MAY THE SENSATIONAL INCIDENTS CHANGE THE FATE OF MASS?

Followed by the death of two prominent media personalities: Tarek Masud, film maker and Mishuk Monir, CEO of ATN TV channel by pathetic road accident near Manikgonj ( Innalillah hi wa Inahae Illahe Rajeun)  and strike called by the bus owners in Dhaka-Mymensigh route due to unusable condition, the volatile situation caused has advocated to be confirmed expulsion of Syed Abul Hussein, the Minister for Communication however it made a little shame to the  present GOB except to the  resignation of the Chief Engineer of Road and Highways. Moreover, in the midst of such volatility, Shahjan Khan, the Minster of Shipping was also brought in the   box since he is reported to be responsible to give license to 10 thousand drivers of water vessels without arranging any test who belonged to his party ( The Daily Prothom Alo; 15 August, 2011).  Besides, the roads made city development authority and maintained by the Municipality, though focused on different media (Other cities including the capital Dhaka itself), the responsible concerned Ministers are less interrogated. Although it is the reality that for entire disastrous condition of roads, the head of Government can not discharge the burden of responsibility, so the Head of the Government should be resigned for failure is not seen, making us doubtful whether such partial surgery may head towards hoax when the source of disaster remain in the power.    
The aforementioned sensational road accident has, in fact, contributed to change the entire political scenario where Sadek Hussein Khoka, the Mayor of Dhaka and the member of the opposition party, was also blamed by the wife of late Misuk Munir for the recklessness on the part of politicians which according to her, expected to be played far more responsible than it is being served now. It is very natural and tenable that alongside the members of the ruling party, the members of the opposite party had been bound to accept the issue of road accident in their political agenda followed by this sensational death.  Death of thousands lives by road accident due to the reckless of the driver, unplanned road in addition to the inception of loopholes created in consequence of unwarranted collaboration of the concerned authority with the vested interested groups; a little shiver was pronounced which could convince us that a fundamental change should be inevitable in the service of communication network.  
According to the GOB source, since 1999 to 2010 about 38 thousand peoples had lost their lives by road accident. WHO, on the other hand, reported that in 2007 alone 20 thousand and 34 peoples were died for the same reason. (Source: The Daily Prothom Alo; 15 August, 2011). The model of political system may be citied in this regard. According to David Easton (1965), political systems is surrounded by environment and within its environment demand and support are interacted and once those are processed and articulated the decision as well as action, output is its ultimate creation that is also given input as a feed-back and such a conversion process is continued. Moreover, political system itself maintains an implied process which is identical to the former. The significant difference between the bigger process and the internal procedure is that the former is bit open, however, the later is bit secret and for that reason it is called BLACK BOX which is regulated or influenced by interest group, political party, aristocracy, public employees etc, armed forces, businessmen etc where the laws, mass interest often seen highlighted rather than the interest of a few individuals. This is the theory which I have just portrayed is to familiarize the readers about the system which is verily an identical system to Bangladesh which is failing to guarantee the aspiration of the mass instead of a few. Such theoretical aspect is the reality, however, it is desirable where the ruler, though elite is inseparable to the mass. When such aspiration is injected in the system, the rulers shall turn into such a tool that shall always be ready to appease the legitimate aspiration of the mass. It might not be such an appeasement which shall be for the ruler not for the mass.  Exclusion of such intuition, the ruler arranges to whistle the road and ensure their arrival by ten minutes of way which requires by 1 hour by the mass. As far as the present crisis with roads and high ways concerned, the implication of system theory of David Easton seemingly applicable in order to be looked after the exact vigilance of   the interest of a certain class, the interest of the mass is clearly overshadowed as there was no countable response is generated when the interest of the decision makers is more seriously nourished than the interest of the mass which the former is bound to look after  under the obligation of constitutional laws.  
In this regard, I may recall the memoir of an incident which I separately discussed about the service of Volvo bus. On 27 December, 2011 in this website which is the incident happened while I was coming from Paltan under Dhaka by a Volvo bus (Dhaka Metro –BA- 11-1551)  which stampeded to death a passerby at Farmgate where the footpath was occupied  by the hawkers paying different quarters on those favor   Mr. Syed Abul Hossein advocates every now and then, when  a passer-by was walking  reroute to the Volvo narrow lane due to impossibility to walked over the footpath just opposite to the Farm view Super Market at Farm gate, the of Volvo bus mentioned  the number above stampeded him without making any hesitation while it could be considered  the situation  uplifting the morality and humanity rather than to his awkwardness and brutality, it is notably mentionable that  for the cause of hawkers, the said Communication Minister, Minster for Local Government, DMP, Mayor and different beneficiary group advocates for them so that they may occupy the normal passage where the passer-by may walk , it was very  un expectable since  the  narrow  Volvo Bus passage was not cleared, that sinner driver, killed that boy which I witnessed from the last and far left window of the 1st deck of   the bus. Afterwards, the angry mob threw bricks and most of the part of left windows of the ground deck of the bus was broken. Followed by the angry mob, the driver accelerated the speed and somehow crossed  Farm gate and when it  reached at the Fountain at the Head of Bijoy Sharoni, the  Responsible Sergeant  stopped the bus and  evacuated it and  took under their custody, however, I saw  that the Police Officer  picked up their badge so that none could trace their names. Anyway, when I was prepared to get on another bus, I saw that the bus was dragged near to Novo Theater and fortunately or unfortunately I did not find any of the staff of bus then. It could be presumed that the driver was given chance to be fled away. Though the occurrence did within the Police Station of Sher-e-Banglanagar, the bus should be stationed hundreds of years infront of the PS until the settlement of the case which we see at time of visiting PS, it was the Bus that used to be relieved and after 5 days, I had the opportunity to be got on it as a passenger from Purobi to Agargaon (The Ticket is shown above). However I managed to collect the reference number of on the spot report which includes:  Reference –CC 818/09(27/12/09), Sher-e-Bangla Nagar Police Station. When I went to report the intentional negligence of the Police regarding the treatment of the driver  in order to avoid further  repeat, I  went most of the mass media at Karwan Bazar like ATN Channel, NTV, RTV, Ekushey TV,  Prothom Alo, Amardesh, Amader Shomoy so that  at least they  may cover the  incident , most of them omitted it and when I went to  ATN news room (Top floor of Trasncom Electronics Showroom), the reception  was totally  abstained from cooperating to be discussed with any of the reporters telling that it did not make them any sense! When I went to the newsroom at Amader shomoy at Bangla motor, I had the opportunity to be discussed with the Crime Reporter while he was typing the Press release of DMP of that incident. I requested him to blend the gist of the my witness which  may be an in-depth report to discover the fact, though I forgot the exact date of that, a saw no news of that incident  appeared in the following day.   Many informed that  in order  to  press down the  crime of the drivers, the syndicate of drivers and owners (Both Public and Private) pay a certain amount of endowment to PS which is different  to the pockets of  many  media face  which we can not expect but in reality it is happened. Abstaining from carrying out the role of responsible persons in the state, the law and order of the country has in fact broken down and  in this situation though  a few is blessed, the general mass is being deprived of getting good governance. Whether such sensational incidents may shake the sense of the responsible who is paid from our tax money and who in many ways active to guard them, shall be conceived by the action of the coming days.
