This is what many have been saying for a while that the bilateral task force, military exercise between Bangladesh and Indian armed forces and the revolt by the BDR members are all part of a grand design to make the security forces of Bangladesh subservient to the strategic and political interests of India and Awami League.

External linkages to the BDR revolt can also be found by the seizure of various fire arms, equipment and other military gadgets at the BDR headquarters that are not used by any security agencies in the country (The Daily Star, Mar, 3, 2009 ). Experts believe such sophisticated military gadgets were supplied by external sources to perform the killings of the army officers in the BDR headquarters complex.

Concluding observations

With the growing suspicion of involvement of some elements within the government in the well orchestrated revolt at BDR headquarters firstly, to rid BDR of army officers for the purpose of weakening our border security and secondly, to kill the brightest army officers with an ultimate plan to destroy our defense system, the government is feeling the heat from both the army and the people of the country. Sensing the impending danger of being exposed, a certain quarter has revived the old arms smuggling case and is frantically trying to associate the opposition parties, the intelligence agencies, and even Pakistan and its external spy agency, ISI, with ULFA to convince the public of the existence of a nexus among the nationalistic forces and defense establishment of the country, Pakistan and United Liberation Front of Assam with a sole purpose of falsely accuse them of sponsoring terrorism and masterminding the carnage at the BDR headquarters. In order to make their case more convincing and deal a heavy blow to our national defense, they even dragged China , the largest arms supplier and trusted defense partner of Bangladesh , into this complex scenario. Gruesome murder of the army officers, prompt announcement of general amnesty by the prime minister without properly understanding the ground reality, unabated media propaganda to humiliate the army, reluctance of the government to order for a military action against the rebels, decision to send Jahangir Kabir Nanak and Mirza Azam, who have criminal records of killing 11 innocent civilians, as negotiators, stern warning by Indian minister Pranab Mukherjee of military intervention against Bangladesh, and the subsequent deployment of Indian troops along the border suggest the involvement of powerful local and external elements in the BDR revolt to accomplish a diabolical plan to inflict enormous damage upon the defense system of Bangladesh.

The army investigators should have done an exhaustive investigation into the possibility of involvement of political and foreign elements in the BDR revolt to expose the real conspirators for the sake of our national security, but unfortunately the army report made no attempts to do so probably because it had no mandate to explore political and foreign connections, or the Indian threat of military intervention might have forced them to confine their investigation to only a small area just to identify the BDR jawans who were involved in the killings of the officers and bring charges against them. Lastly, the defense forces of the country should know that similar attempts to incite rebellions in other security forces will be attempted in future if the real culprits are not exposed and punished with iron fist.

Bangladesh : cost much ,sales cheap

The territory that is called Bangladesh was governed by the Nababs from Murshidabad during the last phase of Muslim rule prior to British rule. The last Nabab governed Bangla, Bihar and Orissa from the capital Murshidabd that is located in West Bengal of India now.

The seizure of the power from Nabab Sirazudaullah by the British East India Company is marked as the shocking part of the history of ours. The country was fallen in to the hands of British in the year June 23, 1757 in the Palashi war field. Again the country became independent in the year 1947 in the name of East Pakistan . The East Pakistan again plunged in to division in the year 1971 and got independence.

Since the changes had the vast impact on Muslims, thrive to maintain interest free society; want to govern by Madina model of Muhammad (SM), have the headache to this change, because the turn ensured the capitalistic mode of rule ,obviously that contradicted with Islamic values.

My concentration penetrates in to four phases of the history -pre and post 1757 and 1971, as to dig out the similarity since I am concerned the inner realm of the proverb ‘history repeats itself' for the safety passage to my fore -generation.

To day I shall graze the contents of the treaties signed by the historical figures adhered to shape the new history. I shall discuss the treaties of the following:

•  Calcutta Treaty (Between Mir Jafar Ali Khan and Calcutta council.)

•  Company-Mir Quasim Treaty.

•  India-Bangladesh Treaty, 1971.

•  India- Bangladesh Treaty, 1972.

1. Calcutta Treaty:

According to Sirazul Islam (1984) - on 23 rd June 1757, the war began on morning 8 o'clock. The Nabab fled on 4o'clock afternoon. Nabab had 15000 horsemen, 34000 soldiers, war elephant and 40 cannons. On the other hand, Clive had 3200 European soldiers and 8 cannons .But the whole Nabab force were kept silence and did not participate in the war with the command of Mir Jafar Ali khan. As a result Englishmen won the battle.

According to Brijen K.Gupta (Cited in Sirajul Islam, 1984) to expel the Nabab Sirajuddaullah from the power the Calcutta council first chose Yar Latif Khan, but later Mir Jafar Ali Khan had been appointed with the advice of Jagatsheth.

Anyway, to implement the conspiracy a treaty was signed by Mir Jafar Ali Khan with the Calcutta council on 4 th June 1757, although the discussion continued from 1 st may to 4 th June 1757.

The conditions of the treaty were as follows:

•  Fully implementation of Alinagar treaty signed on 9 th February, 1757.

•  All the French property and French have to be handed over to the Englishman.

•  The defense pact with the English have to be signed and payment of 10 crore (10,0000000) taka annually regards to defense expenditure.

•  For the compensation of attack to Calcutta it has to be paid 50,00000 taka for Europeans ,20,00000 taka for Hindus and 7,00000 taka for Armenians .

•  The permission to expand the city of Calcutta .

•  There will be no permission can be issued to stop the building of forts in Hugli.

The consequences of this treaty and war resulted an enormous affect to the socio-political history of our country.

When the Hindu historian Jadu Nath Sarker (Cited in Sirajul Islam, 1984, pp.30) argues “The victory of the English in the Palasi concluded the ‘mediaeval religious dictatorship'. Education, literature, society and politics became lively with the touch of western civilization .With the magical touches of Goddess, a blunt Eastern society accelerated by renaissance that was vast, deep and revolutionary than Europe achieved.” ;then the Sirajul Islam(1984,pp.31) disagrees with the following points:

a) According to the comment of James Long and A.R.Mollick (Cited in Sirajul Islam, 1984) the English man accepted one education police in the eighteenth century .Before that thousands of Mugali educational institutions were closed or about to close without having the patronization of the Government. As a result the country fell in to the darkness.

b) According to Brojen Nath Bandhopadhya(Cited in Sirajul Islam,1984,pp.31) at the end of nineteenth century the obstacles on the way of attaining the upper posts were removed .Before that the most responsible and high paid jobs were reserved exclusively for the English men around a hundred year. Being lost the jobs many occupational families became pale and the burden to the society.

c) According to K.M Mohsin, Sharifuddin Ahmed and Bishop Heber (Cited in Sirajul Islam, 1984, pp.31) urbanization is an index of development .After the English rule all the populated towns, ports lost their glory and became the den of smelly, nasty garbage .Chollera, pox, malaria etc. hit the cities and the number of the population decreased very fast.

Regards to their lavished lifestyle Nazimuddin Ahmed (1986, pp.71) describes, “During the 18 th and 19 th centuries, the chief interests of the aristocratic feudal lords of the land,-familiarly known as zamindars, who often held courtesy titles of ‘Rajas' and ‘Maharajas'-were not only in European dres s, wine, ho rses and such external glamour of life but also in architectural forms and embellishments avidly emulating the west for their pretentious country houses or palaces.”

2. Company – Mir Quasim Treaty:

 •  Establishment of friendship between Mir Muhammad Quasim Ali Khan Bahadur and Company ‘His foes our (company) foes, his friends our friends.'

•  The readiness of assistance to Mir Quasim Ali Khan by Europeans and Talenga (Madrasi) combined English force.

•  To facilitate for keep up the expanses for various charges and Military the Nabab would hand over the authority of Bordhoman, Medinipur and Chittagong .

•  Prohibition to settlement of the Government tenant to the company's area and company's tenant to the Government's area.

•  Any fugitive would not be allowed to be settled to any one's area and as soon as they are to be called they would be handed over. The implementation of the condition would have to be concluded by both sides.

•  If Shahajada attacks, company and Mir Quasim would resist jointly and would correspond each other regards to the war or treaty with Shajada.

3. India-Bangladesh Treaty, 1971:

The attack to the civilians prepared the ground to separate Pakistan . The attack ‘advice' was delivered to Pakistani leaders by the United States Military. Because under the Pak – USA defense pact, the USA made huge impact over Pakistani Military. Regards to the matter writer Masudul Haq (1990) says “With the organization the USA supervised Pakistani defense policy was called MAG (Military Assistance Advisory Group).The Military headquarter in Rawalpindi was the headquarter of MAG.And the MAG was directed by Military officials of the USA .”The organization played double game with Pakistan , they provoked the Pakistani Military to capture Srinagar in 1965, and on the other hand, they provoked India to attack unprotected Pakistani Lahore. This made Ayub Khan angrier to the USA .While the Taskent pact was signed by Ayub Khan, the students protested in Rawalpindi and the shooting was done to the procession and made the final ground to overthrow Ayub Khan. The same thing happened in 25 th March that made the ground to handle India to our internal polices that was hungrily waited by Indira Gandi, the same thing was uttered by Deshai, a respected colleague of Gandhi's father Jawaharlal Nehru.Motiur Rahman and Naeem Hasan (1980) says “Deshai confirmed that the 1971 war with Pakistan was at Mrs. Gandhi's ‘provocation' and that it was ‘willed by her'.”

When the war mounted in 1971 and no way to escape, Indira Gandhi chained the Temporary Bangladesh Government in October-1971 by signing the treaty. The treaty is called ‘7 –point secret treaty'. The conditions of the treaty were extracted from Masudul Haq(1990,pp.92):

•  Those who actively participated in the liberation war (1971), only; they will be allowed to stay at the administration. The rest of the officials would be sacked and the vacant posts would be filled up by Indian administrative officials.

•  After the liberation war the Indian soldiers (required number) would stay in Bangladesh (there was no time limit about how long they would stay).From November, 1972 to review the matter a meeting between the two countries would be arranged in the following every year.

•  There will be no separate Military for Bangladesh .

•  To check the discipline of law and order in the country a Para Military force would be formed encircled by Mukti Bahini(Liberation force).

•  The Indian Chief of the staffs of the Military would lead the possible India-Pakistan war, not the Chief of Mukti Bahini, and during the war time the Mukti Bahni would be under Indian command.

•  The business of the two countries would be open market based. But the number of the business would be determined in every year and the dues would be paid by Sterling (Pounds.)

•  In the case of relation between Bangladesh and other states, the Foreign Ministry would contact with Indian Foreign Ministry and India would assist as long she could.

The treaty was signed by Temporary President Syed Nazrul Islam. That man became fainted after he had signed the treaty. (According to Masudul haq, 1990, pp.93)

4. India-Bangladesh Treaty, 1972:

After 1971, when Bangladesh became independent from Pakistan another treaty was signed with India that resembles to the sign of Mir Zafar Ali Khan with the Calcutta council. The treaty was so shameful that it was not published publicly .The treaty was signed at the end of 1972.The writer Rahman and Hasan (1980, pp.119) said that:”Seven out of eight points were said to have been signed by Tajuddin Ahmed while in India .The eighth pacts, according to the same source, was concluded during Mrs. Gandhi's visit to Dacca in 1972 and was signed by Mujibur Rahman himself.”

The weekly Haqkatha (Cited in Rahman and Hasan, 1980, pp. 121) delivers the summary of the treaty:

•  India would raise an army in Bangladesh to be composed of recruits of India 's own choosing and led by selected Indian Army personnel.

•  Bangladesh was to repay the military aid received from India in the following manner: She ( Bangladesh ) must not purchase arms from any country other than India . From time to time Bangladesh will announce that arms valued at so many millions have been purchased from India . India alone was to determine the price. Only half the quantity declared to have been purchased will be supplied at India 's will. India could even take back what she supplied .In other words, by selling the arms again and again; India could recover her due from Bangladesh and also the entire cost of her war with Pakistan . Bangladesh was to be supplied with arms needed for quelling internal disturbances only. No heavy arms, armored vehicles or tanks would be given to her.

•  India was to control Bangladesh 's external trade. Without India 's sanctions no Bangladeshi goods could be exported to any foreign countries. India would determine the schedule of prices for exportable commodities; Bangladesh could not negotiate with any other country for their sale. Bangladesh shall have to have her important list sanctioned by India .

In the matter of the importation of foreign goods into Bangladesh India was to maintain a liberal attitude .She could get Bangladesh to import foreign goods she herself to need to import: and furthermore she would not import at the expanse of her foreign reserves. India was to collect them paying with Indian money by clandestine means from Bangladesh .This had already happened in respect of 7o'clock blades which India persuaded Bangladesh to import from Britain . She got one –and-a-half crore (15 million) rupees' worth of blades without spending foreign exchange.

•  Bangladesh was obliged to have her Annual and Five Year Plans approved by India .

•  Bangladesh 's foreign policy must follow that of India . In internal politics Bangladesh must accept India 's counsel. Bangladesh could not nullify the pacts unilaterally .They were to remain operative from year to year until India denied their effectiveness.

The difference between the two treaties is that the first one was signed first and implemented later and the second one was effective before and after signing the pact. If my argument was not true, then why the looting of Indian troops was done in 1971 (for instance). The impact international (cited in Rahman and Hasan, 1980, pp. 115) quoted Ataur Rahman Khan, a former Chief Minister of the then East Pakistan, he told that during the first three months after [the] Indian attack huge quantities of essential goods were taken to India .He further added that things moved openly and uncontrolled from Dacca to Calcutta .His estimate of that goods worth 20,000to 30,000 million Taka ( ^ 1000 to 1500 million) were transferred that way.

In Rahman and Hasan (1980, page.115) it is reported, “Soon after the surrender of the Pakistani army in December 1971, the world press was full of reports of looting by the Indian army. ‘Indian army looting of mills ,factories and offices in Khulna area ,has angered and amazed Bangladesh civil officials here .The looting took place in the first few days after Indian troops arrived in the city on 17 th December ,1971.The estimate of the value of the machinery taken (from Khulna alone ) stands at about ^ 40,000'.”

The Outlook (cited in cited in Rahman and Hasan, 1980, )reported: “A student activist who had fought for the creation of Bangladesh told an Australian Journalist : ‘The Indian army loaded three quarters of the auto rickshaws on to their lorries and took them back with them to Calcutta.' He added, ‘When I was a refugee in West Bengal ,I saw train after train passing from Bangladesh packed with Pakistani tanks. Ah,[if] only I had a camera with me then, to record it for the next generation in our land-the Indian army plundering from the country they said they would liberate ,the tanks and artillery that our Bangladesh taxpayers sweated blood year after year to pay for….Even the rifles and machine guns the Pakistani left they took –then sold to our government for expensive foreign exchange.”

Likely, “To facilitate for keep up the expanses for various charges and Military the Nabab would hand over the authority of Bordhoman, Medinipur and Chittagong.” the third condition of the treaty between Mir Quasim Ali Khan and British ,the same requirement was extended by the India, to control Chittagong port after 1971.The report of Holiday(Cited in cited in Rahman and Hasan, 1980,pp.117) stated: “The records of ship movements in Chittagong port shows that between 21 st December,1971,and 15 th February ,1972 ,alone,25 empty Indian ships arrived at the port and sailed back to Calcutta and Madras with ‘unrecorded consignments of cargo'. These ships included the Goldar, the Magar, the Nicobar Sun, the Indian Merchant, the Vishwa Vijay, the Jala Vishnu, the Nicober, the jago Manik, the Seva, the Andaman, the Cosmos Pioneer, the Viswa Kusum, and the M.V.Hoogly.The last named ship was in fact a Pakistani cargo vessel, the Bakar, which had been captured by the Indian navy somewhere at sea, then renamed and used for carrying cargo from Chittagong to Calcutta. These vessels were handled exclusively by Indian personnel stationed at the Chittagong port who violated the formalities about the recording of cargo.” The same journal reported (Cited in cited in Rahman and Hasan, 1980, pp.117-118), “By the time the Bangladesh Government took over control of the Chittagong Port Administration in March, 1972, the Indian navy was estimated to have purloined ‘at least 40,000 tons of goods' from and through this port .Reliable reports based on local investigations noted that: ‘Cars, air conditioners, radiograms, expensive fittings and innumerable cargoes were seen being loaded in to ships. The worst sufferer was the then Pakistani Navy's Shore Establishment at Saltgola in Chittagong.The whole base was cleaned even of screws and bolts. Even the chamber of the Commodore Commanding (naval officer in charge) in Chittagong was stripped of its air conditioning equipment and all other fittings.”

Regards to the destructions of our establishments, a French journal reported that (Cited in cited in Rahman and Hasan, 1980, pp.118): “If the factories do not work any more, it is not because the Pakistani army had destroyed them –no factory was destroyed by the Pakistani army –it is because the machines, particularly those of the jute factories, were stolen by the Indian army and sold in India.”

The treaty resulted hatred and caused persecution of lives in the history. While Mirjafar enthroned by the assistance of British, the British squeezed the neck of Mirjafar like a giant python. He along with his son Miron became so drastic to perish the opponents that nearly 300 opponents' local power elites had been planned to be executed since his unnatural death halted the mission. The same thing happened prior to liberation war in 1971. He also admitted that during the same period 377 women were kidnapped and 290 women ‘dishonored' .The Ittefaq reported (Cited in Matiur Rahman and Naeem Hasan,1980) the total number of victims of violence was later officially admitted to be over 10,000.The Guardian( Cited in Matiur Rahman and Naeem Hasan,1980….) reported , “….the number of robberies were even higher in the first eight months of 1973(nearly 7,000) than in the same period of 1972(about 5400).Chicago tribune reported, (Cited in Matiur Rahman and Naeem Hasan,1980) “ ….bandits have attacked a remarkably high percentage of Bangladesh's 65,000villages and 5,000 police posts.” If the people's progress and peace are the motto of politicians, then why had we to be experienced like that? Then was the country really under the paws of local and neighbor robbers? The effect of the Awami rule in the politics had formally established the Indian promoter. One Swedish journalist wrote (Cited in Matiur Rahman and Naeem Hasan, 1980, pp.109): “The men who are now, with Indian help, running Bangladesh , all belong to the Awami league .It has never been a party of the majority, but rather relies upon a small group of leaders with roots in the upper class, and close connections with India .”

So history repeated .The quest: are our leaders conscious to avoid the Palasi?

Only the political force that will be able to secure the positive answer of the question has the chance to win the hearts of the common people of Bangladesh in the long run.

Indian BSF killed 2 BDR : Direct Invasion against Bangladesh

We are deeply shocked that Indian BSF killed 2 Bangladeshi border security force BDR at Midnight on 17 July 2008 near the Shibgonj Upazilla under Chapainababgonj in the Rajshahi Division.The BDR source informed that at about 12 o'clock of Thursday night the BSF fired at the Bangladeshi border security force (BDR) resulted by two BDR dead; include Habilder of Roghunathpur BOP Hannan Sarkar (53) and Lance Naek Krishnopotho Das (45). By the heroic resistance from BDR one BSF died.The incident began while the BDR was patrolling at border pillar 168/4/4 near Roghunathpur Border. At that time 108 Indian BSF battalion of Murshidabad crossed the border and entered nearly a kilometer in Bangladesh and fired at indiscriminately and killed two BDR members.

At press briefing BDR spokesman Col. Md. Abdul Halim claimed that BSF did not abide by protocols.In such an incident Adviser for Foreign Minister Mr. Iftekhar Ahmed condemned to the killing and said it could no longer be accepted.
Different political parties also condemned the incident.Muhammad Ali Ahsan Mujahid , the Secretary General of Jamat-I-Islami Bangladesh , condemned the incident and said while foreign Ministerial level meeting scheduled to be held in New Delhi in that moment such Indian behavior went against the international protocols. Secretary of Bangladesh Gonotantrik Party (JAGPA), Jatio Party (BJP) , Hijbut Tahrir , Bangladesh Islamic Party condemned to the incident .

On the other hand Indian Embassy source claimed that they fired at the cattle smugglers and from the opposite firing BSF member was wounded but did not clarify why did the bullet pierced the chests of our legitimate BDR force . More surprising watched that while such smuggling happens every now and then in different times as per their own statement it remained unsounded why at the moment of Foreign Ministerial meeting; such killing staged which has proved that the security of Bangladesh is dominantly threatened by India . Cementing the cooperation among the anti-Indian force in Bangladesh such Indian aggression can be checked otherwise Bangladesh might be a colony of India .

To sum, any hesitation regarding the Indian aggression may amass the dark cloud in the sky of Bangladesh . Till the blood of patriotism flows in our vein we can not remain indifferent nor can tolerate such BSF atrocity. May Allah help to protect the sovereignty of Bangladesh .

 

Politics for politics sake!!!!!!!!!!!!!!!!

B angladeshi people are puzzled about the politician .They are really puzzled what is to defined about their role in the field of politics .Once Ershad was termed as the ‘global shameless' now the big ally of Awami League chief Sheikh Hasina. Any case against him is regarded in other sense by Sheikh Hasina. If this is the politics, then question arises: what for Dr. Milon and Noor Hossain had to be shot dead? Even it is really unknown to the people: what is the reality to make hostages the lives of common people in the name of toppling Justice M.A Aziz and many more? If this is the politics then why nearly 100 lives had to be spared and 3000 lives had to be injured in recent AL 's attack? Peoples started to be thought that this killing, anarchy is nothing but to gain their supremacy which ensure their self interests. It can no longer be termed as the politics for the welfare of peoples.

Even the ground for the atrocity in 1971 still under mystery which made AL leaders the ‘hero' for the following years.Wheras Oriana Falasy's writing indicated the same hidden understanding between the foes spared too many lives. Oriana Falasy (cited in Rahman and Hasan, 1980) with Sheikh Mujibur Rahman, the first Prime Minister of Bangladesh. It states:

“14.The Information gathered on Mujib is catastrophic .Some days before the massacres committed by the Pakistanis, March 1971, Yahya Khan and Bhutto came to Dacca . Yahya Khan went back immediately and Bhutto stayed behind. He was accommodated at the intercontinental Hotel, apartment number 911-913.Guess who was his personal guide? It was Sheikh Mujibur Rahman, now called “Mujib”. The two were always together, actually inseparable, like two lovers .In the hotel apartment they ordered whisky and snacks and were always smiling .One morning they even went on a picnic on Bhutto's boat. Why at this if they were enemies. Then Mujib disappeared and at 10 o'clock, 25th March, the tragedy started .Bhutto acted like Nero from the last floor of the intercontinental Hotel, drinking and laughing while the city was burning and guns wildly shooting. At seven o'clock the next morning he left, but before leaving he made a telephone call in which the name of Mujib was mentioned .Could he have wanted to make sure that nothing would happen to his friend?”

Even many peoples have not yet found the extract of the meeting with the then US ambassador at Pagla ghat in Narayngonj .

So it can not be politics,rather, it is the game with the lives of people. The nature of such politics must be changed if it is really tried to be changed the fate of the Bangladeshi people. We wait for that.

“Corruption Girl: Facts and file”: ACC should get through

Today while I was walking by Paltan foot path towards Baitul Mukarram Mosque the title and the caricature of a book which had contained the corruption chronology of the Former Prime Minister Sheikh Hasina caught my attention. As soon as I had picked up the book entitled by Corruption Girl : Facts and file ( “ Durniti Konnya : Facts and file” ) I was really convinced to as it was an authentic book which was , in fact, compiled through genuine investigation .

As far as it reveals , the book was first published on 23 September, 2001; the name of the publisher was , simply, attached in the inner page along with the telephone number (019-348108) and the name of the Printer “Rotnar Printers, Dhaka “ and the name of the writer Reza Rayhan was imprinted at the bottom of the title. Apart from this information no other information was provided, might be they were afraid of the logi boitha at that time!

I think it could have been cognized by the newly Government after 2001 in order establish a corruption free Bangladesh . However, they failed as they might have grafted the same block to loot the country. Recently I was getting through a book of Col. Oli Ahmed (published by Annesa Publication) that since these dedicated BNP leaders (!) had understood during BNP led 4-party Government that the administration had been going under the control of Jamat it was he and others BNPs (Like him) who had started to talk with Awami League . So it made me assume by the act of Oli groups of BNP abut the common intention to save the “Corruption Girl”.

The book contained a letter from the Country Director of The World bank Pierre Landell –Mills (page -118) about the unjustifiable pressure on the then Communication Minister Anwar Hussein Monju to abandon the committee had been formed in order to reveal the irregularities done in the case of variation of the RRMP-2 . It was really an amazing matter about to think that the party which frequently demands itself as the absolute life guard of the country, how easily it bowed down before the country director of World Bank? What was the hesitation? Was there any commitment! Since she and her allies could do nothing, so the case intending to reveal the true is liable to be reversed.

Apart from this, the corruption in telecommunication sector, Liberation Monument scandal, Intellectual Monument scandal, Meghna Ghat Scandal, scandal with Khulna Power Company, Oil and gas exploration of 9 and 10 blocks, etc. a lot of information with official document was really a fantastic job regards to the investigative journalism that was an allergy of the writer attested to the forward. What is meant by this animation? A hammer is thumping over the top of the peg, but the peg is upturning once more. This animation is simply collected and I do not know who the animator is, even it is not known what exactly he wanted to mean by it. On seeing the animation, an idea struck on my head. I thought it exactly matched with the on going situation of Bangladesh .

Presently, a popular slogan ‘ Ekone shomoy” or “ Now it is the time!” .

In order to find out the corrupts and to speedy up the anti corruption movement with the collection of information and data about the corrupts' chronology from the citizen, this slogan was rampant on the billboard, on the electronic and print mass media- every where- and so this twisted inspiration to many including me. Head of the Atrocious Crimes Control Taskforce Major General M.A Matin's declaration to deal with the big fish was initially obscure. Even it was unthinkable whether the Chief of Awami League Sheikh Hasina Wajed would have to behind the bars as a big catch .Since she was attended to the oath ceremony for the undertaking of the newly advisers lead by Dr. Fakruddin Ahmed on 11 th January, 2007 at Gonobhaban. This incident recalled me the proverb “What is lotted can not be blotted ! ”

The judiciary that arranged the execution of Bangla Bhai , Sheikh Abdur Rahman Gong , it is the same judiciary who is proceeding to the case of former VIPs including politicians , engineers, businessman, Beaurocrats . It seems that they are on the scale and judiciary is weighing their real weight!

Apart from Sheikh Hasina's irresponsibility and conspiracy with the national wealth regarding NYCO case , Begum Khalda Zia and many other leaders of different parties, in the following years, like Motiur Rahman Nizami have to clarify what they really did. Although another Jamat –i — Islami leader Ali Ahsan Muhammad Mujahid sated that they had not made alliance with the BNP for the corruption. It may give them chance and if they may prove his claim, the autocracy of majority party, especially BNP would no longer be misjudged.

Any way, some foreign Ambassador has already warned GOB to keep untouched permanent administrative watchdog Beaurocrat. It is really wondered me why ‘they' were especially treated by Mr. Anwar Chowdhury? If they deserve punishment by the customary laws (For instance penal code) for their anti-state stunts, then what would be the problem? It was the Beaurocracy that came in to the street to sworn in Awami League and held the banner “ Aija tui kobe jab? ” “ Aziz, when would you give up? ” If they may do such role to make the Awami politics alive, what did they do to stop their syndicated corruption? When such NYCO agreement was signed what was their role? So they were/ are not washed tulsi leaf! If such anti corruption drive might have not made any political or leadership crisis, then nepotism to such permanent mechanism “Beaurocracy” can no longer be a fair judgment. It is the reason for what the continuity of administration has been appearing very clumsy? The permanency of Beaurocracy is one of the many reasons for what the corruption has deep rooted .Along with permanency, the pours moral character: greed for foreign commission, foreign training, and blood of the public is destroying the foundation of Bangladesh . In such a fragile situation: who is to arbitrate? Military, UN peace keeper? Indian soldiers as like as the agreement of India-Bangladesh 1971, 72 or USA soldier as happened in Panama , Iraq , and Afghanistan ? Who? Who??

So it is we who have to build up our future with our own hands. Although the peg upturns ( in the animation) , need to beat the peg every now and then and unless seen any impact of development the hammer may be replaced by bulldozer! History of Bengal was sometimes very rude!

While a vested quarter starts the history of our country from 1952, we are to call up why do they completely bury the history since 1757-1947, even earlier of the stipulated period?

To find out the answer of the question and to make up the present conspiracy we must open our eyes since a conscious and alert administration and the people may carry on for the digging up the fact if the light is broken in to the dark room . Rice crisis : Rice Politics

The rice politics and the politics of the hike of the price have started again. The problem which is usually seen in the month of Ramadan is out flowed rest of the months. The comment of Tapan Chowdhury added a fuel to the crisis and his comment headed him to be resigned. In the following day of the resignation of Tapan Chowdhury, the comments of the adviser of the Ministry of Finance assured us that state has lot to be done and the Chief Adviser declared to pile huge of corns especially rice for the food safety. Within last few days the indexes of the market price of edible oil, rice, wheat, and sugar have been mounted . In addition, the former Secretary Dr.Akbar Ali commented that the country is experiencing ‘a silent famine'. Another economist Dr. Abul Barakat also tuned the same in a long table conference that ‘unfasten famine' was experienced by the countrymen and ‘corruption' had no longer been stopped, but had been increased. Apart from these international think tank, another two foreign guests: Kamal Darvish and Nagosi Iwoela repeated their concerns over the price of essential food stuffs. Kamal Darvish is the administrator of UNDP and Nagosi Iwoela is the Managing Director. We can not but to express our love and gratitude to these persons who have recently visited while lots of viruses of bird flue are blowing in the sky of Dhaka .

Regarding food, especially rice crises: the Indian authorities ban on importing rice is the virtual cause. If the demand is huge and no effort to have hoarding, it might be a chance to fall down the price. Unfortunately, rice is not coming into. Moreover, the internal domestic rice has not yet been procured. In such a moment, who is responsible to have the crisis? It is of course government. I am agreed with it. Who could satisfy India in such a moment? Is it Awami League? Is it BNP? To whom India would be pleased for exporting rice in Bangladesh ? As an independent country what else have we done a lot more harm to India that in a tragedy aftermath of CEDR and devastating flood we could not get rice while we had money to pay the cost? It is one of my dissatisfaction to India .

Even it is an insult to the independence of our country too. Secondly what is the hindrance to the Government to encourage to intake the other source of food? Recently World bank has advised us to intake potato, it is good indeed! it was the advice of President Ziaur Rahman ,unfortunately he has been assassinated by the Indian agents . From the comment of the World Bank we can conclude that those who did not want to be the province of India had showed the accurate path which may be followed undoubtedly. Regarding the hastiness of the Worl Bank: May I ask them a question: Why did they oppose while our after 1/11 Government took harsh action against the dishonest businessman who hoarded the essential commodities illegally. The newspapers of the last year may inscribe the fact.

Regarding the World Bank diplomacy many intellectuals are fed up also be found in the news papers of us. Even this demon had not able to save the African from feminine and other man made calamities. Many argue that the political government may save from this crisis. My question: which Government? Awami League? BNP? Jatiyo party? If this claim is true, then why did they countrymen experience lots of hartal? Why lots of peoples are bearing the injuries due to the political violence.

To sum , we understand why are we being punished ? It is clearly visble that the foreign culprits are dissatisfied with the trail of Sheikh Hasina and Khelda Zia . These are the ladies who could build the cars as they burnt in the streets. They did not do because they are the agents of the courtiers who are now busy enough to save them. If they are not punished for their notoriraity, the future political culture may not be changed and if the mechanism of checking the corruption is collapsed and effort to strengthen to local food production is ensured and nuclear powered strong country is set up, it may be hard to restore the independence of Bangladesh . Because – “Wife of a poor person is the sister-in-law of all.” We are not poor, we have been made poor .Mind it when the money of Sirajuddaullah reached England the surplus money was invested in the industrial research and later the industrial revolution was possible. The dalal or culprits or broker or agents who are undermining our country must be fallen down if we stand firmly inshallah

Bring the Nabab Sirajudaullah's turban jewel back

Nabab Sirajudaullah was the legendary figure in the political history of Bangladesh .He was the last independent Nabab of Bengal till the middle of 1757. After his defeat, apprehension and assasination following the combined conspiracy of a few Muslim power elite, major Hindu power elite and the English traders, East India Company, the Bengal area in particular and the whole subcontinent at large was went under the occupation of the English. Since then the fate of the Muslim community in the region plunged in to the tank of misery. Not only in the economical but also social, cultural and religious arena the dark cloud dampened the prospect. Since then we have been grazing the grass of western ethics, but the prosperity, progress has yet been achieved. The dependency on the neighboring community is the last trics that we are being proxy ruled by the British. Recent British PM's visit to Delhi clarified the nexus of previous formula.

In this circumstance, as an independent nation we may ask to the British Authority to get the turban Jewel back to Bangladesh . Recently the awareness regarding the sculptures in Bangladesh has made me convinced like the tune of the dialogue of Novel Laureate Dr.Yunus: “ We can do!”

 

RICE PRICE :result of DIVISION or SABOTAGE ?

Once in a lecture concerning South East politics in the department of Government and Politics in Jahangirnagar University , our teacher Dr. Dilara Chowdury decried his memoir about the marriage of his sister. So far I new she belongs to the north Bengal: when her sister was married with a bride belongs to the south Bengal, her grand father was repentant to his grand daughter as she was got married in a place far away to the North Bengal , in fact , across a big river like Padma . The issue waved in the mind of our madam as she was lecturing to the topic ‘nation building'. She briefed the overview of Malaysian development and the aspect of their nation building process. She portrayed the necessity to the nation building in order to strengthening the foundation of a state. Unfortunately, both the nation and state building, the index like proper understanding among the countrymen no matter what direction like top –bottom , bottom -top in the beaurocrcy and mass is frustratingly avails . In some part of Sylhet they are reluctant to marry their relatives with other areas of Bangladesh . This is one of the phenomenons -making the progress of Bangladesh in shaky.

On going ‘rice politics' leaked the fact one again. Apart from the regional disintegration, the national, in a whole, might have the cause of the crisis. The remark of the comment of Tapan Chowdhury, it cleared us once again that the country is segregated. Notwithstanding anything intentional aimed by the adviser, it may be taken in to consideration in different manners. Once in a seminar he removed the debris hidden inside his heart by claming the central authority that north Bengal was always neglected for the question to the development. Is the crisis an out come of the frustration of Tapan Chowdhury?

We do not know but we guess: rest of the task depends on the national security and development concerning body. The Daily Jaijai din( www.jaijaidin.com ) , a Benagali daily, published from Dhaka at its 4 th January issue that the syndicate deal in rice trade earned nearly 900 crore taka for last ten days . If its estimation or anticipation is cognize, then it is really frustrating. The daily published another report which showed that Naoga, Sherpur ,Dinajpur ,Chapainababgonj and Kushtia supply 90% of total rice demand in the country. For the hoarding and syndicating by the mill owners and other middle men made this situation worsened. If the rice crises are the product of nepotism to the northern districts, then it might be a favor to local peoples, but it may breed another question whether it supports his eligibility to the post .If for the loosing of the idol of Bishnu , although it did by the civil aviation authority and the concerned Adviser required to resign , then for the conspiracy to the national interest the tune of Topon Chowdhury matches with certain quarter busy enough to lessen the extent of the Government , then we deem that he ought to do something further than resignation !

But we are concerned in keeping mind to other facts regards to the allegiance to the present Government as Mr. Tapan Chowdury took the oath for the fulfillment to the objectivity to the Present Government's agenda , his comment and management may be a subject to have comprehension thoroughly.

While India was always considering as a hostile neighbor, it was foolish to have dependency on other than this single source. It was one of the failures to Mr. Chowdhury.

In addition, we can not but deem the allegiance to the trail of former influential persons who had the inclination to the ambush firing at the government as such a form that created the unexpected situation at Dhaka University and the sensitive ‘ rice price ‘ issue .

To sum, if Bangladeshi politics has really a destine, then it is find out the cause and effect of these incidents. If the political sphere has really changed after 1/11 then, why does this bubble up: is it the division or sabotage?

Flood : our international tragedy

Recent flood in Bangladesh is not only a tragedy to her but it is the tragedy to neighboring India also. Once Bangladesh was solitarily dignified as the flood burden country in the world; now, the curse; locketed around the neck of India , China , Africa even England and the United States of America . Most pathetic experience was gathered by England this year that had been worst affected by flood within last sixty years. In these circumstances, flood problem is required to be thought collectively, rather than solitary endeavor. Some expert argued for the climate change. Huge production of CFCs and being hot the ice berg near the Mount Everest and Polar region is melting rapidly and so the water is rising and causing flood.

Since it is a human tragedy, it is required to be checked by the improvement of our life styles and should storm our brain in order to sort out the ways .As per the assessment of Bangladesh Government during the meeting with LCG on 19 th August 2007, one crore five lacs, seventy thousand and one hundred forty five peoples have been affected by flood in Bangladesh. Moreover, five hundred and fifty four lives have been spared and seven lacs fifty fife thousand and forty seven acres of crop land have been affected and 2862 Kilo -meters of roads have been damaged. Furthermore, 510 educational institutions and 87 Kilometers of Dams have been damaged and 731 KMs of dams have been damaged partially. Flood destroyed 72 bridges and culverts completely; the numbers of partial damage are 1692. In this reality GOB begged 1050 crore taka to the aiding agency to recover the damage.

. Although the tragedy is tackled by the combined effort of all the forces including Bangladesh Military, yet it is required to investigate about the corruption for what the Sirajgonj town protection dam was not properly maintained. Thanks to Allah Dhaka City protection dam has been saving Dhaka for last years .We believe that Allah gives us troubles and in the same time He gives us the Knowledge to protect them from the natural calamities. Few days back I was watching a program on Holland 's effort to check flood in Discovery Channel. In order to make a sustainable protective measures GOB should be keen to resolve the problem aiding by the technical and scientific knowledge from the successful country in conjunction to the local know how. The proposals are as follow:

•  In the winter season GOB should build the dam strongly accumulating the local people, if possible voluntarily.

•  Dig out the silt and deep the lower level of the river bed and with the mud and silt heap the locality and height from the water level far away from the riverside.

•  In order to preserve the rainy water dig out big pond, one the just ruler in Bangladesh like Khan Jahan ALi (RA) did .It would preserve the rainy water ,can be used in the dried season when water would be extremely needed.

•  Please use the traditional and local knowledge and avoid the greed of foreign donation.

•  Love the people and do not let the problem to be repeated again and again in order to grab the money in the name of flood.

•  Bargain in the international forum about the negative affect of Farakkah and other dam built in India to cease water in the summer and push the water in the Rainy season.

I am confident if our leadership is patriotic and compassionate to Bangladeshi peoples, there should be a way to be originated to make free from this curse .May Allah help us.

The way we lost , the way we can reconstruct

Prime Minister is the head of the Ministry. Prime Minster is selected by the parliament and Parliamentarians are elected by the people. This is the sum and substance of the democracy of Bangladesh . Alternatively, this could have been the President, head of the Ministry. He could direct the whole Ministry and the civil beaurocracy followed the direction of the President. Both of the systems had been enjoyed by Bangladesh .But could not stop the street violence, since the movement organizers wanted to established the rule of democracy: Government by the people, of the People and for the people. This statement was delivered by the American President Abraham Lincoln. He reached in fine after a long struggle to form a America while he had to face the many fold challenges like black-white race relation, economic growth, military strength and over all the existence of America keeping aside the civil war and de- unification of United America. Since then, generally after the second world war when the American civilization arose from the ash of the devastation of Europe through investing lots of money in order to rebuild the country by charging interest, the Lincoln statement have been started to be popular since a lot of USA sponsored brain -child began to dominate the politics , economy and Military. Their superiority heightened in such a stage that the state had to engage with a war with Vietnamese leftist.

Bangladesh , the then East Pakistan, with the approval of the West Pakistan made strategical relation with America . And so we had akin to democracy since then. Interestingly, the so called democracy was always colliding with the reality of the time and place. Was it the way that we walked incorrectly? Or was it the way that we walked correctly?

Is the people's representative really friendly to people?

Since nomination business of the political parties became established, the interests of the peoples were often secured by the MPs. Moreover, most of them have been characteristically derailed; they preferred wine, women and money more than the sufferings of the peoples. Using legitimate power, they stretched out their hands to use illegitimate power and then the interests of the peoples were neglected. Both of the major political parties Awami League and BNP had been injected with the disease, recent confession of the leaders and investigation revealed the truth. 

Why is not the beaurocracy more effective for the people?

Since the peoples' representatives come to recover the investment they are reluctant to make the beaurocracy accountable to the people, since their slogans themselves for the welfare to the people are nominal. Instead of it, they allow the beaurocracy or ‘the servants of the people' be the master of the people. Naturally the masters can kick, batter whatever they can, even they can sabotage with electricity, jute, sugar etc. The loss in the public corporations but inflations to the self accounts of the officers are none but for this cause. The sugar of Bangladesh Sugar Mills Corporation can not sell sugar fine sugar not less than 36 tk/kgs , at the same time two private company ‘IGLOO' and ‘FRESH' company is selling sugar to the wholesaler who are selling sugar 28-29 taka/ kgs in the retail outlet . Why the Government's sugar industries are up to the heads of the nation like the corpse. Why are not these factories closed or reformed and the responsible be brought under judicial trial? Few days ago a former beaurocrat Asafudaullah told in a ‘talk show' at ETV about the cause of the destruction of the jute sector since he was once the Secretary to the Jute Ministry . I noticed that he described about one political leader's patronizations about the workers leaders that helped to derail the sector. Even he was advocating about that beaurocrat's duty was not to run the jute mills. Later when another guy brought the statistics of the corruption of the different government officials and the involvement of India , and only then he brought the incident that while he was the secretary in the Jute Ministry a Turkish world bank official came to advocate about the future of Jute, and his 3 days of mysterious trip to Kolkata. Although ETV was not prepared to focus such a absolute true about the India 's plot, they were bound to do since this issue may be used a temporary tool to make the present government in trouble. Again I back to Ashfudaullah: what is the problem to run the jute factories of the beaurocrat. So far we know that they are the most talent in the state. This is the point which can proof that the beaurocracy failed in most cases to perform tusk. In reference to the state of Ashafudaullah I am to say then is it the duty of beaucrocracy to practice classical music leaving the Secretariat at 5o'clock leaving hundreds of pending files on the table when in the private sector less paid laborers dipped in the production line up to 10 o' clock , even the whole night?

Why does the business group make barrier to the supply of the essential goods to the people?

 Businessmen are the subject to nation. Once Hazrat Ali (RA) directed to the Malik Ibne Astar , the Governor of Egypt to take care about them since they were the source of income to a state , on the other hand , he directed to be careful about them since they are wrenched by greed . And the advice is so burning that it is still applicable to the business class in Bangladesh too. A group of businessmen curtailed the market and tried to conduct monopoly business. MPs, Beaurocrats in Bangladesh had allowed them to nourish their greed .For instance, recently the RAJUK corruption was revealed which suggested that out of hundreds real estate company only 40 had the authorization. And with this gap they have killed Dhaka city. And all those had been possible as the RAJUK, DCC officials, engineers received huge amount of bribe. With the negligence of the production of vegetables oils, the country is dependent on Singapore for her edible oil. Has it not been done without the negligence of the department of Agriculture? If the country is become the colony of Singapore for the Soybean, onion for India ? In the same way it shall be the crime if the business class betray with the government in the case of domestic production. Recently the call for breaking the syndicate is the demand of the mass, since the domestic production is ultimately the breaking of syndicate, except to those manipulate the market who are easily be checked ,and of course , easier than those are totally relied on import , that has been done in the case of soybean, chick peas, onion, rice , wheat .

Why do different countries rely on NGOs?

Recently when half of the country was under the flood, there was a call from the government that every body no matter what the organizations,the relief would be centrally coordinated . And then a certain quarter showed their reaction, but with the government level coordination with the assistance of our Military, there was no major problem in the flod affected areas. Most of the peoples were satisfied and that was better than any previous attempts. However some countries always advocated for the NGOs other than the Military or the government it self. What might the cause for it. The government they could not believe, interestingly, when they have been charged for corruption, it is the same quarter that created pressure the present government for their release. Hence, the reality is in the different location. NGO is mainly motivated to make a parallel government ultimately lead the country in to colonization. Most of the NGOs played as pressure group in order to implement the policy those ultimately planned to be imposed their blue print. Different studies showed this assumption .

Teaching of Palashi

The event of Palashi that happened on 23 June, 1757 AD in the history of Bengal was discussed in different angles in order to get lesson as it totally changed the fate and fortune of the inhabitants of the region: the Muslims. Lots of books, dramas, and songs were composed based on Palashi. Historians also explained the event as per the findings. Our assessments are follows: 1. Pre and post era of the Palasi was dominated by the power elites belonged to Hindu community in preference from the local and the English traders –East India Company from outside weaved covert and overt operations resulted to fall the Muslim Dynasty in Murshidabad. 2. The remained few Muslim power elites became blind, greedy, and dependent on Hindu and English traders to weave their fortunes for the throne of Murshidabad, but they had the mission to kick out the so-called ‘Mohammedans' from the executive body of Murshidabad , the revolt which was first staged at karnatak by encouraging and assisting Hindus against Mir Jumla's authority .( History of the Muslims of Bengal, by Muhammad Mohar Ali, pp. 507) 3. The Hindu and English power elites became united as they had historical hostility with the Muslims. Since Islamic laws were the source of legislature and Islam became the dominant ideology far away to Arab during that time, they were never pleased with any Muslim rulers. Previously they weaved different conspiracy, for instance, forming Din-e- Elahi by influencing Akbar, marrying Hindu girls with the Princes and Emperors, and introducing wine among the prince by the English. The defeated idolaters (Hindu) and disobeyed fellows of Isa (As) [Jesus Christ] (English) [since Isa As. advised his fellows to follow the Prophet Muhammad after his disappearance, but they denied and directly confronted with Hazart Muhammad (SM)] .What was the strategy to final fall of Siraz in Palashi.

A. Forming a parallel capitalist VIP class:

It is traditionally believed that the executive body maintains the financial matters and so they have the capacity to command the fellow citizens, as they are bind to the state. Except, if the same capital is gained by some peoples by means of business and if they are able to attain certain amount of money with that they can influence the politics, such as the price of the commodities, the fund for public welfare and to maintain the expenses of the reserve Military force, they may ultimately grab the politics of that country. This happened during that time. The English traders had conducted lucrative business last one hundred years before the event of 1757 although Shaista Khan was conscious about their trends and so he had to confront the disobeyed English traders on 28 October 1686 and the middle of 1687 by Mughal faujdar ‘Abd al- Ghani, and Abd al-Samad, a Mughal general respectively . Since the time of Shaista Khan, English traders tried to do custom free business to barren the state reserve of Nababs and to use the money aftermath to capsize these Nababs. According to Sushil Chowdhury (1975) in Trade and Commercial Organization in Bengal, 1650-1720 , Om Prakash in The European Trading Companies and the Merchants of Bengal, Indian Economic and Social History Review ,vol.1, No.3, 1964 pp. 1-27 and S. Bhattacharya(1954) in The East India Company and the Economy of Bengal that at the end of 16 th century and the first phase of eighteenth century different Europeans agencies invested a lot of capital in this country . In this situation a tremendous change in the economy in Bengal that created a capitalist class, most of them belonged to Hindu community. According to Brijen k. Gupta (1966), in his Sirajuddaullah and the East India Company and M.M Ali (1975) in The Fall of Sirajuddaullah, .pp.9 that these capitalist Hindu class later established the Hindu nationalism and aiding factor to fall the Muslim Rule in Bengal . Among them Gogot sheth brothers, Mohtab Roy, Raja Jankiram, Raja Ram Narayan, Raja Manik Chand, Chedan Hajari, Boktiar Singh etc . In 1756, Sirajuddaullah demanded that misusing ‘dastak' East India Company had evaded tariff for last forty years amounted by more than 1,875,000 pounds. All these evaded tariffs were used later to make plot for toppling Siraj.

B. Division among Muslim power elites:

During the era of Sirajuddaullah, the divisions among the Muslim power elites were clear. While Murshid Kuli Khan was on the bed of death (he died in 1727), he appointed Sarfaraz Khan, the son of his daughter, as his successor. However, the Hindu power elites opposed and supported the daughter's husband and father of Sarfaraz Khan, Sujauddin .Later by the support of Hindu power elite Sujauddin toppled his son from the power and ruled from 1727 to 1739. After his death, Sarfaraz was appointed as per his father's approval. He was again toppled by anti Sarfarz Khan in the following year and in the year 1740 Ali Bordi Khan was enthroned. Later anti Ali Bordi group like Gogot sheth brothers, Mohtab Roy, Raja Jankiram, Raja Ram Narayan, Raja Manik Chand, Chedan Hajari, Boktiar Singh, Sardar Khan, Shamser Khan opposed Ali Bordi Khan. Later after the death of Ali Bordi Khan on 10 April in 1756 Sirajuddaullah was enthroned. Within one year, by the division of Muslim power elite influenced by Hindu and English group Siraj had to face war, and unfortunate war, which turned our history.

C. Intelligence failure:

Intelligence support for an Islamic state is very important. According to the teaching of our Prophet Muhammad (SM ) Talia force or intelligence in military is encouraged and our Prophet used intelligence both in war and peace time. In the lifetime of our Prophet Muhammad(SM), using intelligence force, he was success to reduce the causalities in the war and during peacetime, they gathered different information in order to make appropriate decision to check internal and external conspiracy against the Islamic state. In present different states belonged to different religious state are following the teaching of our prophet. Unfortunately, at the day of Palashi war in 23 June 1757, a big intelligence failure was seen although Sirajudaullah tried his best to do for the country. According to the historical source, it is known that Siraj attacked Calcutta on 16 June 1756 with thirty thousand soldiers against 250 British soldiers and one thousand Indian soldiers to check the arrogant behavior of Governor Drake .In this war Calcutta was fallen to Siraj and for the death of more than hundred wounded European soldiers died in the following day made a fabricated story by Holwel that is called ‘ Holwell's dark well massacre'. Most of the historians proved its ingenuinity, yet this killing was used as the propaganda tool against Sirajudaullah. Although Siraj was successful to check this time, his intelligence failed to provide the exact information in the field of Palashi just after one year. The intelligence failed to track the plot of Jogot Sheth family once they were Minister of Ali Bordi Khan about the conspiracy to stage a fake war in the field of Palashi. They choose as a Muslim figure to hide their role in the history, Yar Khan Latif was chosen initially, and Mir Zafar Ali Khan was chosen later in Calcutta Council. From Military Roy Durlov Khan, Mirza Amir Beg and Khadem Hossein Khan etc were (See Brijen K Gupta ,1966, pp.118) chosen to make a plot . On 4 June 1757, there was 6-point agreement to stage so called ‘a revolution' against the Nabab. If Siraj could gather the information, he could grab a right decision and could avoid a defeat. On 23 rd, June Nabab Sirajudaullah had 15000 horse-ridden soldiers, 34000 soldiers, elephant, and 40 canons on the other hand Clive had 3200 Europeans, local soldiers and 8 canons .Unfortunately, with the sign of Mir Zafar all the soldiers of Nabab stayed unmoved and could not fight for him. It is the clear intelligence failure of Nabab Sirajuddaulah. Most of the soldiers might have no knowledge about the conspiracy of some high officials' .Even Nabab Sirajudaullah had little disobedience of the soldiers since just one year ago a huge numbers of soldiers fought for Nabab and won. He was even unaware about the Jogot Sheth family who financed to purchase the officers of Sirajudaulah. He should have known that a hypocrite Mir Zafar Ali Khan used to drink the water washed of the legs of Hindu Kritishori goddess.(see Abbas Ali Khan , Banglar Muslmander Ithihash ,1994, pp.61) If this could be the character of a figure how ferocious task he should have done. The strong intelligence support assisted to check the opponents of Saishta Khan and so he was able to deliver a prosperous Bangladesh during his era.

D. Ignorance to the Common Muslim:

Although the historians had little penetration about the change of capital from Dhaka to Murshidbad, we can say that Siraj had last option to face east to gain his lost emperor .When he fled Murshidabad he firstly tried to go to his so called loyal Ram Narayan force in Bihar later came towards present Bangladesh, although, he was arrested on the way a was killed in Murshidabad on 2 nd July 1757. He planned to re-attack organizing Bangladeshis. Although he failed to do it in his lifetime, history is the witness that this Bangladesh financed most of the wars staged in the south India against the expansion of English. (See Sirajul Islam, History of Bengal: structure of colonial Administration , 1984, pp. 36) During the lifetime of Nabab, the power was concentrated to the power elites only; the very general peoples were hardly accumulated to check any conspiracy of the external force. Fortunately, it was not done later. Later when Shephi mutiny in 1857 failed the Bengali general Muslim contributed different movement to liberate the area from the claw of English force. According to the article M.A.Jaman in his article Ohabi Movement to the Monthly Mohammadi [31st Year, 2nd Issue, Agrohayon, 1366 Bangla year] , “ … it is mentionable that even at the critical situation the Muslims of Bengal assisted to their Muslim brothers of Punjab and border adjacent areas…” “Mawlovi Abdullah, son of Mowlovi Belaet Ali was the hero of the war of border. From the Maldha trail in 1870 it is known that Bengali volunteers were sent to his custody. He trained them different tactics of war. Once at the Sittana centre the Bengali volunteers were 900.” This information provides that the general Muslims can contribute to safe guard the independence if they are guided properly. Since during the time of Siraj - monarchism was prevailed as like as the model of Umaia Khelfat who abolished Mojlis –e-Sura, and made baitul mal (Government treasury) as part of the propert of Ummaya amir- far detached system of the Hazrat Muhammad (SM) made Shiraj hard to tackle the deep-rooted conspiracy . If the peoples were prepared for the any out break, they could take any parallel stunt and the Military who became barren with the single order of the English later could be tackled if the soldiers could be prepared to face the situation. Not all these were done as the whole politics of Murshidabad palace was cultured by a group of conspirators.

To sum, the event of 1757 has given us much lessons, which is still applicable to safe guard the independence of Bangladesh .

5. For the victory in his constituency in Noakhali in the year 2001, he spent billions of taka in his locality .

6. For the promotion, transfer, and import decision in the Ministry of Law he followed the instruction of Khaleda Zia. In order to rehabilitate the party members in important post , he received instruction from Khaleda Zia .

7. He confessed that Tareq Zia received 16 crore taka in a single day from his possession.

8. He confessed that during the regime of four party alliances four thousand and eight hundred kazis( for marriage settlement) were recruited and per head one lac twenty thousand taka was received . In that term 20 thousand Kazis were recruited all over Bangladesh and 4 800 (Four thousand and eight hundred kazi) were recruited by his supervision. Another Deupty- Minister Barrister Shahjahan Omar recruited rest of the kazis .

9. He confessed about the good relation with Hasina and other leaders of Awami League.

10. He confessed that he earned 120 crore taka during his five years terms for the Ministry of Law and Justice.

11. He deposited his money in foreign countries , he confessed .

1. M.A. Hashem confessed that he grabbed the government property applying different tricks. Most of the property does not hold proper documentation. There 25 to 30 cases filed against him.

2. Some touts/ brokers / dalal's tip off he purchased the property. Motaleb, Kazi Enamul and Mamun were among them.

3. At Rajendra in Gazipur District, he purchased 33 acre of land without having proper documents. Six acres out of thirty-three acres of land were purchased for PARTEX real estate. Since the purchase with fake documents, there has been no mutation of that land yet.

4. At Banglabazar Jangalipara under Gazipur districts, 6.7-acre land PARTEX had grabbed forcefully before the government allocated it.

5. Since three hundred bighs of lands at Kapashia were prepared documents, those were not arranged mutation as there was no proper documents. 6. For the same cause at Valuka 47 acres of lands were not arranged mutation. On the other hand, the forestry department was defeated being filed case against the property.

6. M.A. Hashem had 5 to 7 plots of RAJUK.

7. He arranged a plot of thre caths at Nikunja, two of five caths at second phase of Uttara and different plots under his sons. Besides, at Gulshan he has three-four plots.

8. He had little knowledge about how many property he owned in Noakhali and Chittagong . Only Mahabub of Chittagong knows about his total property .

9. There is case filed against him at Shiddirgonj in relation to receive one thousand bags of expired sugar and few sacks of powder milk in Danish Condensed milk.

10. GS Mostofa and Company, MRS Mollik and Company assisted to exempt tax illegally.

11. He has 549 bighs of land around Dhaka and 500 among them are Government and have cases.

7. At the time of purchase of frigate, the Private personnel of Sheikh Hasina received huge inducement.

8. Nur Ali knew better for the purchase of MIG-29 from Russia .He elected from Nababgonj in Dhaka .

9. He purchased shares of National bank by 20 lacs of taka in 1983. He accompanied Khalil of KDS group and Nurul Islam of Chittagong . Later he became four times Chairman of National bank.

10. He borrowed 20-25 crore-taka loan his bank. In favor of Dula Mia cotton mills he received 14 crore taka and since he did not repay a case was filed against him.

11. In favor of the same company he drew 22 crore taka.

12. He confessed that he has a fake company. He drew (4) four crore of taka in favor of the company.

13. The shares of the companied he carried worth of 42 crore taka.

BEAUROCRAT'S INTELLECT:ELECTRICITY & SUGAR SALE

While the former ministers have been imprisoned for the corruption and mismanagement charges, the spectators commented that what should be the fate of the beaurocrats who assisted the ministers to bundle the money in their pockets. It is really a difficult question whether the ministers provoked to lead the beaucrocrats in to corruption or beaurocrats lead the ministers in to corruption, it is a topic-required research. However, roughly it is easily say for the elected government having two third majorities had the strength to beat the ‘servant of the people'. The ministers colored the servant of the people and so they have been misguided. Minister's final signature made the realization of the respective policy of the ministry. In this situation, whether the policy is pro-country or anti- country depend on the individuality of the policy. To day I shall discuss two issues caught the attention of the different quarters. One of them is the policy of electricity and juggling of the sugar mill's sugar sale. The second was so interesting that any retailer or business knowledgeable person can comment about the fun with the sugar.

A.

First, I shall discuss about the electricity policy. We know electricity is one of the most important lifelines for the economy in present time. Unless electricity total modern economic infrastructure must collapse within a blink of an eye. In supply to the electricity one of the most important source of electricity in Bangladesh is Kaptai hydroelectricity project .Once it was so lucrative that Indian army fought with Rakhi bahini against the local protesters so that the supply of the electricity may be undisturbed .At that time India's interest was to supply this electricity to her seven sisters provinces. It was the incident after 1973 during Mujibur Rahman regime. Then Maulna Vasani's ‘Hak katha' published different reports regard to the involvement of the Indian involvement. That era has gone. Electricity did not make any botheration for last following twenty years. In 1995, after the inception of Awami League to the power, they first roared for the importation of electricity from India .This demand was so ferocious, that everybody forgot that we should have any problem in Bangladesh !! Later the then opponent came in the street to abandon Awami League to take its policy .Later the 4- party alliance government came in to power in 2001 and concentrated in this sector. Unfortunately then the ‘ Nigeria looting elements' made a plot to barren our natural resources: gas and coal in order to solve the electricity crisis. Instead of strengthening our historical and viable Kaptai hydro-electricity project and mismanagement, they invested to burn our natural gas and coal to produce electricity. Recently a news might not struck some, however, I could not overlook .On 5 th July ,2007 a news published in the daily Prothom alo that PDB had decided to import one and half tons of coal from India to run Boro Pukuria electricity project. The report revealed that for the accident the coal mine had been out of service for last two years .As a result the required coal could not be supplied to the main electricity project .Where it was viable to purchase coal 50 dolor per ton , the same coal was settled to be purchased by 170 dolor per ton. It is one of the dark side of the project shall never keep our electricity project safe .Moreover; it was strange how can a coal project be out of service for two years! In the case of gas driven project it is known that in the year 2003 -2004 million CFT gas was used by the Bangladesh Electricity Development Board . In addition 46.021 million gallon of Farnes oil and 25.152 million HSD,SKO and LDO were used to generate electricity . In the year 2003-2004, 12583 million Kilo-watt-hour electricity was generated by the government sector; 7478 million kilo-watt-hour was generated by the private sector. Net production was 20061-kilowatt hour was generated in the projected year. Among the total production, Government's production was 62.73% and 37.27% by the private sector. Out of total electricity production 88.90% is generated by gas, 3.99% hydro based production and 7.11 % oil based production . To generate this 88.9% gas driven project we had to invest lots of money to set up infrastructures . Water is reversible and we have many gallons of water are flown every year from our area. The Kaptai area is still viable and so we should strengthen that establishment. If we could save 134482 million CFT gas (for 2003-2004) we could use for it for our household fule for the subsequent years. Unfortunately this farsighted policy is ignored by our policy makers .If our gas reserve is finished is there any preparation? Answer no. Ultimately, we have to import electricity from third country from India Burma . The farsighted step that our fore generation took to stop importing electricity from India shall have to drink the same poison again that

In the case for Sugar we have witnessed a childish manner or crooked manner by the authority of sugar mills. They said that their sugar was stock piled in the store and they could not sell the sugar and all are rotten. When this news was published, we had to believe. But any business man shall give the answer that it would better to sell the sugar not letting them rotten and with this money check the massive loss and pay the suppliers. In addition, it is very easy to understand that when unnecessary expenditure is added the net profit is reduced .It was better to find out the unnecessary expenditure affecting the price of the sugar . Unfortunately, it was not done. And in this way these crocodiles are devouring all our prospect even after 1/11. The politicians, beaurocrats drive country's main policy. In this situation, when the Politicians are silent what is the wrong to beaucrocrats to take the patriotic decision. Recently a news in the Daily Amader Shomoy( 17 th June ,2007 www. amadershomoy.com ) appeared containing a list of corrupted beaurocrats: the combined forced had made a list of 806 beaurocrats for the involvement of corruption . 50 beaurocrats from Customs, 28 from Tax ,26 from Road and High ways, 41 from Electricity Departemnt, 24 from Banking , 29 from Water development, 11 from BTRC , 9 from Rural electrification board , 8 from WASA , 17 from RAJUK, 18 from DCC, 21 from Ministry of Establishment, 8 from Biman, 17 from Civil aviation , 22 from Education ministry and department, 19 from Railway, 16 from BRTC and BRTA ,17 from BIWTA and BIWTC , 28 from Chittagong port authority, 6 from shipping Corporation, 17 Bangladesh Television and Betar , 6 from MInstry of communication, 24 sub register, 34 from Forestry department , 31 from Food department ,16 from Ministry of relief and rehabilitation , 9 from Public Service Comission,19 from Finance Ministry, and 8 from Commerce Ministry. Using the power they have earned lots of illegal money, the sources added. So our loot culture was simultaneously enjoyed by the politicians and beaurocrats .

Therefore, they were all united in the case of safeguard their interest .Whatever the ‘beaurocrat's revolt' is nothing but to make them safe. We want to be set free from these organized criminals .

1. There were no problems to obtain nomination for the persons who earned money illegally .

2. The established and rich persons started competition to obtain nomination on the eve of election

3.On the eve of election two brothers of Sheikh Hasina –Sheikh Fazlul Karim Salim, Sheikh Helal, Obaidul Kader and Jahangir Nanok became powerful .

4.Sheikh Hasina is the all in all in the party. There is no power to go against her decision.

5. There is a lack of honest persons in AL except Motia Chowdhury and Johora Tajuddin

6. The control over the local AL activists is inadequate

7. Many activists throw the party in to wreck by doing scandalous acts.

8. The Chairman of AL Sheikh Hasina used to receive money form some businessmen. On the occasion of political programs the amount rose between 50 lacs to 1 crore taka.

9. There was a covert relation of AL 's religious secretary Sheik Abdullah with the leader of Harkatul Jihad Mufti Hannan.

Sheikh Hasina received money from the Chairman of Bashundhara group Ahmed Akbar Sobhan Shah Alam,Yousuf Abdullah harun, Vice Chairman of BEXIMCO group Salman F.Rahman,Lotus Kamal, Syed Abul Hossein, and Kazi Zafarullah. (Nazrul Islam and Monjur Elahi -Amadershomoy ,13 June 2007) Sheikh Helal,Kazi Zafarullah,Syed Abul Hossein and Obaidul Kader assisted to collect the money to Sheikh Hasina.

11. The tram card showed to the Government was to intimidate the Government and NGO Proshika planned to gather activists to make the program a success.

12. For the approval of Mercantile Bank he used his party designation .They paid him 60 lac taka.

13. He received 6 lac taka from Anbir, the son of the Chairman Shah Alam .

14. He visited the house of Indian High Commission in 2005.He met with the new High Commissioner .since 1995 to 2007 he visited 15-16 times to India for treatment. In 2005 he met with Pronob Mukharjee, while he became the Defense Minster. He said that Pronob Mukharjee advised him to join in the 9 th Parliamentary election as the position of AL was satisfactory.

15. At the end of the term of last Government a syndicate was formed to hike the price of the goods. Awami League leader Hazi Selim, Sheikh Helal, Abdul Awal Mintu, BNP leader M.A. Hashem and Barkatullah Bhulu were involved in the syndicate. Hazi Selim controlled rice, onion and cement and M.A Hashem contributed to hike the price of sugar.

16. In order to ‘Janator Moncho'/stage of people the beauracrat Mohiuddin khan Alamgir and Shofiur Rahman supported it. They met with Sheikh Hasina earlier.

17. He developed a cold storage in Pabna with the loan amounted 5 crore taka he drew from Rajshahi Krishi Unnoyan Bank that he did not repaid.

18. He is the accused of the law suit filed for the incident at paltan in Dhaka and evasion of tax in 1990.

19. He confessed that his second wife Rina Jalil submitted fake bank certificate for the direction of Desh Insurance. There is a law suit regards to it field by Anti Corruption Commission.

1. He has started his career as a businessman since 1975 with 5 lacs of capital paid by his father.

2. He did not finish his further formal education after HSC examination.

3. He had been contacted with BNP through his late brother Flight Lieutenant Razi while he was working as ADC to the then President Ziaur Rahman

4. After the death of Ziaur Rahman, he was contacted with Begum Khaleda Zia .Consequently; he won at his constituency Netrocona in 1991-1996. Later he became the Home sub-Minister in the term2001-2006.

5. He had close and warm relation with the Senior Joint Secretary of BNP Tareq Zia which he used as a tool to favor his fortune by unfair means.

6. In order to bury the Sabbir killing case by Anbir, the son of the Chairman Shah Alam of Bashundhara group, with the consent of Tareq Zia , Babar demanded 100 crore taka ,which later settled by 50 crore ,only 20 crore out of it was paid which is kept to BNP parliamentarian Salimul Haq.

7. He bypassed the low rater bidder for the tender arranged for the purchase of Police essentials. He allowed the supply order to Murshed Khan's company Pacific Motors to supply 12 APC and 1100 cars for RAB. With this nepotism, his loan to AB bank was paid off.

8. In order to provide the allotment of TNT frequency WARID telecom paid $10 million: Ali Asgar Lobi received $1 million and Coco , the son of Khaleda Zia, received $9 million. Babar received huge amount of money as well from the deal.

9. For the supply to spare parts for TNT, he played a role in favor of a Chinese company. Although he refused to his involvement, however, confessed that Coco and Toni, the son of Saifur Rahman received huge amount of money. Coco received $1(one) million.

10. In order to earn illegal revenues, Dandi dyeing, the company of Tareq Zia, was favored under different name by supplying the clothes of Police just after the formation of the four party alliance government.

11. There was a massive corruption for the purchase of RAB intelligence equipment including the sub machine gun –Heckler and Koch. $10 was seized from each of the gun which was shared by Babar and Hawa Bhabon, wind mill at Banani.

12.He owns four to five plots of area 1.25 bigha in the P- block at Bashundhara residential area .

13. He is the proprietor of Miracle, the office of it is located at karwan bazaar occupying two flats, amongst those one belonged to his sister –in –law by purchase, another one is under the process for purchase.

14. He arranged DPS for his son /daughter.

15. He owns 5-6 plots at Shadesh residential project in different names.

16. He leased a plot of area three acre at Uttara.

17. There are bank accounts at Standard Chartered bank and Prime bank 18. He drew loan from Sonali bank (7-8 crore taka),Eastern bank( 5-6 crore taka),AB bank (5-6 crore taka), Al-baraka bank (Oriental bank) 5 core taka ,Pubali bank (1.5 crore taka). Total loan from 5 (five) banks =23.05-25.05 crore taka .

18. In 2002 he received 40 lacs from Tareq Zia in order to loan payment and reschedule. In 2005-2006 with the consent of Tareq Zia the Chairman of Orion group, Obaidul Karim paid 1(one) crore 50(fifty) lac taka to Babar

19. In 2006 Tareq Rahman paid Babar 50 lacs before the election.

20. Mamun's companion made Tareq spoiled, he confessed .

21. The diamond seized from Sherpur at Bogra nearly two years ago, was hijacked by Babar .In order to hijack the diamond he brought another replica made by crystal from Singapore

26. The special office of Khaleda Zia, the Chairperson of BNP, Hawa Bhabon, was used as the place for planning crimes rather than for political activities. From Hawa Bhabon many heinous crimes were plotted, safe heaven for party cadre and members of MAFIA since it was fenced with high security.

28. For raising the election fund Pakistan ,Kuwait and Saudi Arabia donated total 300 crore taka , each of 100 crore taka to the former Prime Minster Begum Khaleda Zia.

29. 100 crore taka received from Pakistan is kept to Saluddin Kader Chowdhury .Two other business men were aware of the money brought from Kuwait and Saudi Arabia .

30. Khaleda Zia searched for the custodian to keep the money. Her brother Golam Robbani kept 20 crore taka as FDR with the help of Babar .Some part of it was invested to fish catching business by Babar. He was later informed that it was collected from WARID telecom.

25. Bashundhara group gifted 1 bigaha of plot to Sheikh Rehana, One bigah plot to Tofael Ahmed and one bigah plot to Haris Chowdhury.

26. He informed that Sheikh Rehana bought a house in London in 1980 although she denied about it. He visited eight times to the house of Sheikh Rehana at Edward road in London where she is living by rent, hhe lastly visited in 2005.

30. He informed that Joy, Sheikh Hasina's son, married an Indian girl in 1990, and detached them after one year. A post marital ceremony was held in London at that time. Later he married American girl Cristina.

31. He confessed the local and international involvement to jeopardy the Garments sector last year. He confessed about the involvement of kamal Ahmed Mojumder and Tauhid Murad Jong. Besides some garments workers leaders were involvement with the incident.

32. Regards to the matter of bother-in-law Naziur Rahman Monju he informed that he made relation through the batch mate Captain Nawab Hossein of Hussein Muhammad Ershad.

5. During the time sub- election of the constituent Dhaka -10, Major A-(Retd.) Abdul Mannan paid 70 lacs of taka to AL 's Sheikh Hasina by two terms. As a result he compromised with Sheikh Hasina and won defeating Mannan whickh he called ‘Drama'.

6. While to set up a TV channel NTV, he borrowed 15 crore taka from the bank of Abdul Jalil Mercantile bank, Abdul jail helped him to borrow the money.

7. While the business men Monjurul Islam wanted to sell the share of IFIC bank, then Summit group came to purchase the share .later with the negation of Summit group Falu purchased the shares from them each of the share 800 taka for 100 taka. Badal, the player of Mohammedan Sporting Club, transacted the money in favor of Falu.

8. He confessed that he was the cousin of former Minister and MP Mirza Abbas. Mirza Abbas appointed him as the body guard to Begum Khaleda Zia. During the suppression of Ershad, once, he saved her putting his back as fence to protect the baton charge .Since then Falu caught the attention of Khaleda Zia .

9. He confessed that Saluddin Kader Chowdhury, Tareq Rahman ,Lutfizzaman Babar ,Giasuddin –al –Mamun and Hawa Bhobon –these five sunk Khaleda Zia . They made fence around her and earned hundreds of crore taka and smuggled to foreign countries.

10. For the close ties with Khaelda Zia he became the fork of the eye to those were powerful at Hawa Bhabon. However, they dared not to say anything .So he had nice position in order to lobby and in this way he earned a lot of money that he used for his business.

11. Tareq did not like the relationship with his mother so he rebuked him many times at the resident in Cantonment. Once for a incident Tareq came with pistol towards him .But Khaleda rebuked Tareq Zia.

12. Khaleda Zia was not agreed to involve KOKO in politics , since he was untidy and lack of personality. However, she brought Tareq Zia in Politics although he was greedy for money. He became arrogant for the politics, business etc.

13. He received huge amount of money from the Chairman of Orion group Obaidul karim in the name of his one print media and two other electronic media.

14. In order to release from the MIG -29 case he received one crore taka from Industrialist Nur Ali. First he refused, however, when Nur Ali was taken before him he confessed.

15. He received 5-7 lacs of taka from Bashundhra group every month. The Director of the firm Au Sufian paid this money to him every month.

16. Before parting power BNP received 500 crore taka from local and international source.

17. He began Bill trade in 1995, Brotherhood Enterprise in 95 .The shares of brother hood are 18 thousand and 9hundred, the total price of the shares are 18 lacs and 90 thousand. He also confessed that in Amerdesh Publication he has share worth of 5 crore 20 lacs , For TV channel NTV share worth of 1 crore seventy lacs , For RTV share worth of 6 crore, For Dhaka-Shanghai ceramic he has share worth of 3 crore 15 lacs , For Daiapar Limited share worth of 59 lacs , For Bill Trade Structured Limited in Malaysia he has share worth of 3crore taka, For MB agro project he has share worth of 4 crore and 50 lacs ,In Pada oild company he has share worth of 42 lacs taka, In Eastern Builders Limited he has share worth of 1 crore 32 lacs of taka, In S ALam steel company the share worth of 2 crore taka, In Prime bank he has share worth of 64 lacs taka, He build a luxurious house at DOHS worth of 8 crore taka, He has a house in Australia , a garden house at Ashulia in Savar of area 40 bighs, Bought a luxurious villa in Dubai sea beach .

18. He also informed through cross- interrogation that there are share of Khaleda Zia and her sons to these businesses covertly. There are few accounts in IFIC, City and Prime bank, where Khaleda Zia's money was reserved.

4. The plan for set ablaze in the bus at Shahbagh in Dhaka was weaved by the Chairman of Jubo League Jahangir Kobir Nanok . Nanak and Mirza Azam realized the plan.

5. Meeting arranged after 28 th October 2007, were realized by the payment. For small level procession 10 thousand was given, for large procession 30 thousand, For the meeting, 50 thousand was paid and for large scale meeting more than 50 thousand was paid. The Chairman of the party paid the money .

6. The women activists were hired by Opu Wakil and to catch the attention of the meeting the staged many unwanted situation.

7. For the date line of 30 April the former BNP parliamentarian Abu Hena was assigned to manage 70 parliamentarians from BNP .For realize the blue print he estimated 70 crore taka.

8. Badrudozza Chowdhury and Mahi B. Chowdhury were assigned to manage 25 parliamentarians from BNP .To realize the plan Nurul Islam Babul, Yusuf Abdullah Harun and other peoples of Awami League were agreed to pay them.

9. PROSHIKA wanted to bring 10 lacs of peoples in Dhaka for the movement. Since they were raged to BNP they tried to do that.

10. He said that to adjoin Earshad Hasina Did not hear the opinion of the leaders and workers of the party . Ershad was paid more than exposed .

Roots of corruption,burglary and terrorism in the sub-continent

Corruption is widely discussed in Bangladesh as it is mentioned the main hindrance for the Bangladeshi development. In the last years, mainly with report of Transparency International of Bangladesh, a European organization, the corruption became the hard topic .Since the poverty was not reducing, on the other hand, wealth circuited among the wealthy persons, the concerned group in Bangladesh started to think about the cause of the problem.. In part of that effort, I tried to extract the fact why the corruption widely spreaded in the subcontinent basically in present Bangladesh .
Since the legacy of history is responsible for the corruption it can be divided few periods to weigh up the level of corruption.

There are:

  1. Mughal Period .
  2. English Period.
  3. Pakistan Period.
  4. Bangladesh period

1. Mughal Period:

While the English gained their power to influence the politics in this region, Shaista Khan ruled Bengal area; he was the maternal uncle of Aurongzeb. He was very intelligent and resisted the English conspiracy commonly conducted through Business and commerce channel. He had to arrange war against English in order to halt their conspiracy; even he smashed the backbone of terrorist of Firingi and Mog who conducted slave trade in the region. They abducted the innocent male female and children and tortured, sold and terrorized the region. Shaista Khan with the aid of Aurongzeb punished them with the military and the region was fred from their heinous activities. Later when he went and replaced by the son of Aurongzeb Muhammad Azam, a record of corruption painted in the history of Bengal . And who introduced: that was English. After many crossroads, the English attained the permission to do business in Bengal area at the second half of the 16 th century. The English set up khuti in 1668 in Dhaka and 1698 in Kolkata .That permission was called ‘Dastak' in history .Misusing with the Dastak the English introduced many types of corruption in the area which made a great impact over the local Economy. The main l;ocal aide of the corruption was Hindu community which was mentioned in the MN Roy quoted in Dr.Qazi Abdul Mannan (1969) pp. 28 , “ It is a historical fact that a very large section of the Hindu Community welcomed the advent of the English Power .”

According to N.K Sinha quoted in Mannan (1969) pp. 28 : Umi Chand, Gopinath Sheth, Ramkrisna Sheth, Shovaram Bosak, Lokhikantha became famous for the collaboration with the Company.

According to Abbas Ali Khan (1994) it is mentioned that: “After Shaista Khan Fida Khan and the son of Emperor Aurogzeb, Prince Muhammad Azam became the subadar of Bengal . In 1678, when Azam appointed as the Subadar the English bribed him twenty one thousand taka to attain the vested interest .”

The conspiracy with the aid of English was welcomed by a vested business class who was basically Hindu and who was greed of wealth and ultimately power as the political power maximizes the wealth if the state mechanism is handled properly. According to Khan (1994) pp. 87 the East Indian Company Commander Lord Clive bribed the Chief Of Army of Sirajudaullah Nando Kumar ten to twelve thousand taka as set out the condition that if the English attacked Chandonnagar then it was to assist French .In the same way, if French attacked the English they had to assist the English. Clive grasped head of the Intelligence under his claw paying bribe/inducement. The ancient Bramin Pundit Chanakka suggested controlling the opponent by paying bribe which he mentioned Dum.

Lack of commitment to people's welfare, corruption to the beauracracy and military ,besides , Hindu power elite's corruption and conspiracy assisted to mislay the independence of Bengal .

2. English Era:

The English era fully plugged up the Islamic values which assisted the pulse of the region in a slower bit during the last phase of pre English era. To drag out the wealth from the region the English began to introduce the era of ‘terrorism, corruption and nepotism' In 1757, on the palashi field the then Nabab Sirajudaullah was defeated with the conspiracy of the collaborator and conspirators who was organized for the time being with the assistance of the English traders East India Company. In the field of Palashi the majority Military was silent and acted in favor of British was vanished after conquering the power. Basically in that time the power was vested to the power elite in the palace of Murshidabad . Any organized social force viz. Ulema or common Muslims were not nourished by the power elite which helped to fall the Siraz era. The establishments by the rule of English are as follows:

•  The inception of the bribe culture in the politics.

•  Massive divide among the citizens in the country.

•  The inception of politics of robbery, burglary, poverty, disease, feminine, exploitation with the introduction of Roman law.

•  The inception of the bribe culture in the politics:

After the fall of Bengal in the hand of East India Company , bribe culture became widespread .To pacify the new ruling elite , the local greedy interest group had to pay huge amount of bribe in order to make place in the politics . Between 1757 to 1765 the company and its local employees earned 62, 61,165 pounds which was clearly bribe or inducement. According to Misra quoted in Khan (1994) pp. 95 there was three crore eighty lac pounds (Sixty crore taka) (equivalent to 1900 the amount was 300 crore taka) was smuggled to England by the British .This taka was gathered through bribe, tricks and in different ways. According to N.K.Sinha quoted in Dr.Kazi Abdul Mannan (1969) it was mentioned , between 1757 to 1766 the English collected inducement /bribe from the local pepole which was equivalent to five crore taka. According to Brijen k. Gupta cited in Sirajul Islam(1984) pp. 32 the politics to rapid change of Nabab between 1758-65, the company employees acted as the lobby / middle man / channel /Tadbirkari and received bribe / inducement from the Nabab which was 14502566 pounds/ thirteen crore taka.

EAST- FACE POLICY : A far sighted policy for Bangladesh

Bangladesh is a land locked country by India by three sides except to the Bay of Bengal in the south and small land border with Myanmer . However, there is a plan for road linkage with Myanmer from Cox's Bazaar border. Recently the CG of Bangladesh announced the plan to develop 25 Km road with Mynmer to maximize the opportunity to do economic and cultural relation with her . It is known that Burma is one sense isolated from the rest of the world for last years .But they are interested to make relation with us which is the positive aspect of our diplomacy .

Those who have the knowledge of history knows that the last Mughal Emperor Bahdur Shah Jaffar was exiled in Burma by the English and he died there also .As a result Burma always attracted us .In addition, during the 1800s and 1900s Burma was one of the key location of the subcontinent and the Dauludia Ghat at Rajbari and Chandpur became the one of the busiest river port in Bangladesh for the barma bound passengers . Later when Dhaka became the capital of the province after the independence from India in 1947, the flow turned away and all roads leads towards Dhaka .

Now it is the demands of time to be faced to the East since this tie make us beneficiary both politically and economically. This road can be used to transport our goods to Burma , Thailand , and Vietnam, Malaysia etc in the same way their goods would be arrived through the way. China can be benefited with the route as this may open the roads to carry their goods to Bangladesh and Chittagong port. Lots of peoples around the region would be directly benefited with the plan. Besides, a huge amount of Bangladeshi workers are working in Thailand and Malaysia may use this land route.

It is historically proven that India's master attitude made us in trouble .The Farrakh dam, killing Bangladeshi in the borders , patronizing to the destabilize in Hill tracts made suspicious with the country .In this situation the East face policy may bring the prospect of our country .

So we must confess that it is a far sighted foreign policy indeed.

GOB's e-citizen service: urgent,but....

Bangladesh Government seems to be liberal to take the assistance /dole from other country. UNDP is one of the organs of the United Nations - very active to help Bangladesh Government to make the country developed. In part of their initiative the same UNDP funded to implement the voter ID which shall be distributed to the foreign expert and company, whereas, the local BUET experts or the Bangladesh Military wished to finish the photo ID were mysteriously ignored .The powerful international body UN had little contribution to minimize the degree of mismanagement and corruption many claims that their policy leads Bangladesh dependent to them. Many anticipate that the National photo ID program may save nearly one lac and thirty thousand illegal foreigners wheras Military is loyal to safeguard the territory of Bangladesh .

To day I want to turn back to the issue of e-citizen program of the GOB as part of the office of the Prime Minister .The GOB sought help form Canada, USA and other European countries to develop e-governance concept .The initiative is very nice, but we are upset for while the GOB avoided the local experts and entertained the foreigners .We do not exactly know whether it becomes the mania of the GOB to rush to the foreigner expert. Why is the beauracrcy harboring this trend? Is it the effort to detach the mass from the state?

Different Bangladeshi Information Technology experts are working in and abroad Bangladesh , are sufficient to develop the concept.

It is undoubtedly e-citizen service is a modern and farsighted attempt to make the public service faster and reliable .But to make good the GOB can no longer be controversial initially in the case of employing experts of local, it is known to all that locals are not fully employed and they should be occupied first.

The instance of the e-citizen project of GOB funded by UNDP is going with impaired legs, again concludes that the foreign faced begging may breed such clumsy out come? If UNDP is really active they must ensure whether it became effective or not ,since their supervision is doubtful the local beauracrcy is playing cats and mouse with the project .While to download the Government Forms the ‘error' is seen and really upset what is achieved with the simple impaired website? We have the eyes; our eyes are disturbed with the immatured initiative.

VIP -odman in the state

Presently 130.03 million peoples (according to BBS, 2005) are occupied by 147570 skm of Bangladesh . According to the constitutional law they are defined Bangladeshi (see Article 6, substituted by the proclamations (Amendment) order, 1977, proclamatin order no. I of 1977) .According to the article 27 of the constitution it is depicted that all citizens are equal before the law and are entitled to equal protection of law.

The same tune of equality are heard in article 11, 19, 28, 29 etc. Although our constitution upholds the norms of equality , however, in practice the VIP or Very Import Person are separated who are specially treated lag behind the mass.

Lots of cars are seen in Bangladesh , nearly 60 cars are sold everyday in Bangladesh and they are rushing in the street. While the buyers are in the car they are so drastic that they do not care of the existing law .Most of them drives in over speed and blow horn ignoring the problem of the mass. Even some VIPs makess clear the road and goes earlier while the mass sits in the traffic jam. In the field of job, the phone call of VIP accelerate the possibility of job, bank loan and every sort of possibilities required for the high standard of life. The bank loan defaulter and the excess remuneration drawer from the NGO officials under the name of civil society are seen to be VIP.

In addition, in the case of public/ military service, the phenomenon is heinous. The secretaries hang white stick, corner head of their private cars. These are the product of reckless, corrupt and irresponsible people's representative, who allowed empowering these ‘extra constitutional Godzilla' for the fund raising of their election. So to reform the election procedure, it is required to include the VIP mania .Putting the mass in to darkness the extra treatment of the few is the clear violation of constitutional law. We know that constitution is the torch to our nation and our policymaker should emphasis on the constitution other wise it requires to be amended for the VIP mania.

Conspiracy with the Tribal Peoples: Effort to segregate Bangladesh

Recently two important persons of Bangladesh : Head of Caretaker Government Dr.Fakruddin Ahmed and Chief of Military Lt. General Moin U. Ahmed emphasized on the integrity and security of the country .Both of them took the stunt against efforts to divide the Nation. In different programs they made it clear before the country men. Recently, Moin U Ahmed stated in a seminar arranged by the International Political Scientist Association in Dhaka that the history was the witness that this country had resisted the anti people force successfully. He further mentioned that owed to the corruption the insecurity and deprived of getting the right the effort to establish good governance had been hampered, where the criminalization of the politics threatened the existence and integrity of the country.
I am so pleased with the effort to point out the actual problem of the state.

All we achieved development, we could not attain as such as Malaysia , Korea . Few days back I was talking one of the officials of BCSIR (Bangladesh Council of Scientific and Industrial Research) at Science laboratory premises in Dhaka .He told me that the Koreans asked him why we could not attain scientific progress with the effort of BCSIR since they followed the model of BCSIR. I could not say any thing because that was not proper place to discuss my finding.

All we know that we need to establish heavy industries as there are lots of peoples unemployed, we have been drag in to the small level interest based NGO supported economic activities. The most interesting is that the foreign aid achieved by the NGO is used to pay the high amount of salary and to maintain the office of the executive. Since the inception of Bangladesh it was a lucrative phenomenon of some opportunists.

The criminalization of them is so rough that their activities either by covert or overt, went to the interest of the country. One of my friend's paternal uncle used to serve in SOS in Chittagong . Once he told to my friend that whatever he used to bound to do went against the state. However, I could not ask how that was being constructed.

Recently I was stunt by the activities of some NGOs and civil society that really some thing was going wrong.

When I was reading news from the Daily Prothom Alo under the banner ‘The civil society asked forgiveness to the small ethnicities' on 3 rd April, 2007. “The civil society asked forgiveness to the Kumudini Hajon about the brutality conducted by the Bengali. They said that neither by the state nor the constitution, the ethnic minorities could no longer be recognized. They further said that English era, Pakistani era and during the era of autocracy the Bengali conducted inhumane suppression to the tribal. When the state prepared Kaptai lake suppressing Bengali the Bengali of the plain land did not came forward. Rather the Government suppressed by the Military.” I had felt to write something reagrds to the issue .

Neverthless, as a chief guest, Professor Sirazul Islam Chowdhury said that Bangladesh was not a single nation state. So it was shameful not to be recognized by the constitution to them .On the other hand he mentioned that to abridge the gap between Bengali and tribal community we had to eliminate the gap.

Although it seemed that the program started for the harmony between Bengali and tribal community, but the reality is that it is the clear initiative to divide Bangladesh . Although it is sweet words, in the long run it will breed a Lebanon in Bangladesh .Al we know that As per the constitution Maronite Christian is the President of Lebanon, and Prime Minster is from Shia Muslim and Speaker from Sunni Muslim. The tribal peoples are being used as the tools to make the equilibrium to watch the interest of the alien forces. Bangladeshi nationalism is the best to equip all kinds of peoples, however, in the name of small minorities they country is going to be divided as East Timor .

Our investigation suggested that a Lalmatia based NGO BARSIK , recently published a poster on 21 st February compiling different tribal capitals ,however, out of 30 language of the minorities 18 use Bengali capital ,five English capitals (obviously with the assistance of English) ,and few are in thai ,Burmese capital.

So these effort to segregate the integrity of Bangladesh can be charged for anti-state activities .Even I found a booklet of VC of Stafford Mr. Feroz , suggested extra constitutional approval to the tribal community – can no longer be avoided to segregate the independence of Bangladesh .Those who fought for the integrity of Bangladesh and now the prime friend of Bangladesh is provoked to be prosecuted .And all we know that the conspiracy shall lead the above mentioned segregator in ruining our country Bangladesh. Since the main topics may be by passed, I did not lengthen the true history of Hill Tracts. But we must say that constitutionally, Hill tracts is the property of Bangladesh and any Bangladeshi can be settled any where in Bangladesh . Those who are advocating against this fair provision of the constitution should be prosecuted for treason. For more about the Hill tracts read the two books.

BSCIC made a great mistake<Bangladeh>

Bangladesh Small and Cottage Industries Corporation (BSCIC ) is one of the important government body fosters the promotion and extension of small and cottage industries (SCI).This government statutory body maintains a website .Unfortunately the spelling of ‘Bangladesh' was mistaken as ‘Bangladeh' in the site .Although the highest authority was informed no step has yet been taken. Hope the replacement of the word be done immediately

Our identity crisis

I often ask to my friend, “If a person stands near Indian border (shall not cross) how can he proof that he is a Bangladeshi?” He is really puzzled with the question. Not only my friend any conscious people can be puzzled with the question: what is the proof of my nationality?

Is the birth certificate? Is the school ID card? Is the bank receipt? Is the bank card? Is the driving license? Is the pass port? Is the health card? Is the ration card? Is the voter ID card?

Nothing. We do not have anything concrete shall proof our identity. The situation is like that we are alien to the country and the administration is like the enemy of us. If you wait at farm gate In Dhaka, shall find that the Minister, Secretary or Army General shall be crossing in the street whistling pretended that they have only right to go their house earlier .On the other hand , Am janata shall be waiting for the over crowed public bus having delayed in the street. Participation crisis in the statehood is one of the problems in Bangladesh . In 1993, the EC took my photo in Pallabi School playground but I had not got any voter ID since then. Awami period passed, passed the 4 party we have not got yet . Recently we are hearing that we shall get the photo voter ID.

Leave the photo ID .We should have any other national ID for our identity. Our beaucracy, Military should strongly propose to the Peoples representative that for the better service to the people, there should be National ID .However we did not hear any proposal .Who is responsible? Those who go for the movement to increase their salary, make Janata Manch, couldn't they arrange the program? We are pleased that the issue corruption is appeared in the scenario.

If national ID is ensured than we do not stay at the queue for the passport. For the pass port Special branches (Or Immigration police?) verify the application. If union parishad or birth certificate is received ,then why does it verify by another middle man .If we do not rely on Union parishad or birth certificate , then how can be relied on the verification of Special Branch? We know that SB officer receives nearly 500 taka for the verification of the Pass port application. Many youngster in Bangladesh wants to Bill Gates in Bangladesh- does not know that manual approach can make him rich, if he can make the mass a goat or lamb ( sagol or Bhera) . Since begging is not a prestigious job it is better to beg through the juggling of law ,the instance ,I gave you above.

In different countries including Japan , Middle East and Western countries they only require date of birth and the last name of a person . With the aid of Data base software, they can trace any body's identity within a second. We are reluctant to use the system since the country is a hub of corruption. The foreigners think that it is the country where money is earned for a short time. Nearly one lac and thirty thousand illegal foreign citizens are working in Bangladesh ; the Immigration Police /NSI /Military Intelligence have no headache for that .On the other hand there are different hassle mechanism for Bangladeshi national.

Only Allah fearing, humankind loving state mechanism can save the Bangladeshi from the blood sucker middle man suppressive statehood.

Shouldn't Akter Hamid Khan be awarded for Nobel Peace Prize?

Dr Muhammad Younis was awarded Nobel peace prize for the contribution of poverty alleviation. His micro credit program and empowerment of women pleased the jurists. However, this prize was controversial as it was politically considered. In an article, writer Badruddin Omar wrote in an article ‘Next election in Bangladesh and Nobel peace prize' in his ‘Poverty business of Younis' book , “ Those who influenced for choosing Nobel peace prize was impossible to anticipate .Because the decision was taken quickly and for the need of American imperialism ..” Nagib Mahfuz, Egyptian Nobel laureate was also chosen from the political point of view. As he was secular he could have been used to divide among the Muslims. In Pakistan Mr Abdus Samad, Nobel Laureate was also chosen as he was Kadiani; again he was chosen to divide the Muslim Society. There is another perception: to make a familiar face for the use of political gain. All this presumption can no longer be over looked.

Interestingly, the man who was the initiator of poverty alleviation in Bangladesh , Dr. Abdul Hamid Khan was not chosen for Nobel Peace Prize anymore. A few knows about him. Akter Hamid Khan born in Agra , India in 1914 .He completed his MA degree from Agra University in 1934 and joined Indian Civil Service (ICS). As an apprentice he studied literature and history in Chambridge University .

As an ICS officer, he spent most of his life time in the then East Bengal.During Great famine in 1943 ,he was so shocked with the inhumane role of the Government he resigned from the post and started as a day laborer and locksmith in avillage near Aligor .

In 1947 he started the teaching profession in Jameia Milia in Delhi and passed three yars in the institution .After the liberation in 1947, he migrated in Karachi and came to Comilla Victoria College as a teacher .he stayed there till 1958.In the village he was interested about the rural development and his revolutionary thinking sparked from there.

In 1958, he went to Michigan State University in the USA for the training of rural development.Returning from there he set up BIRD in Comilla and became the first Director of it. He worked as a Director till 1971. After liberation war he moved to Pakistan and worked in Agriculture University from 1972 to 1973.

He came back to Michigan University in 1973 and stayed there till 1973. 1978-79 he worked as an adviser to the Rural Development Authority .In 1980 he established ‘Orangi Pilot project' (OPP) in Karachi .Since then OPP was taken as the biggest ‘Area Development Project' in Asia .Akter Hamid Khan was recognized for his unprecedented project .He was an intellectual had vast knowledge in Bengali, English ,Arabic, Urdu and Hindi. Furthermore, he contributed avist number of articles, reports, books .Most of them were dedicated to the rural development issue.
Bird accumulated his idea under ‘The works of Akter hamid Khan' (1982) in three parts .For the contribution of rural development the then Pakistani ruler awarded him ‘Sitara-e-Pakistan' in 1961 and Magsesi Award. Michigan University awarded him Doctor of Law in 1964.

So no doubt about his poverty alleviation theme .He was the first man in the area should have been awarded for Nobel Peace Prize since poverty played a vigorous role to form a different political culture.

To sum, Akter Hamid Khan should have been called for the prize. Then what was the cause to select other than Akter Hamid Khan. The answer was clear .Since he was a devoted Muslim, he avoided usury as Mr.Younis was selected for his contribution to introduce usury of 34% for the eradication of Muslim Identity. I think any nation can adopt the Model of Akter Hamid Khan.

WHY ARE NOT THESE IN BANGLA?

Few months back I was watching a TV talk how in Tara Channel from India . In the show one Bangladeshi female Dr. most probably she was introduced as one of the members of civil society in Bangladesh said that they had fought to resist Urdu, not English, so they should not go against the language English. Then I was stunned with the comment since our fore generation struggled for the right of the mother tongue Bengali, if the hassled matched like the Urdu, most probably they would fight against the English too.

After the liberation war in 1971, lots of foreign NGOs arrived with the assistance for the war ravaged country .Since they spoke in English, many opportunists

Became closer to them and tried to satisfied them focusing their language, custom , culture . Since the Kolkata based Mongol prodip culture rejected by the majority Muslims

The same group sheltered behind the English speaking western block, their only objective is to divert us from the path of Islamic unification. Interestingly, the organization that organized from the very beginning ‘Tamuddun Majlis' cried for Bengali ,since they believed through their language the Bengali Muslims can get their prosperity. Their demands in the book let regards to the demand justified my comment. However, the then Pakistani Authority's misunderstanding headed the killings to their Bengali Muslim brothers, the dead and wounded in 21 st February 1952 were all Muslims. In these circumstances, we should not forget that their sacrifice was not for the enslavement to the English.

We can not overlook the necessity of English since it is used widely to conduct relation for the commercial and technical purpose, but we should not think about that it should be our duty to conduct jihad to establish in all spheres of life. Japan , Germany use English language; but they do not cross the boundary. Even they are successfully using their languages to their computer .They had developed software where the ir respective language can be widely used. On the other hand, we have avoided the use of computing for the modernity of Bangladesh and consequently it is better to less about the use of Bengali language.

Our economy is largely dependent on exporting manpower to the Middle East and their language is Arabic and lots of Madrasa students can fluently speak in Arabic, yet they are not ignoring Bengali, the sign boards of their mosques and their business firms –Bengali get preference. On the other hand, the establishment of the European and Indian firms are frequently using English. Bengali is not used at all. The photographs of the bill boards placed in the report shows that they are only using English to convey their identity, Bengali is no longer used.

Whereas these organizations, for instance, grameen bank, is financing for the idol culture ( Bangla Academy ) rather than the objective of the sacrificed .

We expect the Government should take necessary action to exercise the Bengali bill boards rather than English.

HOLIDAY ISSUE

Friday: our Holiday

Since the inception of the holiday in Friday, most probably, during the regime of Ershad, some people opposed it and placed their demands to make the holiday in Sunday,instead of Friday. However, most of the people did not show their vigorous supports for the demands , only the names of the business class were appeared in the news paper. Despite the lament of so- called business man dipped beneath the rabbles for the last years. In September,2006; when the Government proposed to choose another day for holiday, as to shorten the cost of the Government, the issue was again came in to broad day light. On 5 th September 2006 it was decided the Ministerial meeting , far and away, Friday and Saturday as holidays for Bangladesh .

According to the report published in the Daily Prothom -Alo on 6 th September-2006, due to the increased of oil price the Chairman of Bangladesh Employers Federation Monjur Elahi proposed for two days as holiday. While the Government approved the demand for two days holiday the same man as saying that it was better to Saturday and Sunday holidays instead of Friday and Saturday. He commented that it would hamper the export-business activities. In addition, Dr.Deboprya Vatherchaya, Executive Director of Centre for Policy Dialogue (SPD) said that Friday was better option than the steps taken for; these two days would make Bangladesh three days disconnected from the world.That is good .Again my best wishes to the Government that they tried to listen the advice of the Business class and took the steps according to their ideals and commitment. Still now there have been no roars against the decision. Government has successfully maintained the balance between demand and support.

Recently during the CG government term, the decided issue created problem while the FBCCI leaders became worried with the issue .On 24 th January 2007 , while the leaders of the FBCCI headed by Mir Nasir Ali proposed for Sunday as holiday while talked with the adviser of the Ministry of Industry Giti Ara Sufia .This proposal again enflamed the sentiment of our common people.

As we know that overpopulated Bangladesh had suffered for hunger, disease and malnutrition, homelessness etc.; on the eve of boiling the issue, a section of our young business man started Garments business, first largest export goods of Bangladesh, in the mid 70's although it started in 60s at a minimal level .Since then the sector assisted hundreds of women and men to have employed .Mainly the goods export to the USA, Canada, the UK, Germany and France .And all these countries enjoy their holidays in Saturday and Sunday. On the other hand we enjoy our holiday on Friday.

Now we will advance to find out the time difference from Bangladesh to the said countries.

According to the data of the table we can say that when we start our office time on Sunday at 9o'clock morning in Bangladesh, then in London morning 4o'clock and when we finish our office at 5 o'clock the time of London is 12:12 PM.So we are connected with London only three hours. In the case of USA (Central time), on the other hand, when we start our office Sunday the time of USA is 10o'clock Saturday, that means when we observe Sunday USA is totally in holiday. Again if we consider Canada problem is the same. Sunday when our office starts the time there 10.00 PM Saturday and when we close 5o'clock, Canada time morning 8 o'clock.

In the Saturday ,when the Bangladeshi time 9 o'clock ,London time 4 o'clock morning(Saturday) and when Bangladeshi office closes the time of London is 12 o'clock noon, in the case of America, when Bangladeshi time 9o'clock morning then America time 10 o'clock night (Friday),and when Bangladeshi time 5 o'clock afternoon ,American people just gets up from the sleep ,6 o'clock morning(Saturday).On the other hand , Canadian officials just prepare to go to bed having finished their Friday work ,because their time is 10o'clock night(Friday),and when we observe 5o'clock at our watch, then Canadian just start to move because their clock rings for 8o'clock morning(Saturday).

In the case for Friday the difference is same.

What is to be concluded, we can say that as we open our office on Monday, it is still problematic with America , because they are closed at that time when we do our office .So in the real sense, and it is hard to cope with the timings of our global business partners. Hence, the logic that was offered to justify two days- holidays for Bangladesh , instead of Friday, it is inevitable to include Monday and so while the sum walk off void.

To stare the soul of the matter, we can assess some index.

Our country doing business with foreign countries mainly in three sectors:

•  Garments

•  Shrimp culture.

•  Man power export.

1. Garments business:

the buyers place the sample and garments factories owners prepare the sample and send back to the buyers .When the buyers approve the order and open LC our lots of cheap labors in the factory start to prepare the total order for certain period of time .By this time they are independently work in the local environment. Only we are connected three times with the global partners: placing order, approval for the sample and LC clearance. And that task depends on the buying house, Port and Bank's foreign exchange branch.

Even if we analysis the export earning from the Garments sector, we get:

The income from this sector in the year 1983 to 1992 increased about sixty times was cited in the same paper.

Amazingly total projected period Bangladesh observed Friday as holiday and the sector attained enormous profit, so now what makes Mr.Anisul Haq (BGMEA Chairman and once the anchor of TV program Anondo mela),and others irritated with this finalized issue. Why are not they trying to solve the internal problems of the sector ,for instance, the workers right to get compensation (the Savar Tragedy),harassment from the officers towards the helpless garments woman workers , ,Environmental issues related to the industry .

2. Shrimp Industry:

Regards to the shrimp industry in the coastal regions of Bangladesh e.g. Shatkhira, Bagerhat, Cox's bazaar-had not extended any demand for Saturday and Sunday holidays, they stock the frozen shrimp in the ship and sail for the destination upon the climatic reality of sea. So in this sector there is no problem for the so called holiday alteration.

3. Manpower business:

Our manpower business depends mainly on Middle East where they observe Friday as holiday, so it is still out of risk. For the students, those who leave for Australia , England , America , Canada or Europe; they do not have any problem since some Foreign Embassies in Dhaka are closed on Friday and Saturday. But most of the students have to go to British council for IELTS examination, is closed Friday and Sunday. But those who are moving with Business man, cultural organization and special delegates have they demanded for Sunday and Saturday holidays for Bangladesh ? So far I know none did that.

So the reality is afar …………

In the history of ancient Bengal , the Business man played a key role to form a political culture. A large number of Arab- Muslims came to Bangladesh and some settled in Chittagong, gradually they settled in different parts of this big delta and during the regime of Kutubuddin Ayubek in Delhi, he appointed Iktiar Uddin Baktiar Kilji to expedite to save the Muslims from the Tyrant ruler Lakhayan Sen in 1203 AD, after that up to 1757 formally the country was governed by the Muslim rulers of different flavor. Along with the ruler, lots of Irani, Yemani, Bagdadi Sufis came and settled in the land won the heart of the common people by their simple, honest life style. They were assimilated by marrying with local women and stayed up to their death.

Anyway, this information about the contribution of business activities spreading Islamic ideals made huge impact on European- kings and they planed to conquer the Muslim land using this force. The letter contained the proposal for monetary help for the expedition of Columbus, he wrote to the Queen Isabella that he would search a way for India through western naval route since the eastern route was blocked by the Muslims .He expressed his ambitions that in this way India could be recovered from Muslim to Christian. This letter is kept at the British Library. Any way, Columbus failed to reach India , instead of it he was able land to modern East Indies through the western sea -routes, where he killed hundreds of local people to establish the European rule. Europeans history headed by Columbus began with execution, , suppression. On the other hand, our history included the Arab history was simply the opposite. Regards to the contribution of Arab business man the prominent writer M.N Roy (1936), Muhammad Abdul Hai, translator (1948) writes:

“Those who kept themselves out of the influence of rotten Greek environment and wanted to be freed-the business groups of Arabs brought the hope of freedom and aspiration for goodness and the Islami movement saved the humankind.”

By the by, according to the description of Syed Ali ashraf,1988 Vasco Da Gamma discovered the route for India in 20 th May 1498 and since then Europeans started to arrive in Bengal as this province was called the ‘Jannatul Abad' or ‘Jannatul Bilad'(Sirajul Islam, 1984). Since the Muslim Businessmen along with Sufis played a key role the European barber followed the same path, but their characters and imperialistic attitudes turned this land into a den of corruption, division and all sort of terms that can be implied for the harmful to the interests to the common people, basically for the Muslim community, even the case for slave trade the Hindu community was in danger.

First, we can browse the business activities of Portuguese. They established their slave and piracy trade with the help of Mog in the coastal zones of Chittagong up to Hugli since their arrival. As regards their notorious slave trades one historian said:

“It was usual to see young persons, who had saved themselves by timely flight, endeavoring today to redeem the parent who had been made captive

yesterday .Those who were not disabled by age the pirates either kept in their service ,training them up to the love of robbery and practice of assassination ,or sold to the Portuguese o f Goa,Ceylon,Santhome ,and other places. Even the Portuguese of Ogouli [Hugli], in Bengale , purchased without scruple these wretched captives, 3 and the horrid traffic was transacted in the vicinity of the island of Gales near Cape das Palmas[on the Orissa coast].The pirates ,by mutual understanding ,waited for the arrival of the Portuguese [Ship] ,who bought whole cargoes at a cheap rate ; and it is lamentable to reflect that other Europeans ,since the decline of the Portuguese power, have pursued the same flagitious commerce with these pirates ,who boast, the infamous scoundrels, that they make more Christians in a twelve month than all the missionaries of the Indies do in ten years.”1

According to the Campos (Cited in Mohar Ali, 1985) between 1621 and 1624 they (Portuguese) carried away 42000 persons, of whom 28000 were made Christians, and the rest were reduced to slavery .Shihab-al –Din Tallish contemporary observer (Cited in Mohar Ali 1985, pp.356), writes:

“They carried of Hindus and Muslims, male and female, great and small, few and many, that they could seize, pierced the palms of their hands, passed thin canes through the holes, and threw them one above another under the deck of their ships. In the same manner as grain is flung to fowl, every morn and evening they threw down from above uncooked rice to the captives as food .On their return to their homes, they employed the few hard –lived captives that survived [this treatment] ,with great disgrace and insult in tillage and other hard tasks ,according to their power. Others were sold to the Dutch, English and French merchants at the ports of the Deccan ….Only the Freingi pirates sold their prisoners.

The mankind, the great creation of Allah was abused like the picture while they were brought to USA , the same picture complied with our history during the notorious suppression of ‘Firingi' and later English continued.

But the Maghs employed all their captives in agriculture and other kinds of service .Many high –born persons and Sayyads, many pure and Sayyad-born women, were compelled to undergo the disgrace of the slavery service or concubinage ( farash wa suhbat) of these wicked men .Muslims underwent

such oppressions in this region of war (dar ul harb ) as they had not to suffer in Europe."

This tyranny was halted by the great Muslim ruler of Saista Khan, appointed by another Indian great ruler Aurongazeb since they were enlightened by the great teaching of Al –Quaran -4:75:

“How should ye not fight for the cause of Allah and of the feeble among men and of the women and the children who are crying: Our Lord! Bring us forth from out this town of which the people are oppressors! Oh, give us from Thy presence some protecting friend! Oh! Give us from thy presence some defender!”

The same day the Nawab sent a dispatch on the victory to the emperor Aurongazeb and that letter was received at the end of Sha'ban (February 1666).He ordered Chittagong to be named Islamabad . (Mohar Ali, 1985).

After defeating the Portuguese and Mog the whole business in the Bengal area accelerated. Along with that effort Saisata Khan's administrative reform made Bengal area one of the richest and happiest zones in the globe. Nabab Sujauddin (1727-1740) wrote a letter contained the allegation of British company against the sovernity of Bengal in the year 1733.He wrote:

“It is impossible to describe the heinous activities o English nation. When they first came to this country they prayed for the establishment of the business port and some land. Their prayer had been approved .They turned the business port in to fort and enriched with arms. Even though they made trench around the fort. They whispered to settle the Business class in Calcutta . What the revenues they collected amounted nearly one lac.They are engaged in robbery and slave trades” (Cited in Sirajul Islam, 1984), pp.12 )

In 1756 Nawab Sirjazudaullah demanded that violating dastak the Englishman did not pay the revenues of forty years ,more than 1,875,000Pounds.(Cited in Sirazul Islam. Page 14)

At last they defeated the Nawab of Bengal in the year 1757 and the English traders became the ruler of a state. The puppet Nawab they set up in the power used as the tools of their exploitations .From 1757 to 1760 the Business group collected 26100-000(Brijen S Dupta cited in Sirazul Islam,1984)). Besides as for personal gift, bribe, they collected 5870000.Of the total money the Lord Clive himself grab 2079999.Even this man received ‘Jaigir' from the puppet Nabab Mirjafar, worth of nearly three lac taka. (Later this beast moved to America . That means American imperialism built up with our blood).This looted money went to England and invested for their business. While the British Government informed that their parts are getting smaller, they set up a committee to investigate the activities of Lord Clive .His answer to the committee was like:

‘Think about the condition of mine after the victory of Palashi. One great Nabab stands up and down with the notation of my finger, a wealthy city (Murshidabad) is under my control; the bankers ,businessmen of the towns are busy enough to get my chuckle. The treasury is open when I come –the gold, silver, diamond, pearls, gems swims aside.Mr.Chairman, just think for a moment who can control himself while he looks the scene? I am astonished that I could not extend my hand no longer.”

The English man patronized the Hindu power elite who helped to defeat Nawab Sirazuduallah.Since then the Hindu community was crowned in Delhi and working as partner of the European Power to dismantle the Islamic rule in the region. The writer Brigen K.Gupta(Cited in Sirazul Islam,1984) says that:

“The most of the Business Elite belongs to Hindu community . Many assumed that at the middle of eighteenth century the Hindu nationalism grew up and the Hindu capitalists were able to set up Hindu rule defeating Muslim rule.”(Brigen K.Gupta, pp.29-30…..).During Pakistani rule the role of businessmen made concern so that the then Secular Awami leaders took the opportunity to establish their political ground. Some 22 families' drama overshadowed the sacrifice of the common Muslim people of this subcontinent. The brothers those fought against Indian aggressions in 1965 turned their guns in 1971 to kill one another. It was a tragedy of our history indeed.

At last we achieved our dreamy Bangladesh that produced the same thing- Unfair business under the shadow of a Royal chai r.'

An example: ‘Of the corrupt associates of Mujibur Rahman Ghazi Ghulam Mustafa acquired international notoriety. A pretty business man, Mustafa, in the sixties served Mujibur Rahman as tea boy. After the creation of Bangladesh Mujib appointed him President of the Red Cross .As chief of the Bangladesh Red Cross Mustafa used his office ‘to line the pockets ‘of his family, friends and supporters .He sold relief goods and medicines on the black market and stole millions of pounds ‘in cash and kind'. Food intended for starving children was given by Mustafa to his ‘pet dog and cattle'. The extent of his corruption is staggering. He owned 37 chemist shops and had 29 bank accounts .In only four years he amassed untold wealth -‘at least £1000000 sterling, plus 1250000 in United States dollars, similar sums in Swiss francs and uncounted amounts in other major currencies, all made up from international donations. (Cited in Matiur Rahman and Naeem Hasan ,1980, pp.100 )

The writer Matiur Raman and Naeem Hasan(1980) also claimed “If Mujib was extravagant; his wife was not an innocent outlooker.She had a partnership with Mustafa in underhand transactions.” According to the report of Awaz(Cited in Matiur Rahman and Naeem Hasan,1980)-Mujib's brother, Abu Naser, who was a pretty businessman, became a multi-millionaire after the creation of Bangladesh and was nicknamed ‘Lord of Khulna'.His nephew Fazlul Haq Moni who was a pretty clerk in East Pakistan suddenly sprang to affluence and by 1973 owned a number of houses, half dozen cars and two modern printing presses.

When the local people Bengali took the power in 1971 ,the most powerful mistake or conspiracy they rolled over the locality was to abolish the basic effective structure of administrative frame work i.e. Patriotic Military, Dedicative beauractrts and honest-skillful, educated business class and over all Allah fearing honest, dedicative ,dynamic leadership ,instead they(leader became the God of people to the God our National poet Kazi Nazrul Islam once said ‘The sign of the foot prints on the back of God' the God ruled over country was the British ,not our Creator ,that was also applicable for Awami monopoly leadership. )

The pictures of the following years were not satisfactory. Last thirty years a vested group divided our nation in two groups –Muktijodha(freedom fighter) and Rajakar(Collaborator of Pakistan).Their intention was to keep aside the good man in the name of Rajakar( even the Muktijodha who did not support them became Rajakar e.g. Major Jalil).By this time the vested group Fu….. the country. Some business groups co-operated in the exploitation. The writer said:

“Within ten years from the independence nine (9) families snatched two hundred crore Taka from the public banks. They received in the name of different firms, but did not repay. They used the influence of politicians, high ranking officials of military and public sectors or paying bribes they grasped the money. The list of the projects of that group is hard to trace. In the same time when the survey conducted over three thousand industrial projects, it was revealed that nearly 25 percent projects were fake. Although the Bank authorities listed them as bad borrowers, they received the loan from the bank with different names and established Private Bank. One group among them earned a lot of money doing manpower business (Adam business) and real estate. Although they had the capacity to pay the loan, they did not pay the loan. One stage the number of the borrowers of 5 crore taka and more than that was 392.It was revealed from different surveys that the industrialization was hindered with the affect of black money. Up to March i n the year 1991-92 the Bangladesh Shilpo bank did not receive 453.73 Crore taka from the borrowed industrial party, most of the money took 120 families.”(Bangladesher Aurthonitite kalotaka proshonga pp.462)

This is a short 400 year's economic history of Bangladesh .It suggests that some parts of this business class are responsible to make our country blunt, poor, problem burden.

What is the problem with Friday? If the common people are gathered in a mosque there is a possibility to be undressed of these vested groups since in the Friday a perfect socialization process continues that leads our common people in the path of peace and prosperity, in doing so Islam advocates to establish exploitation free welfare state concept. If Islam is really understood by our common people with this gathering then the vested groups are engaged in collaborating to establish Christian state, those who are engaged in smuggling with India for weakening our economy that was essential to establish a sound Bangladesh would lose their ground from Bangladesh , for instance, the verses of the Holy Quaran:

“And in this wealth the beggar the outcast had dues have”.(51:19)

-Narrated By ‘Aisha: Allah's Apostle used to invoke Allah in the prayer saying, "O Allah, I seek refuge with you from all sins , and from being in debt. " Someone said, O Allah's Apostle! (I see you) very often you seek refuge with Allah from being in debt. He replied, "If a person is in debt, he tells lies when he speaks, and breaks his promises when he promises."

Another hadish says:

Narrated By Abu Huraira: The Prophet said, "Allah said, 'I will be an opponent to three types of people on the Day of Resurrection:

1. One who makes a covenant in My Name, but proves treacherous.

2. One who sells a free person and eats his price.

3. One who employs a labourer and takes full work from him but does not pay him for his labour.'"

Vol 3, Book 36. Hiring. Hadith 470.

Narrated by Ibn ‘Abbas: The Prophet sent Mu'adh to Yemen and said, "Be afraid, from the curse of the oppressed as there is no screen between his invocation and Allah."

Vol 3, Book 43. Oppressions. Hadith 628.

So it is clear that these conspirators will no longer be able to escape to pay the debt of Banks, even they will not be able to do make our society spoil. We know from different source that these business groups who are frequently advocate to divert our nation in to path of Jahiliah are engaged in modern slave trade (Human smuggling), even they manages different bad buyers of western countries by supplying our sisters and making them prostitute, even they overlook the heinous intelligence work of RAW, MOSAD, CIA and in some cases they help to implement their plans.

To sum, Friday is Eid for the Muslim, as we are Muslim we should maintain our business activities upon considering the reality, of course , Friday will be celebrated as holiday. In the Sura Juma, ayat 9, it is mentioned to stop daily business work after Jum'a azan noted that only the order of stopping works:

“O ye who believer! When the call is heard for the prayer of the day of congregation, haste unto remembrance of Allah and leave your trading. That is better for you if ye did but know.”

So it is a significant day that fulfills the demand for holiday. If these business groups motivate and divert our state decision makers in to the path of material civilization,we have to say sorry for that.

NGOism in Bangladeshi politics

Our country experienced different ‘isms' in different times. Communism, Militarism, Socialism, but the countrymen could not anticipate that they have to take the flavor of NGOism .It is really a new phenomenon. Whatever the western theorist define it we define it as the ‘NGOism' dealing in the poverty with the fund of capitalist belonged to the class who are engaged in the most essential business like gas, electricity, oil and military supply in Bangladesh in order to halt the Islamic movement accumulated by the interest based economy adjoining by old secular political parties being trustful to India and western world like the hero of the Prince novel written by Machiavelli .

The leftist think tank Mr. Badruddin Omar also wrote a booklet regards to the poverty business of Dr. Younis which one was published by Sanskriti Prokashoni (68/2 Purana Paltan, Dhaka-1000,Phone:9668510,20 October,2006) focused Dr.Younis's story to get the novel prize .he wrote : “Those who acted on behalf of Dr.Younis's getting the novel peace prize ,except those, others had the little idea about the prize. Because this idea had been taken all on a sudden for serving the imperialistic interest, especially for the USA .”

Few months back , US Assistant Secretary Of Economics and Business Affairs Dan Sullivan said that Novel Peace Prize to Dr. Yunus and Grameen bank reminds all of the important role for micri enterprices can play in economic development and poverty alleviation . The US official said Muhammad Yunus and Grameen bank have helped to create enabling conditions for economic and social development.

He mentioned that US has supported Micro and Small Enterprises (MSES) through assistance programmes .Sullivan also added that the USA provided $211 million in micro enterprise assistance. The same man ordered us to follow Mr. Younus for the development

The interest of the USA might have been circled with the man because:

•  He was able to introduce 24% riba (interest) among the Muslim women.

•  Most probably the USA pretends that he might be charismatic leader for his body language.

•  At the time when the big secular party Awami League faces in credibility crisis, he might be the filling device of the vacuum.

•  He might have been chosen since he is also sympathized to India .

He might have been selected for the President or CG while the political crisis made worsened very systematically. On the eve of his recent visit to India he arranged a press conference where he remarked that he had no intention for the post of President; because there is nothing to do if the post is to be secured .he said that he was not mentally prepared to take the post of presidency. He also said that state of emergency is right time for the restoration of the democratic institution.

Unfortunately his remarks provoked me to conclude that NGO ism had been pushed by Dr.Yunus in the mouth to devour no matter who wishes to devour or not. But we are amazed with his remarks about who told him to be the President since he had to busy enough for the micro credit in the Bank. Why does he so interested for the politics? Is there any objective other than micro credit program? –Really obscure! Really mysterious !!

More dangerous is that he rebuked our politicians for their role to the development since his micro credit program pretended to be the only means of Bangladeshi development. The role of wage earners, the industrial growth, exploration of mineral are not the means of development of ours, very ridicules indeed! Even though he proposed for the commencement of SAARC pass port to Pronob Mukharjee avoiding the total SAARc body. So how can he be a trusted man for Bangladesh and for SAARC since the most of the members of SAARC dislike the Indian domination over the association?

So NGOism of Dr. Yunus is very risky for the regional security and for balance of power.

In the question of his honesty for the commencement of micro- credit conception, it can be charged for the plagiarism of the Comilla model of the 1960s which later institutionalized through the establishment of Bangladesh Rural Development Board (BRDB). Even some argues that the Grameen bank model was the invention of a group of Chittagong University totally ignored by the gentleman –can no longer be a trusted man for the nation. Even the Governor Lutfor Rahman's revolutionary employment program made aspiration to the nation also jailed by, so far I know, was jailed by the President Hussain Muhammad Earshad . Since the Grameen Bank received license by President Hussain Muhammad Ershad, it is a question mark why does Yunus have been chosen instead of popular Governor.

Most interested think is that although one Governor was kicked another Governor Mr. Fakruddin was chosen by the NGOism and became the guardian of the NGOism. Mr. Fakruddin Ahmed, head of the present CG, is the Managing Director of PKSF (Palli Karma Sahayak Foundation (PKSF) where Dr.Muhammad Yunus is the member of the general body. It is noted that general body gives overall guideline and direction for the efficient functioning of PKSF .It approves the annual budget of PKSF .During the FY 2004-05, PKSF disbursed tk.3660.02 million to its Partner Organizations (PO) under mainstream micro credit program. At the end of FY 2004-05, the cumulative loan disbursement by PKSF to its Pos stood at 22,135.16 million. PKSF changed the name riba (interest/usury) and call it as ‘service charge which takes 4%-7% /per annum. In the case of laon disbursement Grameen bank charges 24% where the word interest is clearly mentioned.

Regards to the corruption in the Grameen bank Mir Illias(1996) writes :

“The proprietorship of the members in Grameen bank is 88%. Naturally they are the partner for the profit or loss. However no body has yet been received the profit or loss. The officials of the bank demanded that since there is no profit of the bank so the members can not get the profit. On 30 th June, 1993 the profit was shown 89 lac taka. In the projected period the loan was disbursed 8016core 32 lac taka. If the interest charges for 34% over the laon , the profit gained 304.75 crore taka. Over the amount the weekly savings 2 taka would be added which might add extra 15 crore at the end of the year. There would be 319 crore and 75 lac taka would we added as profit from the both .As per the information provided by the Grameen bank the expenditure was shown 178.33 crore taka. Then the total net profit from 319.75 crore taka would be 141.42 crore taka. The amount of 88% for the members is 124.44 crore taka.As per, the amount for the member would be 619.39 taka. Whereas the net profit was shown only (179.22-178.33) 89 lac taka. No matter what amount the profit or loss shall be added to the members account. This proved that the members are the proprietor is completely baseless. There is much cheat between income and expenditure .The sector wise income and expenditure were not shown. The fraud was done with plan.”

So it is clearly evident that by passing the existing banking infrastructure, the NGOism is clearly a parallel stunt which might end through forming political party which Dr Younus is slow and steadily voicing.

Besides the PKSF, Grameen Bank, the role of ASHA also placed its position in the CG government one month back; the role of PROSHIKA is also appeared in the question to supply 22 thousand workers for the blockade program of Awami League.

The NGOism Sigma Huda and NGOism of Talea Rehman can be discussed, both of the women are famous for their role in the humanitarian activism and in the field of education and election monitoring respectively. First one is the wife of BNP leader Nazmul Huda and the second one is the wife of JAIJAIDIN editor Shefiq Rehman. Both of them have secured their place influencing the politics of Bangladesh . One source said, Mrs.Talea Rehman has received 29 crore taka cash in advance from EU for her NGO democracy watch for the election monitoring. Noted that Shefiq Rehman tried to flee on 28/29 th October 2006 which inspired LDP that the BNP leaders had been fleeing although no other except this mysterious BNP supporter editor was fleeing, although, he was arrested by the security force .

Maligah located another NGO Gantobyo Society's role is much more political than its main assignment .The NGO is just the banner of the main man Quazi Raquibul Islam .Recently; on the eve of forming LDP he supplied members from his association. His source of funding to be giant plot owning at Amin Bazar is still in mystery.To secure the property he has manged one Awami leaguer's wife at Dhamrai and one female lawyer from Savar .Moreover his employees of the law farms are shown as the staff of the NGO and he is organizing himself for the election in his locality Shatkhira.In order to form his block any negative report against him he employed one composer Shafiqul Islam from the Daily Samokal and useing him to mange the respective news paper. To influence Government agency he employed one Hassan of CID personnel as a casual employee. His exploitation is too intense that he took three lacs fromm the DV customer saying that US embassy staff receive bribe in order to make contact if the said amount is paid. His wife deals that section. He infiltrates paying bribe in different agency in order to make his image which might be used for the election under the NGOism banner. He is also the contributor of ‘letter to the editor column' of the Daily Ittefaq,investigation revealed that he managed giving money to one of the relative of the Daily Ittefaq staff to justify his intellectuality since he is boast for his writing .This is one of the picture of NGOism which can no longer be avoided.

In this way, the NGO has secured a powerful position as an interest group which may reconstruct our political anatomy over our religio-political age-old entity.

Politics for politics sake!!!!!!!!!!!!!!!!

Bangladeshi people are puzzled about the politician .They are really puzzled what is to defined about their role in the field of politics .Once Ershad was termed as the ‘global shameless' now the big ally of Awami League chief Sheikh Hasina. Any case against him is regarded in other sense by Sheikh Hasina. If this is the politics, then question arises: what for Dr. Milon and Noor Hossain had to be shot dead? Even it is really unknown to the people: what is the reality to make hostages the lives of common people in the name of toppling Justice M.A Aziz and many more? If this is the politics then why nearly 100 lives had to be spared and 3000 lives had to be injured in recent AL 's attack? Peoples started to be thought that this killing, anarchy is nothing but to gain their supremacy which ensure their self interests. It can no longer be termed as the politics for the welfare of peoples.

Even the ground for the atrocity in 1971 still under mystery which made AL leaders the ‘hero' for the following years.Wheras Oriana Falasy's writing indicated the same hidden understanding between the foes spared too many lives. Oriana Falasy (cited in Rahman and Hasan, 1980) with Sheikh Mujibur Rahman, the first Prime Minister of Bangladesh. It states:

Then Mujib disappeared and at 10 o'clock, 25th March, the tragedy started .Bhutto acted like Nero from the last floor of the intercontinental Hotel, drinking and laughing while the city was burning and guns wildly shooting. At seven o'clock the next morning he left, but before leaving he made a telephone call in which the name of Mujib was mentioned .Could he have wanted to make sure that nothing would happen to his friend?”

Even many peoples have not yet found the extract of the meeting with the then US ambassador at Pagla ghat in Narayngonj .

So it can not be politics,rather, it is the game with the lives of people. The nature of such politics must be changed if it is really tried to be changed the fate of the Bangladeshi people. We wait for that.

At the dawn of nineteenth century the Australian Baptist missionary established ‘Garo Baptist Union (G, B, U) at Birishiri at Mymensing in Bangladesh . This is the biggest place of Baptist Missionary in the country. From here the Baptists started to spread Christianity among Garo community (a tribal community in Bangladesh ).At first they set up Memorial High School at Birishiri to spread the light among the Garo since they are illiterate.

Then they emphasized on the basic needs of human kind-food, clothes, shelter and medical facilities. They won the heart of the poor and illiterate people by providing free food, clothes, building houses and distributing medicine. The people in a flock gathered to their office. By chance, they started to teach the significance of Christianity among them. The naturist Garo people started to embrace their religion attracting western culture. The lower cast of Hindu also joined with the Garo being tempted with money, assistance and help.

After the liberation war of 1971, the GBI set up 10 circuits to properly manage their activities in some parts of Sylhet and Mymensing districts. They established Garo Baptist Convention (GBC) with ten circuits. The ten circuits are:

•  Sylhet

•  Changeni

•  Garam para

•  Birishiri.

•  Thirpara

•  Rangrapara

•  Kakair Kandi

•  Bebala kandi

•  Malajani.

•  Dhaka .

The total members of GBC were more than 16000.This number was more than the number of the people converted from the other religion.

The GBC operates 70 primary schools and 112 Churches. The total expenses of the human welfare activities, self employment programs were borne by the GBC. They provided the salaries of 200 teachers of the primary school, High School, C, in, Ed institute; the teachers and employees of Bible training Institute .In addition, they used to pay stipend of four students of C in Ed, 20 students of College and Technical, four students of University, 20 students of high school and 18 students (Baptist) of primary school.

The expanses of students of Bible training Institute, even the expanses of the married students were provided by the GBC. There were facilities to take scholarship of the GBC for the poor students. It is noted that the only private teacher's training institute of Bangladesh situated at Birishiri. Mr. Monidra Marak was the principal of this institution. He was a Goro Christian .Every year 4/5 hundred students were being trained here. The second Bible training Institute in the country also situated at Birishiri. Mr. Philip Khakshi was the principal of this institution. Broad bank dispensary was an old medical centre in the country. Miss Braverly, an Australian Christian, supervised that institution. It is noted that the Directress of the second tribal Cultural Academy (Government) was Miss Biva sangma, a Garo Christian.

Before the liberation war the GBU, used to receive the total money from Australian Baptist Mission .Now they are receiving the money from GBC, World vision and ABMS and operating their operations accordingly. Along with GBC, there are few organizations like YMCA, YWCA.

Garo Baptist Convention, basically a church based organization. They are organized under Church. The main objective was to spread Christianity.

•  Moreover the people and specially the students have lost their appetite for Islam.

•  (Mind it) the Muslims killed Muslims in the liberation war of 1971.

•  Besides, in the last war some local religious leaders collaborated with West Pakistani Military.

Today in Bangladesh ,the face of Christianity of Bangladesh is bright as:-

•  In the last liberation war the Christian youths lead the war.

•  And the Christians sheltered the war ravaged people.

And the Church relief Operation played a significant role .Let us pray so that the God (Christ) sends new couples.

•  They are assigned to convert Muslims into Christianity.

•  They would work in the region where there were no Christians before such as: Jamalpur, Netrocona, Tangail, and KIshorganj.

The above mentioned texts is taken from the book…..I am personally think that unless serving mankind every thing must be termed fake. In that context if any body tries to assist the humanity must be respected. When Bangladesh is full of poor faces then the helpers to humanity must have chance to play a role in the drama. So we can not blame the Christian players playing in the drama to make them famous. So who is to be blamed? I precede the point.

The letter contained that after 1971 it was a lucrative period to spread Christianity. In that letter it was mentioned that “Muslims killed Muslims in the liberation war which indicated that when the muslims are divided , they would be easily diveret the Bangladeshis in the path of falsehood.

Conclusion:

When my beloved Bangladesh is again blood strained with the logi boitha , it is evident that the country is again going towards a deep ground for conspiracy. Our conscious approach can save the country,inshallah.

Even Justice Shahabuddin could not satisfy Awami League:

"I'm like the god if everything follows on Awami League,otherwise,like the beast"

For last few months, the former Prime Minster along with some other politicians and some columnists producing fabricated information and statement against me. The sum and substance of the statement is that Awami League was defeated by means of fraud (karchupi) in the national parliamentary election held in October and I played role for the defeat. My ideal and principality were questioned. I did not have intention to reply for this blurry statement. Since in the statement of sheikh Hasina it had been done uncivilized norm and in the columns of some columnists followed fabrication, I am bound to protest the statement. The statement of Sheikh Hasina follows:

    1. The President betrayed with the Bengalee.
    2. The president deployed military in the election to attain some objective.
  1. The trail of Bangabndhu case settled in the Diara court instead of special tribunal with the consent of President.

It was not clear whatever she wanted to mean by the word that the president betrayed with the people. She along wit some fellows mentioned earlier that I betrayed .They selected me President being considered that I was their chosen person. But I did monafiki. I have not signed in an agreement since I have to be acted for the victory of Awami League. Before finishing the election, Sheikh Hasina told at the Bangabhaban that she could complete the full term in the power since I was the president. The statement changed completely after they have been defeated in the election. I became the betrayer . While they were defeated they requested to arrange reelection under President. I was not agreed with that. If every thing follows Awami League then I am like the god, otherwise I am like the beast: the military was deployed before the election to check the law and order .Even they found otherwise in that .Whereas that Chief of Military was selected by Sheikh Hasina .

The Chief of Military declared in the same meeting that he would abolish the Rajakars. Then: is it credible that this Chief of Military had made winner for the victory? The Military conducted their tasks with the existing regulation . They were not given extra magistracy . It is mentioned that before 10/12 days before the election the Chief Adviser requested me for the deployment of Military and he mentioned that the Military was deployed in 1991 and 1996 also. It is not hard to analyze the result of the election and the causes for the win or defeat. So many local and international observers had no say to the result of the election. On the other hand, few partial politicians and columnists producing some flimsy explanation which can be termed as anarchy. To restore the democratic value; it is required to be checked.

Regards to the commencement of the trail of Bagobandhu, Sheikh Hasina's claim against me was false in all sense. The falsehood is strange indeed. I didn't give any suggestion whether the trail of Bangabandhu should be conducted in the general court . She commenced the trail herself. She told me after she had filed a case in the general court in order to conduct fair trail. Even she asked what type of person Daira Judge Golham Rasul was to me. I told her that he was a good man. After few days she asked me why the case was taking too much time in the Daira judge and how did General Ershad hang some Military personnel after killing of Zia within short period of time.

I told them that they were trailed in the ‘field court marshal' within short period of time. The reat which was filed against. There was no discussion proceeded with the case. It is relevant to discuss some more points. The retired Chief Justice Latifur Rahman was appointed as the Chief Adviser of the Caretaker Government. He ordered for the transfer of 13 Secretaries within one hour of reining in the power after the order and within one hour 4 secretaries informed me the matter. Then I showed my dissatisfaction with the action. Later the Chief Adviser informed that almost on and half thousand officers had been transferred before ending their term and to make advantage in the election this was conducted .In order to take advantage in the election he ordered for the transfer.

It is false whether the Chief Election Commissioner was appointed with my consent. The former Prime Minster herself appointed him. Abdul Gaffar Chaudhury's serial column ‘portrait of a traitor' in the Daily Janakantha published in November –December was a bright symbol for the falsehood. Abdul Gaffar Chaudhury was a renowned writer, the composer of Ekuse song .It can not be thought he can do such a fabrication. It is evident that he is writing fiction in residing in London for v esting some interests. Such type of falsehood in the case of journalism can be preformed by Abdul Gaffar Chowdhury. I could not believe it earlier although it was heard. Now I believe it.

The Daily Dinkal reminded the reader by publishing the statement of Justice Shahabuddin which supported the claim for what Justice K.M.Hasan had to be abstained from taking the responsibility and moved to be the vacation of Justice M.A. Aziz. Country lost 4500 crore taka for nine days' blocakede : Military marched at the eleventh hour

The organization for the businessmen - FBCCI arranged a meeting (Annual General Meeting) on 2 nd December at the chamber building in Dhaka .In that meeting, president of FBCCI Mir Nasir Hossain mentioned that the country was loosing tk. 500 crore in all business sector and tk.200 crore only garments sector for the blockade. In view of the statement, we should be alarmed since the country may face in tremendous problem if they are financially week. We are still in the list of LDC (Least Development Country) and heading for the progress with our resource, infrastructure to attain the well being for the citizen. However, we are loosing economically being vested anarchic political program. It is intolerable.

If this loosing mission continues the country may be fallen into the gibbet of foreign power like East Timor .

The 4 party along with Awami League (It received the government' facilities although rest in the opposition, taken from the revenue), the country still suffers in economic hardship. When the country expected to take some program that will help to make the economy stronger, unfortunately, in quest to removal of the respected Judges the country went backward. According to the Bangladesh Economic Review -2005, the report of the poverty shall not amuse any body. Introducing in the year 1994, by the Poverty Monitoring Survey(PMS) conducted in the year 2004 , with the Food Energy Intake(FEI) method the national level poverty, rural poverty and urban poverty were 42.1%,43.3% and 37% respectively. Recovering the percentage in to number nearly 5 crore people are living with poverty. From the same source, as per the statistics of the year 2001,3,96,84000 are boys and girls( age 5-17); among them,7423000 are involved in different economic activities along with the schooling, Only 30,897000 boys and girls go to school and do not involved in economic activities. On the other hand, 40,67000 are involved in economic activities only and earn taka1009 per month. The boys and girls who work receive Average Daily Wage (ADW) tk.33.

People expect from the leadership that they will safeguard the fate of the mass people.

In that nasty destructive political environment, President Iazuddin Ahmed deployed military on Sunday (11 December) to restore the property and life of the citizen, to recover illegal arms, to resist terrorism and to leaving the economic activities undisturbed (Address of the president).

Although it should have been done by the Police. Unfortunately, they were not fully capable for lack of the training, inclination towards the interest group in the society military aided them like wise the military was deployed for the controlling of traffic, supply of drinking water by Hasina.

Once, Chinese Premier Mao Zedong told, no matter what the cat is white or black, it can or can not kill the mouse –is the real issue. Common people need to move forward, our cat's duty is to safe us avoiding vested political program.

SANTU LARMA'S ARMS STRUGGLE AND AL'S CIVIL WAR

As such the snake comes out from the tunnel in the rainy season, like the mosquito enter in to the house in the winter, Santu Larma supposed to bite or push the needle in the Sovernity of Bangladesh like snake or mosquito while Awami League's political programs headed the state economy in wreck .

Recently his comment in the Prothom Alo made stunned the patriotic force of Bangladesh . From the news paper, it is known that he declared to commence arms struggle unless establishing their rights. Besides he commented that they would wait whether the pro-peace treaty Government would come, otherwise, they would move forward for the arms struggle. On the eve of 9 th Anniversary of Chittagong Hill tract peace treaty, he commented in the seminar.

Awami League signed peace treaty and AL would implement if they would win the next election. Former Parliamentarian (Retd.) Colonel Faruk Khan added in the meeting.

Any way, the topic peace treaty made huge controversy among the civil society of Bangladesh and their joint effort roared in the souvenir titled ‘OH HILL! OH CHITTAGONG !!' by Atondro Jonata Bangladesh ( Bangladesh ever vigilant) 382/B, Mirpur Road (2 nd floor) Dhanmondi, Dhaka .

In the souvenir the intellectuals logically proved that so called Santi Bahini was a terrorist organization and wanted to spare the independence of our country. They also proved that they are directly or indirectly backed by the Indian. History suggests that so called santi Bahini came out when the domestic politics tremble in uncertainty. After the liberation war, Sheikh Mujibur Rahman called them to be Bangalee and at last their top leader joined to Rakhi Bahini and could not make any problem

Last of the 70's and the following years they killed 7322 Bangalee,injured 2477 Bangalee, even they were rude to the tribal community who were against their opinion, in the subsequent years ,on the hand, 55 tribal were killed , 197 were injured. In addition 170 Bangladesh Military members were killed, 206 BDR members were killed and 93 armed police members were killed.Whereas the members of the tribal community enjoyed special preference. They have the quata in the university; they get special concession for the bank loan. Even, for the government's facilities they became more advanced in the field of education. Yet they wanted to make conspiracy with hill tracts. Constitutionally Bangladeshi citizen has the right to move and settle any part of the country .Peoples from other districts have the right to enjoy it,however, the so called shanty bahini and their leader Santu Larma threaten not to enjoy the constitutional right of the people . Unfortunately, AL leaders are fanning on the flame.
In this situation, Santu Larma's comments delivered under the shadow of Awami League's umbrella again made it clear that this party supports the group which doesn't want to safeguard the sovereignty o f Bangladesh.

 Justice KM Hassan and the Chief Election Commissioner's long leave proved AL's politics of hostage against 60% supporters of the BNP led 4 party sustained and no matter what the economy and the lives of the citizen derailed , at least their whim fulfilled.

However, the alarming signals flashes in the victory. Question threw in the air: how far the demands shall be lengthening and how far the attainment of the country is derailed? Is the country going to be vested in to civil war since the anarchism in the name of democracy had been reared up after 28 th October 2006 by the partial role of Police department to the AL and goes ahead?

In the roundtable meeting at the National Press Club on Saturday (25 Nov) titled “existing political reality: free and neutral elections” declaration for the civil war by Awami League's intellectual can not be weighed lightly. In the meeting Dr.Ataur Rahman provoked that the country will lead to civil war if the next national election shall not be held peacefully and in a free and fair manner.

The same thing echoed by the Chief leader of AL herself. Sheikh Hasina said in a press statement that if a free and fair election shall not be held, the people would give sharp reply to BNP Jamaat coalition. This ‘sharp' reply indicates something not apart from anarchism.

On the other hand, the BNP led 4-party alliance Saturday 25 Nov urged the election schedule immediate and called upon the rival 14 party combine to shun destruction mode of agitation.

City BNP President and Mayor Sadek Hossain Khoka asked their opponent to discard destructive politics.

“Shun the way that destroy the economy and takes human hostage in disguise of siege, anarchy, killing and terrorism”, he said.

In such hot and cool tones, the language of AL seemed to be drastic to repeat any thing like the incident of 28 th October. It is clear from the history that even the Justice Shahbuddin's neutrality could not pacify AL chief Sheikh Hasina as AL 's victory did not attain at his duration.

If civil war is really to be the last option of AL as commented by the AL supporter –intellectual , then it would be hard to be satisfied whatever AL wanted and would want. Pretended from the incident that if people do not vote for AL they would be lynched like situation plotted in 1971, so far I know before 1996 election Sheikh Hasina begged for people's vote, whereas, the scenario has already been changed .What is the blue-print waiting for the nation?

Those who provoke and lead in to the path of civil war, ultimately make the ground for foreign invasion or intervention. Then should we not say some foreign ambassador's inclination towards AL invigorated the anticipation?We should remember; although, Mir Jafar was celebrated firstly by the Lord Clive, had to kick out in the long run.

To sum, Bangladesh is not the lozenge upon the hand of the infant. Most of the common patriotic peoples have no visas for flying to the USA , India like Sheikh Hasina. They stayed during liberation war in 1971 and would stay if some heinous conspiracy shall be plotted. This reality will ensure to write their history with their own way!

THAT PALASI, THIS PALTAN: 
     REPEATS THE HISTORY.

The tragedy of palashi had wounded the whole nation for last three hundred years. This war ended with conspiracy and threw our existence in to despair.
According to the historical references it was revealed that the war between Sirajudaullah and English began on morning 8 o’clock on 23rd June 1757. However, Nabab had to quit the war field on 4o’clock since the native forces stayed unmoved whilst they were promised to fight for the Nabab against the enemy forces. Lack of intelligence sources, he prepared the convoy for the battle which he priced by his life. The sources provide that Nabab had 15000 horsemen, 34000 soldiers, war elephant and 40 cannons. On the other hand, Clive had 3200 European soldiers and 8 cannons. The soldiers did not follow the command of Sirajudaullah; rather, they followed the command of Mir Jafar Ali Khan. Consequently, The English force won the battle .Whereas Clive’s soldiers were prepared to be defeated if otherwise done. Siraj was conscious about the exploitation of the East India made him the enemy, although Mir Jafar pretended to be Muslim in face. As he was Munafik, he was easily chosen for the execution of the plot of East India. History also suggested that winning force did not appear on the stage strait away.  They came after few phases.

On the light of the Palasi war, the Paltan incident can be compared. Since Awami League allied with the leftists, the direct enemy of Islamic principal, declared war against BNP led 4-party alliances. Since Jamat tried their best role in keeping positive treaties between the Bangladesh and foreign company, the local along with their foreign guardian planned to blow some how to the patriotic Bangladeshi force, Jamat-I-Islami. The gruesome atrocities over 4 Jamat and Shibir activists at Paltan in Dhaka was plotted likewise the war of Palasi. If we analysis, then it would be revealed that the foreign companies and their local commission agents could not manipulate the state mechanism. Maulana Motiur Rahman Nizami successfully ran the Ministry of Industries which ensured the industrial growth significantly. Only pro nationalistic policy can head this success.

It is very natural in a Nationalistic state the Ministers would look after the interest of the state. However, for that if they are to be clinched then the silence mood may uproot the existence of all who want to expect a progressive Bangladesh. In this point, hesitation can not be expected.

POLITICAL HISTORY OF BANGLADESH





Mr. M.A Mohimen was a renowned Awami League-politician, elected as a member in the provincial assembly in 1970.Later he crossed the Indian border and associated himself with the liberation forces and the organization. After liberation war he was the witness of the contemporary Awami Politics which should be countered for the reader who really wants to browse over the politics of Bangladesh. AWAMI LEAGUE IN THE POLITICS OF BANGLADESH

Fidel Castro liberated Cuba in 1958. That is a story of 32 years ago but Castor is still in power, with full support of his people. Mao Dze-Dong brought freedom to China in 1949 and still, after 41 years, his party continues to remain in power without any break. The freedom of Algeria was pioneered by Ben Bella and Houri Boumeddine in the year 1963 and today, after 27 year, their party endures in power without let or hindrance. Awami league liberated the eastern wing of the country and carved out Bangladesh. But after barely three -and –half years not only was the party ousted from power but its leader Sheikh Mujibur Rahman was assassinated along with the members of his family. Awami League is popular with the larger segment of common people and like any other party is aimlessly grouping its way through the political maze. It has no chance of regaining power soon, whether by constitutional methods of through a revolution. While Fidel Castro, Houri Boumeddine and Mao Dze –Dong or their parties are still holding power with popular support, Awami League; which, like hem, had come to power through a bloody war, was soon deposed. Why? Not only Awami League lost power; the common people, who had given it unstinted support before and during the liberation war, were disenchanted .If the answer is that America and CIA did it, then the question will remain why America and CIA could not have their way in Cuba and China. Why did they not succeed there and why have they succeded there? This is a question that perturbs all well-wishers of Awami League and on the answer to this will depend the party’s prospect of ever regaining its popularity and mass support.

The popularity of Awami League rose in 1965 when the Six Point programme was presented and its soared to a peak in 1971, at the start of the liberation war .The popularity continued undiminished till after the liberation war, around mid 1972.Thereafter decline set in and it touched its nadir towards the end of 1974.That was the time when Awami League appeared to the people as party of incompetent, corrupt and factious men. The party which had been dearest to the hearts of people and for which they did not balk at sacrificing their lives lost their confidence completely .This is a question one should think over deeply. Soon after liberation prices went up steeply .A ‘gamcha’ or hand oven towel which cost six annas was within two years selling for two takas .The price of a sari similarly shot up from Takas 12/14 to Taka 60/65.Prices of essentials suddenly went up five times or more. This led the people to believe that the incompetence and corruption of Awami League were responsible for their woes. In the 1970 election 97% of the voters had voted for Awami League and they included thieves, robbers and frauds. When these elements, after 1972, went back to their occupation and crimes rose, the people blamed Awami League their activities also. At this time Awami Leaguers, especially party chief Sheikh Mujibur Rahman and finance minister Tajuddin, committed grievous mistakes one after another.

Immediately after liberation Sheikh Sahed committed the first mistake of nationalizing all the jute mills and textile mills whether they were owned by Bengalis or non-Bengalis. To make this programme successful three things were required .The first was that the programme should be piloted by an honest and capable party. Secondly, thousands of educated and selfless workers and cadres should be there to back up the programme .Thirdly, an honest and trustworthy admistrative machinery should be there to implement the programme. If any of these three conditions is non existent, nationalization of industries as the means towards achieving socialism will do more harm than good to the people. Most regrettably, when the jute and textile mills were nationalized in 1972, not only were there no cadres but it is even doubtful whether the help of an honest administrative machinery was available. Consequently I regret to say that in the absence of the above three conditions not only did the nationalization programme fail but even normal trade and commerce was ruined and an economic collapse was imminent.

After nationalization the plants and factories were placed ,in the absence of suitable men in the party cadre, under charge of inexperienced and corrupt administrators ./Soon a massive plunder started .In most of the cases the manager, administrator and purchase officer, in  collusion with labour leaders ,began plunder of the mills.Consequently prices went up by leaos and bounds. The jute mills and textiles mills kept a roll of workers which was very largely redundant .Manipulation was also done in the matter of wages and in many places hundreds of thousands of takas were drawn as workers’ wages in ghost names. In jute mills millions of takas were wasted in the process of buying spares. Owing to total misstatement the price of jute fell. Growers were badly hit. Soon it became clear that it had been a monumental mistake to nationalize the jute mills and place them in control of inexperienced managers ,all the more so because in India jute mills are managed by seasoned Marwari businessmen.

We began losing out our foreign market to India .At the time o nationalization the fact we were not the only jute producing country in the world and that we would have to contend with seven competitors was unaccountably overlooked.
The same thing happened with textile mills .Tens of millions of takas were plundered through purchase of cotton and yarn .The monthly income of a manger of a nationalized textile mill reached taka 50 thousand.

Most of the yarn was black marketed and reached the weaver at a price higher than government price by about Taka 2 thousand per bale. Suffering of the weavers increased .In an effort to nationalize, the whole economy of the country was disrupted .Socialism was not achieved; on the other hand, socialism was given a bad name. Things came to such a pass that the cry of socialism which had fired the people’s imagination in 1970/71 now only met with apathy .Consequently the movement for socialism was put back by at least 50 years .The situation would not have taken such a sordid turn if the mills owned by Bangalees were placed under a corporation. To make the provision could be made for a worker’s representative to sit on the management board and for distribution among worker’s of a part of the profit.

It may be reached that when revolution occurred in China in949 the Chinese communist government did not nationalize the mills and factories for ten years despite the existence of thousands of well-trained and dedicated workers. Instead, the former owners were allowed to run the mills under government control and they were withdrawn after ten years when the sufficient experienced manpower to take over the management of the mills was developed .If a similar policy were followed in our country ,we would have been spared the economic disaster. If the textile mills owned by Bangalees were not nationalized then the price of yarn could not have risen phenomenally in the after years .Till 1975 under Awami League’s rule no year passed which did not see enhancement was effected twice .The situation continued till the end of 1982 . Every year, on some pretext, or the other, BTMC or the private owners. As far as I am aware, the owners had made huge profit without raising yarn price.

In Ziaur Rahman’s time the Benaglee owners had told him if the mills were retuned to them they would be able to sell yarn at price 25 percent lower cost than BTMC price. If the mills had been returned at that time, the price of yarn would be much lower than it is. But, after having got back their mills, why are the owners not bringing down the price of yarn now? A few mill owners were asked about it and their reply was that they received back their mills along with
a heavy burden  of debt and so it is not possible to bring down the price now. Some even say that when their products get sold out at a high price why should they resort to price cut? In short, due to wrong policy followed by the government in the field of industry the character of industrialists have also deteriorated and any patriotic feeling they once possessed has disappeared.


The history of jute is similar .In the first few years after nationalization the price of jute fell sharply. Therefore, of course, the price was slowly being restored. But following release of Bangalee owned mills in December, 1982, the price went up to a record level of taka 250 to 300 which had never happened during the last 12 years . This time every jute mill owner made a profit of crores though they all have shown their balance sheets to be always in the red. They do this because they fear that if Awami League (or any other leftist party) again comes to power, it will take over the mills. They feel uncertain about the future and so they want to reap quick profit and spirit it away while showing loss on the books.

From the above it is now clear that it was wrong on our part to nationalize textile and jute mills in 1972. On a closer analysis of the entire context it would appear that in the absence of dedicated cadres and an efficient administration our limping steps towards socialism, notwithstanding its intrinsic merits, were premature. The common man was not benefited, his misery was not alleviated .Only some touts and managers gained tremendously .If the Bangalee mill –owners ran their mills on a basis of profit sharing with the workers and the corporations were formed only of the abandoned mills of non Banglaees then a climate of competitiveness would have prevailed between the two categories and the losses that the country had to face could have been avoided.

Incidentally it should be mentioned that the way the government it selling the various nationalized factories at throw away prices can not be supported .After liberation ,in ten years or so till 1981 -81,many factories and establishments had gained experience in production ,distribution and management and had thus fought their way to become profitable concerns, despite the heavy losses of the earlier years .With a little more time and effort these would certainly have been more time and effort these would certainly have been more securely established as profit making ventures leading to great benefits to the country and the people.

But just then they were sold away for a pittance to industrialists who had no credentials in these lines till 1972. This act was indefensible. The buyers of these industrial units were those who had amassed tens of millions of Takas within a short time by import trade and knew nothing about industry. These owners could not run the industries efficiently and discontent was created among workers in many mills. At the time of buying the mills they gave assurance to the government that they would not retrench the workers, which they did not live up to; on the other hand, they also failed to pay the money due to the government. Consequently, abnormal and chaotic conditions are prevailing in the entire industrial sector.

Instead of disinvesting the industrial units which by 1982 had reached a point of modest profit making, the government should have disinvested those which were continuously incurring losses and lacking any effective management .In that case protests would not have been raised from any quarter. Sometime ago two nationalized banks were sold away at absurdly low prices in the name of decentralization. Ground in being prepared to sell out some more industrial units. All this proves that a move is afoot to place most of the industrial establishments in the hands of a small class of the nouverau riche. For example, the price at which the two aforesaid banks were sold is even lower than would be accounted for by the furniture, electic fans and fittings in their several hundred branches; not to speak of their liquid assets. I am at a loss to understand at whose bidding the present government is placing all the country's resources at the disposal of a chosen few and making the people and workers a hastage to them. There can hardly be doubt that it portends ill for the country.

If it had been a mistake to nationalize jute and textile mills in 1972, it is further harmful, politically and economically, to make such statements to the effect that Awami League will again nationalize them when returned to power. Such statements needlessly frighten away those rising Bangalee entrepreneurs who, before 1972, tried under Awami League banner to unite the Bangalees against Pakistani Exploitation. There is another point to be considered .According to Marxian doctrine, the highest development of capitalism is a precondition of socialism .Bangladesh is just beginning to outgrow the pre-industrial economy and enter the phase of capitalism .The highest development of this phase is along way off .That it is hardly reliable to say that we will again nationalize jute and textile mills when returned to power .This may for the time being win some popularity on the labour front but there will be no long term benefit. Sheikh Saheb has done it, so it must be stuck to even when it is logically insupportable –this is not a reflection of sound minds.

Sheikh sahib was a man ,not an angel.It was natural for him to commit mistakes and misjudgments .Towering though he was for his greatness and his wisdom ,he was not greater than Mao-Dze Dong .

Evaluating mao's work after his death, the Chinese Communist Party which was his own handmaiden said,” It is not possible to visualize new China without Mao. The people of China are infinitely indebted to him for this new China . But it was wrong on his part to start the Cultural Revolution. This may caused great loss to China .”

This shows that communist leaders of China are pragmatic >they have not mortgaged their reasoning and thinking ability like Awami Leaguers who seem to say that Sheikh Saheb can do no wrong and is above criticism.

A few days after liberation a policy carried out by Finance Minister Tajuddin with regard to the time-limits for exchanging Pakistani and Indian currency notes caused great public resentment. Only 5 days were allowed for exchanging Pakistani currency notes but for exchanging Indian currency notes the time limit was one month ,later extended by another 15 days. After the creation of Bangladesh for two or three months the conversion rate of Bangladesh currency was at Par with Indian currency. Thereafter the value of Bangladeshi currency went on declining in the market.In six montks after leiberation the first lot of our currency note was printed from India .Rumor went round that the Indian government, with the intention of crippling the Bangladesh economy had printed twice the quantity of notes indented for by Bangladesh government. The rumor was strengthened by happenings like sudden fall in the value of Bangladesh currency and discovery of a few one taka notes bearing the same number (reports on which were carried with photographs by some newspaper).

As value of currency fell, prices sky-rocketed .Sufferings of the people increased and they began to ascribe these to the supposed Indian machination of printing currency notes in excess. The people wished that sufficient time should not be given for the conversion of Indian currency notes so that a situation would be created in which a large portion of the alien money would undergo forfeiter. But when one months time was allowed for the conversion of Indian notes, raging criticism followed .People suspected that the long period was intended for the benefit of Awami League leaders who had rupees during liberation war and the big Marwari business who were operating in Bangladesh . The people grew violently antagonistic towards the Finance Minster and popularity of Awami League was also seriously impaired.

When Tajuddin was asked by some of his close friends about the unequal time-limits his reply was that the case of Pakistan currency was one of demonetization while that of Indian currency was mere withdrawal. In the first case of the Indian notes they would merely be withdrawn .He said currency notes amounting to taka 350 crore were printed from India .” I want to know whether India has really printed notes in excess and the long time –lag has been allowed so that we can take stock of the situation.” He said.” If the notes to be deposited exceed the amount 350 crore takas, we shall be able to fix the responsibility on India and demand compensation.” Asked about the discovery of two notes bearing the same number he said as printing had to be done in haste the numbering machine perhaps did not rotate properly ,resulting in two notes with the same number and it is significant that that such lapses are only found in one taka notes because these were printed in the highest quantity .When it was requested that he should issue a press note clarifying the position with regard to the differing time limits for conversation of the two currencies Tajuddin was agitated and said that he was not willing to pay attention to what some uniformed people think or say and was not going to assuage misgivings wholly fed by rumor .

As no clarification was forthcoming from the government the people were carried away by the rumour and began to dub Tajuddin as and agent of India . Tajuddin who had headed the government in exile and directed the war of liberation ,who even after 1972 was looked upon by the people with the greatest love and esteem, became overnight an object of criticism and disdain over the incident of the currency notes. This was very sad. The steps he had taken were very well-reasoned .If the whole thing were explained to the people through a press note., public mistrust would have been considerably lessened .But his obduracy and his refusal to pay heed to public mood caused him to be known by the people till his death as Indian agent.

For this reason when Sheikh Saheb dropped from the cabinet there was no protest or reaction from anywhere in the country. Through the act of sacking Tajuddin occasioned no visible protest anywhere, within Awami League it did cause strong ripples among party workers .Whatever might be the public perception of Tajuddin the party workers regarded him as honest and devoted and one whose bearing and intellectual abilities set him apart from generality of leaders. He possessed such clear notions about the successive stages of evolution of socialism that it is doubtful whether others could match him in it .He was a think tank of the party and the closest associate of Sheikh Saheb, as the party workers thought. By politically destroying his closest associate Sheikh Saheb irreparable harm to the party.


Anyway, before I close the topic of the withdrawal of Indian currency notes let me relate that a few months after the withdrawal newspapers reported that the total amount by Taka 70 lakh.It is thus clear that the story of the printing of currency notes in excess is a fabrication. Although the truth finally came out , Tajuddin Saheb was politically crippled and at the same time the popularity of Awami League was dealt a heavy blow.

Before that ,Tajuddin had adopted a measure with regard to border trade which proved determental to Bangladesh economy .After independence ,free trade was allowed within ten miles of the border between Bangladesh and India . Any man could trade in any Indian goods within ten miles of the border after paying duty at the border duty post.When the Finance Minister's attention was drawn to the serious consequence of this free trading at the border he said goods worth tens of millions of takas are smuggled across the border asit is and both the government are deprived of the revenue .Under the new arrangement, he said, duty against the goods will have to be paid in place of bribes to BDR and BSF and both the governments

will benefit. Some of the Finance Minister's friends who had experience of trade and connerce tried to convince hi that people would not take the trouble of going to the duty post and would straight away sell their goods across the border an d the volume of these smuggled goods would increase under the new arrangement as the normal border vigilance would not be there .But the Finance Minster did not agree with this view,rather he thought that it amounted to casting aspersions on the patriotism of a newly independent people .

Open border trade began and within a short time was found to pose at threat to Bangladesh economy. Not a poisa was deposited at the bordr duty post. On the other hand, huge quantities of rice, paddy and jute found their way across the border to India . Ad the normal hurdle to smuggling was lifted its volume erose ten fold. The border trade agreement signed between the two countries for a period of two years .Even before the period was over Bangladesh government was realizing the injurious aspects of the agreement but they could do nothing till the duration of the treaty was over.After the period was over the agreement was not renewed and the treaty was allowed to lapse.But the damamge had already been done. In 1971,despite the liberation war, there was of rice in this country was then taka 35 to 40 per maund.Under open border trade huge quantities of rice and paddy were smuggled to India and consequently within six months of liberation the price of rice rose to taka 100 per maund .Despair and resentment grew among the people which did not help Awami League's rule .The decision on border trade was taken perhaps due to ignorance of economics .This can be seen as an involuntary error.

Awami League was not a monolithc political party based on ideology of the model of Chinese or Vietnamese communist party.The West Pakistanis and plundering our wealth ,all our miseries are due to their exploiations , if they leave we will own all their properties –this devious and irrational thinking led most of the workers to join the party .Not that truly idealistic and patriotic workers were not there ,but they were ew in number. In 1967-68 when the six Point Movement was launched, the Agartala conspiracy case was in the air and as a result Awami League's popularity was soaring, a visit to the party office brought to one's notice new faces occupying the chairs. The old and trusted workers would not even find chairs to sit on and many had to keep standing .At that time proposals were repeatedly offered for introducing a card system whereby the past record of a worker could be ascertained. But party leaders, party leaders ,particularly the chief ,attached no importance to it .As a result, many oppourtunists for all kinds of gain.In 1973,following the quadrupling of oil price,the prices of commodities had risen everywhere in the world in the normal course.The situation was aggravated by some elements resorting the ruthless plunder under the party label. Thi should have been stopped with affirm hnad at the very beginning .But no stern action was taken ,either because of Sheikh Mujib;s unbounded comassion or party workers or lack of devceives ness.

When lawlessness, misappropriation and loot were going on all around ,some quarters made repeated pleas to Sheik Shaeb to take firm measures. Demands were raised from everywhere not to spare an axxused even if he happened to be Awami League workers or his relatives. As far as I can remember, towards the end of 1972 when taking advantage of non-availability of cigarette and other items blacmarketeers were having their heyday, a police raid was carried out in Mohammadpur area which unearthed 9 hundred thousand cigarettes from the residence of a student leader. Though the incident was widely reported in the press, no action was taken against the student leader.

Till February or March 1972, the plunder was not started in any significant way. Only a few who were professional looters from before had started their operation. The students and youths who were closely or remotely aligned with the liberation war still retained their revolutionary fire and did not join in the looting.But afeter sometime when they found that only did looters go unpunished but with their ill gotten wealth were also becoming politically powerful ,the morale of these idealistic youth s broke down. After this an unseemly rat race for changing one's fortune though loot was set off. If the offenders were sternly dealt with at the different turn. As far as I can remember, towards the end of 1973 Sheikh Saheb had mobilized the army to stop looting and black-marketing .After week-long operation by the army prices had come down in different parts of the country. But, as far as can be ascertained, he called back the army under pressure of some top leaders who felt endangered.

At this not only Sheikh Saheb's popularity fell, disaffection was also created among the armed personnel for hindering their work. One case of corruption and black-marketing created countrywide sensation at this ime and prompted bitter criticism. The case was that from the residence of a lady M.P of Kasbah in Comilla a few thousand pieces of saree, lungi, and blankets and a few hundred tins of milk powder received as relief goods were recovered The recovery took place in the presence of an army officer of very high rank ,and the D.C of Comilla. The newspapers carried devastating comments for a few days. The countrymen thought that since this time an offender had been caught red-handed, appropriate punishment would be awarded and would serve as a warning to others .Strangely the matter was hushed up ,dealing a rude to the innumerable well-wishers of Awami League . At this the images of Sjheikh Saheb and Awami League was shattered .It is learnt that this good looking lady M.P. enjoyed the favors of Sheikh Moni and so Sheikh Saheb was helpless to take any action against her despite his intentions to the contrary.

In mid -73 when severe scarcity of imported milk powder occurred, 13 traders were arrested from Moulovi bazaar, the wholesale market of Dhaka . The news was highlighted in the dailies. It created a fresh enthusiasm among Awami League's workers and well-wishers, who thought that Sheikh Shaeb was now taking firm steps against corruption .But, strangely again, hardly had 24 hours passed when the arrested traders obtained their release and the people were not told through a press note the reason for setting them free. The idea got firmly rooted that these black-marketers had entire or kinship with Awami League's top leaders.

The fact that Sheikh Saheb could not be merciless even in the face of all –round chaos was perhaps because he was never enlisted in any revolutionary party. Revolutionaries can be heartless and merciless and they are taught to be so. They will not balk at executing a few, are taught to be so. They will not balk at executing a few, or even hundreds, for the good of the country. But Sheikh Saheb was made of a different fiber. Although he was a brave man in himself, his mind was tender. Once he declared on TV that if a man after committing a murder felt to his feet and asked for his forgiveness, he forgave them. He was not a revolutionary nor was his training designed to make him one. Thus he lacked the firmness, instinct and revolutionary insight leading a country that achieved independence through armed struggle.

When looting was at its peak a friend of his told him if three million had died in the liberation was he should be prepared to kill by firing another 50 people for the security of the rest of the countrymen .if 50 blackmarketers are hanged in Dhaka, Chittagong, khulna and Rajshahi, the looting will be greatly contained .His friend's words gave Sheikh Shaeb a start and he said,” You don't know, brother, with Bangalees firing squad methods will be counter-productive.” The friend understood that in mental make up Sheikh Saheb was still living in 1952.In that year the chief minister Nurul Amin lost power after killing two youths in the language movement. Sheikh Saheb thought the same thing would happen again. He did not seem to recognize the vast changes that the mentality of the people has undergone between 1952 and 1972.Many among the learned and the wise in this country think that if about 50 people were hanged for looting and blackmarketing ,the history of this country would have been taken a different course. But Shikh Saheb, by being too compassionate towards his workers and hesitating to be firm, unintentionally pushed the country to the brink of ruin.

What plunder, greed and corruption could not do to wreck the character of Bangalee youths was done more thoroughly by something else. Hundreds of the thousands of shirt pieces and pant pieces arrived as aid for the school going and college going students of this war-ravaged country. Through the whole of 1972 and still the close of 1973 the cloth pieces kept arriving and where distributed to the schools and colleges by phases. In many cases a student got a shirt piece or pant piece twice or three times or even four or five times during this period of one and half to two years. Students in towns used the gift more or less for their own wear but the rural school boys sold them. Most of these commodities reached the hands of smugglers and found their way across the border to a neighboring country.

Random distribution of these cloth pieces among student led to some serious evils. The students tried to acquire as many of these clots-pieces as they could by devious means. On the day the cloth pieces were to be distributed, it was often seen that the cloth merchants gathered near the school –gate waiting for their chance to make a lucrative deal. The cloth-pieces changed hands within minutes, the commodities received in aid were smuggled out and the adolescent school boys for whom these were intended were thus initiated in to this nefarious operation.

Even these school boys in towns who put the consignment to good use got themselves made numerous dresses of varying colors and designs and thus became accustomed to foppishness which they could not afford and their parents were hard put to it meet the excessive tailoring charges >During 1972-73 the tailoring shops were so overlooked that they refused to take fresh orders o trousers and shirts for delivery within two to three months .Indiscreet use of the aid material had exacted its toll.

On the marrow of liberation the Awami League government found itself in a predicament over the distribution of clothes, milk powder ,C.I. Sheets and cash received as aid from abroad .Owing to the dishonesty of those entrusted with the distribution ,most of the aid materials failed to reach the most needy and were instead funneled to the rather prosperatous relatives of Awami League leaders .These receipts ,on their part,used only a part of these materials and sold the rest in black market>petty quarrels ,heart burning and rift among lederds and workers were coming to a head in different districts and thons .Everyone, as it were ,became crazy to change his lot through sale of relief goods.

The unseemly scramble for acquiring relief goods and the resultant had blood within the party would not have occurred if the government took a decision that all cloth-pieces to arrive from abroad would have to be of the same colors and design . The donors could also be requested that the initial of Bangladesh should be printed on the cloth at intervals of one or two yards .If this were done no student would be tempted to seek more than one pair as nobody would like to have two yards. If this were done no student would like to have two shirts or two pairs of trousers of the same colors and material except under dire necessity. Availability of the variety in color and design and to print the initials of Bangladesh on the cloth to prevent smuggling .Of course the printing would have to be done in washable ink that would disappear after two washes. Since only brand new un-washable cloth can be black-marketed, smugglers could not have traded in this cloth.


If the Awami League government had taken this measure about the donated cloth then all the school going boys would be seen wearing clothes of the same material and design and a fraternity and spirit de corps would have grown among them .Some think that if the local mills were also asked to produce cloth of only one specification, it cloud have been of great benefit to the country. If all were obliged to wear clothes of the same kind none would feel impelled to acquire clothes in excess of bare necessity. This would relieve the severe scarcity of cloth that the country was then facing .Besides; this would have fostered a sense of equality among the people which was very necessary to inspire a nascent nation towards a unified goal.

We can cite here the instance of china. After the revolution of 1949 the Chinese government made it obligatory for all citizens, men and women, to wear the same clothes of a deep green shade. Everyone from chairman Mao Dze-Dong to a worker or peasant began to don the same suit the clothes .As a result, differences were concerned .The order to wear the specified clothes was in force for the first 15 or 16 years .Later, when the country was built up on a secure foundation and the mills also began to produce enough to wholly satisfy the needs of the country, the strictures with regard to dresses were relaxed.

Though many people think it might not have been possible, like China to introduce in this country the same type of clothes for both men and women ,it was quite possible to introduce two different types of clothes for the two sexes .This would not have been possible, of course, immediately after Liberation but it could have been implemented under a well-thought –out program of two or three years .Considering the charisma that Sheikh Saheb exercised over the minds of the people in 1972 it was possible for him to get this program accepted by the people . If such a scientific measures were taken with regard to dresses it would have had a far reaching effect on the life of the nation.

Uniformity of dress also tends to bring uniformity of thinking and fosters a sense of discipline .If each man in the armed forces were allowed to wear dress of his own choices ,their unity and regimental efficiency would immediately disappear .The leaders of china devised strict cloth regulations with the intention of building up a disciplined and hardworking nation.many think that newly independent bangalees needed some similar regulation which would do away with the unhealthy competition and vying for acquiring clothes of ever newer designs ,and it would also stop the movement across the border of hundreds of thousands of yards of cloth .Of course this kind of decision would presuppose knowledge about the precepts of the revolution .Unfortunately the then leaders of Awami League hardly possessed this knowledge and the few who somewhat posseeed it had no opportunity at the time to make themselves heard.

The plants and factories left behind by non-Bengalis in 1972 were brought under government control and their management was handed over to riff-raff elements without making inventories .As no inventories were made it was not possible to determine the volume of finished stocks at the time the factories were re-commissioned .As a result, random plundering started. Each plant and business firm was then stocked with finished goods, sometimes worth tens of millions of takas. As the goods could not be marked

During 1971 due to the liberation war, huge stocks had piled up. Right from the beginning of 1971 plundering of the goods started .The first looting was done by fake freedom fighters known as Sixteenth brigade .They were followed in the act of looting by those charged with the management, with their followers and henchmen. The Bengali youths had never before seen such an array of goods . Therefore an unprecedented looting swept the country in which were drowned the youths' patriotism, sense of values and ideals of the liberation war .Then began the wrangling over booty. The same thing happened with regard to the houses left behind by non-Bengalis .Thousands of people from all walks of life joined in an unseemly rat race to acquire possession of those houses and tried to get them allotted in their names with the collusion of government officers .To establish claim to possession thousands of fake deeds were made .The same house was allotted to three allottees, thanks to generate amounts of illegal gratification. This led to clashes and murders over possession.

The youths in every part of the country, in these years were found engaged in rioting and secret killings which mostly took place over apportionment of booty and possession of the houses .the purpose of the loot was to change one's fortune by whatever means possible. This kind of propensity which was then displayed continues to this day. The good of the country is of least consideration and the sole aim is to make money .Today, as one looks at society, one feels alarmed .Men in all walks of life are revealing an all-consuming desire to become wealthy by fair means or foul. As one reflects on this decay of values and patriotism, one is filled with doubt even about the survival.

In the name of trade and commerce plundering went on, prices of essentials rose abnormally and life became unendurable. On the other hand, what goes on in the name of industrialization is just piracy and theft. Consequently the debts ,backlogs and servicing are mounting .Corruption has so completely permeated all layers of society that if some new government were to come and take some bold steps for good of the country, the necessary officers ,employees and workers may not be available .in 25 years of exploitation the Pakistanis could not enfeeble and corrode the character of the Bengalis to the extent that the opportunity for plundering abandoned properties did after 1971. The youth, which is the principal asset of the nation, were totally ruined.

Apart from economic mismanagement and price spiral due to the rise in oil price the feud among Awami League leaders and accusation and counter –accusation among them contributed in no small way to creating misgiving and despondency in the public mind from the end of 1972 to 1974.sheikh Saheb carried out a purge of the party's MP's, MNA's Ministers and State Ministers .Some MP's and MNA's

He expelled from the party on the ground of corruption .Not that all these legislators and MP's were guilty but the innocent ones also had to suffer. This created a doubt among the public as to his impartiality, judement and capacity for taking the right decision.

In his addresses he said time and again that whatever aids he brings from abroad is lapped up by the hungry suckers. By hungry suckers he had meant some members of the very Awami League. Consequently, though personally he might have earned some shortage lived credit for speaking the truth, Awami League as a party fell in public esteem .The two purges that he carried out were dubbed by some as an attempt to survive by jettisoning the cargo from a sinking ship. Some even say that when prices were sky rocketing due to wrong policies and his image was being bruised, Sheikh Saheb tried to save himself by p[assign the buck to others .These half-hearted and so called purges were totally ineffective .As the people saw it, many widely censured ministers and sate ministers continued in power while the axe fell on some others with no such ill reputation. Theses developments further contributed to shake popular confidence in the party.

Then following the split in Students League .One faction led by Sheikh Moni and another led by Sirajul Alam Khan and A.S.M Abdur Rab organized two separate rallies at Suhrawardy Uddayan and Paltan maidan respectively .As father of the Nation Sheikh Saheb .As father of the Nation Sheikh Saheb should have attended neither but under pressure from Moni he attended Suhrawardy Uddayan ,identified himself with one faction and caused the animosity of the other. At this time the opposing group of students League was powerful .After this incident they started a smear campaign through speeches, writings and propaganda and tarnished his image .Besides, from this time Sheikh Saheb began to have differences with Tajuddin by worse efforts and under whose leadership the government of independent of Bangladesh was formed at Mujib Nagar and this raised doubts even about his political wisdom and integrity.

The reasons cited above no doubt damaged Awami League's popularity .But there was a completely different reason, perhaps, for the alienation from Awami League of the elderly citizens and opinion leaders representing different fields of activity like lawyers, physicians, intellectuals and the social elite. Liberation came suddenly and Sheikh Saheb was confronted with massive problems the slotion of which eluded him. The anti-liberation forces were taking advantage of it to launch their propaganda .But the senior citizens felt estranged even more by the attitude displayed towards Pakistan by Sheikh Saheb, and the workers of Awami League and Students League would abuse Pakistan and its creators in the most unseemly language and called the letter agents of imperialism, enemies of the country and enemies of bangalees.

The leaders of our society who from 1968 to 1971 had given unstinted support to Awami League thought that their conflict was not with Pakistan as state but with its ruling coterie. They thought it was not a mistake on their part to have voted for Pakistan in 1946 .In the then united and Hindu –dominated India when Muslims were being deprived of their political and economic rights , they began their movement fo r Pakistan to free the Muslim –dominated areas from Hindu rule . In their imagination Pakistan was the homeland of the Muslims of the subcontinent. They thought that it was a right decision to fight for this homeland .They thought whatever conclusion one might draw from the present political context it was not a wrong decision of the part of the Muslims of undivided Bengal to fight for and establish Pakistan . If India were not divided, they reasoned, the territory that later became Bangladesh would have remained a part of India . No independent Bengal would have emerged .An independent Pakistan has made an independent Bengal possible.

In the northwest of India the Sikhs ,despite desperate struggle ,are unable to carve out for themselves an autonomous homeland .In the estern frontier of India the Nagas and Mizos have not succeeded in freeing their territories from the Indian stranglehold .Unfortunately, after liberation the workers of Awami League ,and especially Students League ,started their smear campaign against all leaders of Pakistan movement excepting Shahid Suhrawardy,A.K. Fazlul Huq and Maulana Bhasani and they did not even spare Pakistan's architect ,Quaid-e-Azam Mohammad Ali Jinnah. This was what grieved the aged old timers very much.
