Where's the administration?

It is the very fundamental principles of a state that it would be governed by the administration consequently the extensive and effective service which shall be delivered will eventually bring benefit to the citizen. This mutual interaction has made the ground for paying tax to the administration, especially public administration. Unless anything repugnant to its normality public is inspired to pay tax. The reason why tax is not properly collected, or reversely the reason why people try to evade tax, is buried in it. Once tax is a must, but service is poor, it can be called nothing but tyranny. Under the shroud of democracy, such tyranny is happening but a little can be said, but remedy is zero.
The legislative body which is composed by the representatives makes act, rule, provision, order, ordinance etc which are forwarded afterward to the executive body for the execution and in case of any dispute arises with the interpretation or whatsoever is mitigated by the influence and effective role of the judiciary. This is the very fundamental principle of the state that we Bangladeshis have saluted and has taken for nourishment. However, such a handsome mechanism is malfunctioning since these three bodies are blackmailing the whole nation in combined
The matter is very simple but a horrendous indeed. One is: bites of mosquitoes and secondly scarcity of playground and honest recreational facilities. For instance, play ground, park, pond, swimming pool, open space etc. The problem is graving in the capital city and sources add that this bad tendency has been extended to the whole growing cities in Bangladesh. In order to make the article more amusable playing rackets may be cited herewith. While the kids, boys and young ones play racket in the street especially in the winter season; the guardians, on the other hand, play racket to kill mosquito in the evening shutting down the windows for their relief as well as for the relief for their kids. Since the commencement of 'Bangladeshmoves' in 2006, it has been emphasizing on the aggression of a tiny insect mosquito in the house and BSF in the border, but no improvement has yet to observe. When I am writing this peace of writing nearly a dozen of mosquitoes are biting on my legs and it has become harder to concentrate to my research. As far as the budget and manpower concerned, various organs of the Ministry of Local Government, have so far been listed to provide service. A little service is seen and why they do not press them to expel is a mystery. Many sources have demanded that by the name of killing mosquitoes lots of barrels of insecticides are imported but they are not properly sprayed, secondly they do not take effective initiatives to root out the origin of mosquitoes for instance, open drainage, infected water reservoirs etc, thirdly, it is heard from the source, the concerned officials take inducement from the mosquito coil, sprayer, mosquito net manufacturer and other companies concerned with mosquito.
In consequence of their callous roles, peoples are to suffered but they have no voice to tell since those who focus the sufferings of the peoples in different mass media take share from the group responsible to check the mosquitoes. Mosquitoes' disturbance plunges the level of concentration of a person and spread diseases in various animals including man. Mosquito is our teacher in one sense it has taught us how to donate blood, but its excessive biting does negative effect to us.
The new era' which has been begun by the newly Government has been dumped in the question of downing the arrogance of mosquitoes. Money allotted in this regard is managed by the Ministry of Local Government and the concerned Minister and the person who has given him the power to run different Municipalities can not discharge the burden of responsibility why we are being beaten. As far as the Dhaka city concerned, the endowment collected by the name of various social organizations in order to maintain cleanliness is not properly functioning, because those organizations are mainly composed by the bad men in the city and their social work is to collect endowment other than tax in order to pacify the pockets of officers and employees of the organ, for instance DCC, under the Ministry of Local Government and the part is funneled up to the top various sources have confirmed.
At the bottom, mosquito is not being gunned down and citizens are bound to be bitten by a tiny insect helplessly. Years back, one Friday, the local MP Elisa Uddin Mola of the ruling party in Pallabi , Dhaka (for instance) came to the Mosque at B- Block, Section -12, Pallabi and announced that the Prime Minister Sheikh Hasina had allotted rice worth of 80 thousand to this block for the development of roads and cleaning the drainage system so that none would be bitten by mosquitoes. It was August to September, rainy season and mosquito larvae was naturally washed away. For consecutive days, few peoples wearing a T-shirt inscribing “ Cleaning Drive by the courtsey of MP….” . But when the intensity of the biting was mounted in the winter season for instance November – March, none of them were seen. Even the regular DCC cleaners had not been seen at all. Besides by the name of cleaning the area local Social Organization ' Agroni Kallayan Samity' also had no initiative since they take ceratin amount of endowment in the name of security and cleaning the area apart from the regular tax to City Corporation. This is the reality we face under the shadow of a democratic government. If someone wants to investigate the loophole, may find the same picture elsewhere in Dhaka and other Municipalities in Bangladesh.
When a lot of budget was allotted for DCC for the maintaining roads and cleaning the area, at the same time, such rice allotment was nothing but a joke or corruption. From Vashentek to Baruntek to Bandura up-to the Turag River under Kafrul and Pallabi, Uttara in Dhaka, you may find a huge water reservoirs have been filled up by the housing estates with the patron of various Ministries of Bangladesh who are not caring about the short-term and long-term plan which might benefit to the citizens of playground problem. No steps have been taking to clean the floating plants (Shaola) where the mosquito's larva is breeding. The land grabbers have purchased all those land by hook or by crook where the say of the commoners has been killed within second. The last resort of the armed forces, have also aiding since they have been given plots there which we can not expect. We expect better outcome from their side regarding building the coutry more sustainably.
Furthermore, I want to catch the attention about the playground where the kids as well as the adults should play have been being grabbed by the name different establishments. Our Prophet had commended to play fencing and riding horses and causing to ride the kids in the afternoon which suggests that big playground should be arranged. In the name of establishing temporary court for the trail of BDR personnel, the arrangement for grabbing the playground of Alia Madrasa near Bokshi Bazar at Old Dhaka spending a crore taka may cite as an instance how careless the Government about theinterest of the local residents regarding the facilitation of play ground ( News: The Daily Prothom Alo, 16 November, 2011). If they are not careless, most probably they are intended. No reason had appeared before the authority thus they may face problem to try the deatinee sending in Pilkhana, even there was no news about any unwanted incident elsewhere it could be expedient to set up temporary court in the play ground of Alia Madrasa near central jail. The reason might be 1 crore taka aiming to spend for some other reason!? However, time is the best killer.
By the by, ignoring outdoor game facility, inspiring indooor game only may be the consequence of the youths of South Korea where net addict has replaced the conventional addiction. News reported that video game of South Korea is gradually adversing the plot of the sound mind of the kids and adults. Outdoor play-ground, pools for swimming by the supervision of lifeguards should be the part of our urbanization plan. Not only for the urban plan, it should be arranged for the rural people too who are already deprived of the facility. Playground, pond, lake, and park- all these have been commended by our religion which should not be set aside, rather, its realization through the administration is desirable.
In addition, Islamic value that I believe and try to implement has driven me to focus the issue. It is worthy mentionable that our creed is enough to make our life pleasant which we search all day and night.
In fine, if our administration is adverse to the interest of the people within the framework ought to be suggested should be halted, otherwise, letting its waywardness may eventually drive us into ruining. The step it requires should be taken as early as possible. The sooner the better.
